STATEMENT OF WORK (SOW)

B3228

REPLACE FALL PROTECTION SYSTEM

1. INTRODUCTION

Replacement of a rigid rail and unistrut anchor overhead fall protection system in Building 3228 is required to ensure compliance with American National Standards Institute (ANSI) Z359 and Occupational Safety and Health Administration (OSHA) Code of Federal Regulations (CFR) 1910.

The fall protection system shall be employed for corrosion control activities on multiple aircraft, in the dock of Building 3228, at Tinker Air Force Base, Oklahoma City, Oklahoma. The fall protection system shall cover B-1, B-52, C-130, KC-135, E-3, and E-6.

Contractor shall provide complete design and labor, including fabrication, assembly, equipment installation, inspection, testing, training, and documentation and other incidentals, necessary for realization of a complete fall protection system in accordance with this Statement of Work

(SOW).

1.1. Requirement.

Currently, there is a need to update the existing overhead fall protection system in Building 3228 for certification of compliance with current ANSI Z359 and OSHA CFR 1910 standards.

The new system shall be robust, ergonomic, and durable for repetitive usage for aircraft corrosion control activities.

1.2. Scope.

The new fall protection system shall be designed for fall protection coverage of all sections of all aircraft serviced in the dock of Building 3228. It shall be the contractor’s responsibility to ensure compliance with all fall protection system angle requirements, codes, and regulations.

The list of fall protection rails slated for replacement follows:

Aircraft right wing side:

Total of two right wing rails o 1 rail for C-130s and B1s o 1 rail for B-52s, KC135s, E3s and E6s

Aircraft fuselage section:

1 fuselage rail

Aircraft left wing side:

Total of two left wing rails o 1 rail for C-130s and B1s o 1 rail for B-52s, KC135s, E3s and E6s

1.2.1. The contractor shall schedule a site visit to obtain pertinent information for demolition of the existing fall protection system, and for field verification and site specific measurements for design and preparation of plans and drawings for the new fall protection system. During the

Page | 3 site visit, the contractor shall identify any issues or obstacles that may interfere with demolition of the existing fall protection system and installation of the new fall protection system.

1.2.2. Demolition.

The existing rigid rail overhead fall protection system in Building 3228 shall be removed. The existing punched channel unistrut anchor units shall be removed. Contractor shall dispose of existing overhead fall protection rails, unistrut anchor units, and associated parts and components IAW applicable federal, state, and local laws and regulations using the Defense Logistics Agency (DLA) Disposition Services (DS), Oklahoma City, OK, also referred to as the Defense Reutilization Marketing Office (DRMO).

1.2.3. Installation.

Contractor shall provide complete design and labor, including fabrication, assembly, equipment installation, inspection, testing, training, and documentation and other incidentals, necessary for realization of a complete fall protection system in accordance with this SOW.

New solid anchor units, in compliance with the ANSI Z359 and OSHA CFR 1910 standards, shall be installed as replacements for the existing punched channel unistrut anchor units.

A new rigid-rail overhead fall protection system, in compliance with the ANSI Z359 and OSHA CFR 1910 standards, shall be installed as a replacement for the existing rail system.

The rail system shall consist of:

Two (2) Right Wing Rails o One (1) C-130 and B1 right wing fall protection rail o One (1) B-52, KC135, E3 and E6 right wing fall protection rail

One (1) Fuselage Rail

Two (2) Left Wing Rails o One (1) C-130 and B1 left wing fall protection rail o One (1) B-52, KC135, E3 and E6 left wing fall protection rail

The fall protection rails shall be equipped with load carrying trollies.

A total of 20 trollies shall be installed:

- Each of the two right wing rails shall be equipped with four (4) trollies

- The fuselage rail shall be equipped with four (4) trollies

- Each of the two left wing rail shall be equipped with four (4) trollies.

Existing Self-Retracting Lifelines (SRLs) shall be reused. Contractor shall secure, store, and reinstall the SRLs upon project completion.

The new rail system shall not interfere with the Aerial Work Platforms (AWP) in the dock of Building 3228.

1.2.3.1. Upon completion, the fall protection system in Building 3228 shall be capable of supporting a total of twelve (12) users at any given time:

52/KC135/E3/E6 wing rail

Aircraft Fuselage - Total of four (4) users at any given time

Aircraft Left Wing - Total of four (4) users at any given time o Four (4) users of SRLs on C-130/B1 wing rail or four (4) users of SRLs on B-

52/KC135/E3/E6 wing rail

All fall protection rails shall be labelled, indicating the maximum allowable number of users.

1.2.4. The overhead fuselage fall protection rail system shall allow the users to walk the entire length of the aircraft while the trolley remains approximately overhead. The wing fall protection rail system shall allow the users to walk from wing tip to fuselage while the trolley remains approximately overhead. The system shall be designed to be attached to the existing structure using engineered structural steel members. These members shall be fabricated in accordance with the American Institute of Steel Construction (AISC) Steel Construction Manual and the American Welding Society (AWS) D1.1 Structural Welding Code by certified welders and inspectors. The required structural members shall have material test certificates for full material traceability.

1.2.5. Anchorage connectors shall be designed to withstand the maximum (worst case scenario

- maximum number of users falling at the same time) fall arrest forces with a minimum safety factor as specified in American National Standards Institute/American Society of Safety Engineers (ANSI/ASSE) Z359.6. The supports shall be designed to support a load on the system of at least two (2) times the maximum design load without failure.

2. DOCUMENTATION

2.1. Additional Supporting Data.

The government will provide existing applicable as-built drawings, the disclosure of which is authorized. Government provided drawings are approximate. The contractor shall be responsible for verification of dimensions. The contractor shall be responsible for taking all measurements and ensuring accuracy of measurements, to facilitate successful Fit and Function test after installation. In the event of failure of Fit and Function test, the contractor shall be responsible for reorientation of fall protection members for proper alignment with aircraft at no expense to the government.

2.2. References.

All work and equipment provided under this solicitation shall follow good engineering practices as documented in accepted engineering literature, and shall satisfy as a minimum the following publications of the issue:

2.3. Order of Precedence.

In the event of a conflict between the text of this SOW and the references cited herein, the text of the SOW shall take precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific variance or waiver has been obtained.

3. REQUIREMENTS

The contractor shall provide all necessary qualified personnel, management, administrative and technical services, and materials in support of the requirements of this SOW.

3.1. Program Management. The contractor shall provide a program plan describing work task, schedule, cost and deliverables. A program kickoff meeting (teleconference is acceptable) with the Government Point of Contact (GPOC) shall be conducted after task award and prior to delivery of the program plan to ensure all parties fully understand the requirements and are ready to proceed.

3.2. Baseline Requirements. The contractor shall provide complete design, fabrication, inspection, testing, documentation, training, delivery, tools, labor, and other incidentals necessary in accordance with this SOW, project design drawings, and specifications.

3.3. Shipment. The contractor shall be responsible for fall protection system parts/component packaging, loading, shipping, unloading, on-site placement, and storage at Tinker AFB in accordance with (IAW) the manufacturer’s commercial practices unless otherwise specified herein. The contractor shall have a fully authorized representative on-site at all times during the receipt, assembly, installation, testing, and acceptance. The government shall not provide storage for intermittently shipped equipment.

3.4. Assembly.

3.4.1. General Assembly. Safety equipment shall be used during fall protection assembly.

Safety equipment shall contain up-to-date certifications and shall be in good working condition.

Remediation of any component that cannot be assembled properly as a result of errors in manufacturing or deformation due to handling or transportation shall be the responsibility of the contractor. The contractor shall immediately report any discoveries to the GPOC and CO.

Repair methods shall have prior approval by the Contract Monitor before any work is performed. The contractor shall replace all items damaged beyond acceptable repair at no cost to the government.

3.4.2. Assembly Site Limitations. The contractor shall take the following precautions on-site:

a. All assembly work shall be completed in such a manner as to minimize disruption of government activities. The contractor shall perform any on-site work that shall disrupt

Page | 7 government activities during non-production hours. Such endeavors shall be coordinated and approved by the Contract Monitor.

b. The contractor’s work area shall be consistently clean and orderly. Debris shall be removed and disposed daily by contractor.

c. The contractor shall dispose of existing fall protection system IAW applicable federal, state, and local laws and regulations, using the Defense Logistics Agency (DLA) Disposition Services (DS), Oklahoma City, OK, also referred to as the Defense Reutilization Marketing Office (DRMO).

d. Material cutting shall not introduce shavings or chips near aircraft parking locations or storage locations of aircraft parts and components.

e. All phases of work shall be executed IAW OSHA 29 CFR 1910.29, 1926.450, 1926.451, 1926.452, and AFI 91-203.

f. Contractor tooling shall not be stored on-site unless in a secured container. All tooling shall be removed at the end of each work shift by the contractor.

g. The contractor shall be responsible for safe handling of fall protection equipment and supplies throughout the course of this project.

h. Utility requirements shall be the responsibility of the contractor. Sources of electrical power and compressed air shall be provided on an “as available” basis. The contractor shall be responsible for ensuring that adequate utility supplies and hookups are available on-site prior to the time of need.

i. No welding is permitted within fifty (50) feet of an aircraft.

j. Storage of flammable materials such as paints and solvents shall be in authorized areas and approved through the Contract Monitor.

k. The contractor shall comply with base requirements regarding handling hazardous materials.

Disposal of hazardous materials shall be coordinated with the Contract Monitor and accomplished by the contractor.

l. The contractor employees shall not wear watches, rings, or jewelry within aircraft maintenance areas. Proper personal protective equipment (safety glasses, hearing protection, hard hats, safety shoes and protective coveralls) shall be worn in and around all production areas.

3.5. Pre-Installation

3.5.1 Pre-Installation Review (PIR). The contractor shall hold a PIR at Tinker AFB ten (10) calendar days before fall protection system installation. An installation data package and master schedule shall be provided by the contractor five (5) working days prior to the PIR. The contractor shall prepare the agenda and minutes for the PIR.

The contractor shall address as a minimum the following:

a. Master Schedule

b. Personnel Training

c. Equipment Technical Data

d. Warranty Description The installation shall be reviewed by the GPOC. The GPOC shall provide the contractor written comments. Any change that is requested by the contractor must be approved by the CO.

Submission of the updated drawings within 30 calendar days after review may be required.

3.5.2. Facility Drawings. Government will furnish as-built facility drawings as needed. All dimensions shall be field verified by the contractor. Any modification or reproduction of these drawings must be approved by GPOC and Contract Officer.

3.5.3. Storage. The contractor shall provide lockable storage for security of tools and equipment. The government shall not be responsible for the safety and security of contractor property and shall not assume any risk on behalf of the contractor or any sub-contractors.

3.5.4. Site Visits and Correspondence.

3.5.4.1. Site Visits The CO is the point of contact for scheduling all site visits. Visitor’s Center is located at the Northwest side of Tinker Gate #1 (Air Depot Gate).

3.5.4.2. Contractor Representative: The contractor shall appoint, and identify to the government, a Project Manager who shall act as the contractor’s representative in all communications with the government throughout course of this project. The project manager shall be qualified to interpret designs and discuss solutions in all areas of the project with the GPOC. The contractor’s representative shall be on-site to supervise all fabrication, assembly and testing of equipment.

3.6. Installation.

3.6.1. General Requirements. The contractor shall procure equipment (including lifts) and hardware necessary to support the delivery, assembly, and installation of the fall protection system. The contractor shall supply all necessary manpower for the on-site installations. All equipment and hardware shall be off the shelf items to the fullest extent possible. The Contractor shall accomplish all installation activities on-site at Tinker AFB.

The contractor shall notify the GPOC, regarding installation time frame and other pertinent details, prior to initiation of installation activities. Failure to obtain proper approval my result in hindrances of ongoing installation activities, due to schedule conflicts.

3.6.2. Installation Site Limitations.

The contractor shall take the following precautions on-site:

a. All installation work shall be completed in such a manner as to minimize disruption of government activities. The contractor shall perform any on-site work that shall disrupt government activities during non-standard hours; coordinated with, and approved by, the

GPOC.

b. The contractor’s work area shall be consistently clean and orderly. Debris shall be removed and disposed daily by contractor.

c. Safety equipment shall be used during fall protection installation. Safety equipment shall contain up-to-date certifications and shall be in good working condition. The contractor shall be responsible for all equipment and personnel requirements, and supporting transportation of equipment to and from any storage area at the project site.

3.6.3. Installation Time Frame. Installation shall begin no later than five (5) working days after receipt of all required equipment. Following initiation of installation activities, contractor shall have ten (10) calendar days to complete the installation phase of the fall protection system.

Contractor’s work schedule may be subject to changes to accommodate aircraft schedule. All costs associated with mobilizations to execute this fall protection systems project shall be included in the contractor’s proposal. No additional funds will be provided for additional mobilizations.

3.6.3.1. Scheduling. All work shall be performed during normal 8-hour day shift hours (7:00 a.m. to 3:30 p.m.) Monday through Friday, and shall be completed in such a manner as to minimize disruption of government activities.

Contractor work hours shall not include weekends, government holidays or furlough days unless coordinated and approved by the CO.

3.6.4. Supervision. The contractor shall provide on-site technical supervision at all times during installation, and testing of fall protection system. The entire fall protection system shall be fully functional and operational upon completion of installation.

3.7. Final Verification.

3.7.1. Final Verification. Following completion of installation, the contractor shall support the GPOC with a full functional checkout/demonstration of the fall protection system. This Fit and Function test shall be conducted by government personnel, with contractor personnel present for consultation and documentation of test results. If any discrepancies are identified, the

Page | 10 contractor shall document the deficiencies and corrective actions. The contractor shall submit the list of deficiencies and corrective actions to the GPOC and CO for approval, prior to implementing corrective actions. The contactor shall be responsible for all costs associated with corrective actions. Contractor shall coordinate with the GPOC to ensure that scheduling of Fit and Function test does not conflict with production schedule.

3.8. Training and Documentation.

3.8.1. Training. Following acceptance, the contractor shall conduct system operation and maintenance training sessions for government personnel.

3.8.2. Documentation. Following project completion, the contractor shall provide four (4) electronic copies and four (4) hard copies of the following:

a. Operation and Maintenance Manuals

Maintenance Manual shall contain recommended inspection criteria and intervals.

Recommendations shall also include quantities of repair parts to be kept on hand for unscheduled repairs.

b. Inspection Manuals

c. As-Built drawings for the fall protection systems

d. Certifications.

- Load testing and calculations certifying adequacy of fall protection system.

- Certification for facility structural support of fall protection system worst case scenario load (maximum number of users falling at the same time and location).

The contractor shall submit a separate proposal along with recommendations if it is determined by the contractor that the structure cannot support the load. Certification documents shall show that all fall protection systems and system components comply with ANSI Z359.1 and 29 CFR 1910 standards.

e. Spare Parts List – Contractor’s recommended spare parts list.

The contractor shall provide a spare parts kit based on the contractor’s recommended spare parts list. Proprietary or uncommon tools required for maintenance or assembly shall be provided with the fall protection system.

f. Warranty.

The contractor shall provide a full warranty on all fall protection systems and components for no less than one year from the delivery date.

4. GENERAL INFORMATION

4.1. Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.

4.1.1. Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force

Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per

Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and

Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping

Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.

4.2. Hazardous Material (HAZMAT): If no HAZMAT will be brought on base or used in performance on this contract, the contractor shall certify “No HAZMAT will be brought on base” or “No HAZMAT Usage” in writing on company letterhead. This certification shall be provided to the GPOC within ten (10) days after award. Upon GPOC receipt of the certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification.

4.2.1. The Contractor shall not store chemicals or hazardous material (HAZMAT) on Tinker AFB.

Contractors shall be compliant with HAZMAT management procedures per Oklahoma City Air

Logistics Complex (OC-ALC) Supplement to AFI 32-7086, “Hazardous Materials Management”.

The Contractor shall maintain a log of all HAZMAT that is used on base. This usage log shall be provided to the GPOC monthly, the last business day of each month, or when the required work is completed. The GPOC will forward the records to the Unit Environmental Coordinator (UEC) no later than the fourth (4th) day of the following month or the first (1st) subsequent business day.

4.3. Safety Data Sheet (SDS) and Labeling: Upon GPOC receipt of the “No HAZMAT Usage” certification, the requirements of this section no longer apply.

4.3.1. The Contractor shall not transport, ship or use any chemical, material or substance used in the performance of this SOW on Tinker AFB before written approval is provided by 72

ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The Contractor http://www.e-publishing.af.mil/

Page | 12 shall submit to the GPOC, ten (10) calendar days after contract award date all Safety Data

Sheets (SDSs) and a completed OC-ALC Form 152, SDS Information Sheet. The Contractor shall receive approval from the GPOC prior to shipping any chemical, material or substance to Tinker

AFB. A copy of the manufacturer SDS shall accompany the shipment. Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health

Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal

Regulation (CFR) Part 1910.1200. The Contractor shall ensure containers of hazardous chemicals are labeled with the following information, prior to shipping to Tinker AFB IAW OSHA

Hazardous Communication Standard, Title 29, CFR Part 1910.1200 (2012): product identifier;

signal word; hazard statement(s); precautionary statement(s); pictogram(s); and name, address and telephone number of the chemical manufacturer, importer, or other responsible party.

The GPOC will forward all SDS submittals to 72 ABW/CEIE for approval. A current manufacturer

SDS shall be submitted to the GPOC if the Contractor changes manufacturer or vendor for any chemicals that were prior approved. The Contractor shall maintain copies of manufacturer

SDSs for all chemicals and SDSs shall be readily accessible at all times by Contractor personnel as well as government employees.

4.4. Hazardous Waste: If no HAZWASTE will be generated during performance of this contract, the contractor shall certify “NO Hazardous Waste Generation” in writing on company letterhead. This certification shall be provided to the GPOC within ten (10) days after award.

Upon GPOC receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification.

4.4.1. The Contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags and hazardous waste in government furnished waste containers located in the shop or area the work is being performed. The Contractor shall notify the GPOC if the required waste containers are not available on site.

4.5. Discharges: Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer shall be approved and done IAW Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEIE, Natural Infrastructure Management (Environmental

Compliance). Notice of intent documentation shall be provided to the GPOC within ten (10) days after award. The GPOC will submit the required notice of intent documentation to the

UEC for 72 ABW/CEIE approval. The Contractor shall not discharge into IWTP and sanitary sewer prior to approval issued by 72 ABW/CEIE. The Contractor shall maintain records of written approval issued by 72 ABW/CEIE for discharges into IWTP and sanitary sewer.

4.6. Off-Site Discharges: For discharges outside of Tinker AFB, the Contractor shall ensure waste water discharges, that may contain pollutants resulting from any contracted service, go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatment

Works (POTW). The Contractor shall provide a letter ten (10) calendar days after contract award date to the GPOC from the POTW that states the POTW is permitted for all pollutants that the Contractor may discharge during the contracted service.

4.7. Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident.

When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911.

If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:

4.7.1. One (1) copy to CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:

1.) Name and contact number of person reporting the spill

2.) Date and time of incident

3.) Location and source of spill

4.) Substance or pollutant spilled

5.) Amount spilled and rate of discharge

6.) Any damages or injuries involved

7.) Extent of area impacted

8.) Potential hazards

9.) Actions taken

10.) Organizations contacted

11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.

4.8. Environmental Training: Upon GPOC receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply.

Contractor personnel performing duties in the service of this PWS shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable State Laws and regulations; DoD, Air Force and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by 72 ABW/CEIE, Natural Infrastructure Management

(Environmental Compliance). RCRA training is available at http://www.natlenvtrainers.com/RCRA-hazardous-waste.htm;

Prior to obtaining training, the Contractor shall provide the name of the training institution or company and course description to the GPOC for approval within ten (10) calendar days after contract award date. Once written approval is received from the GPOC, the Contractor shall provide the environmental training certificates for employees performing duties in the service of this PWS to the GPOC, within thirty (30) calendar days after contract award date. In addition to the required environmental training, Contractors shall be compliant with Tinker AFB procedures per TAFBI 32-7004, “Hazardous Waste Management”.

4.9. Forms, Technical Orders (T.O.), AFI, Air Force Material Command Instructions (AFMCI), and

Publications: The Contractor shall obtain the forms and publications expressly required to perform the work in this contract via the internet at www.e-publishing.af.mil. In the event a form or publication is not available online, the GPOC will provide the form, instruction, or publication to the Contractor upon the Contractor’s written request (e-mail is acceptable). In the event, laws, regulations, T.O.’s, AFI’s, or AFMCI’s change during the term of this contract, the Contractor shall be required to comply as the changes come into effect. Contractors delivering or handling official

United States Air Force (USAF) records shall comply with the applicable records management regulations in AFI 33-322, Chapter 3, in its entirety.

4.10. Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this PWS.

4.11. Tool Control and Accountability: While performing contract services in or around

Maintenance Production Shops, which includes ramp areas, the Contractor shall comply with AFI

21-101_AFMC Supplement 1, 21-101, Chapter 10 (all paragraphs) and OC-ALCI 21-112, paragraph

14.1. and 14.5.3. The Contractor shall provide the completed MXRIWRS Form 032 prior to performing work in the OC-ALC industrial areas. The MXRIWRS Form 032 is available from the

Page | 15 within five (5) business days after installation actions. The Contractor or Contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day. The Contractor personnel shall immediately notify the GPOC of any tools that are missing or lost from the work area or container (e.g. tool or job box or tool bag). The GPOC will report any missing Contractor’s tools which have not been located within one (1) hour after notification to the appropriate Government personnel. The Contractor shall obtain the Form 32 from the GPOC. The CM shall ensure each employee on the job site receives a briefing from the

GPOC about Housekeeping, FOD/DOP, and Tool Control prior to starting work in OC-ALC

Industrial Areas.

4.12. Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.

4.13. Visitors Pass: The Contractor shall contact the GPOC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The GPOC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.

4.14. Foreign Nationals: The Contractor shall notify the GPOC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US

Government facility.

4.15. Safety and Health on Government Installations: While performing work under this contract the Contractor shall comply with all applicable federal, state, and local and the specific Air Force regulations (as applicable) regarding occupational safety and health addressed in the PWS. During the execution of the contract the Contractor shall notify the CO, GPOC, and Government Contract Administrator (CA) within one (1) business day of any damage to Government property where the dollar value exceeds $500,000.00 and within two (2) work days, for any damage to Government property less than $500,000.00. The Contractor shall notify the (CO) within one (1) business day of any injury to contract personnel which occurs while on a Government installation.

4.15.1. Mishap notifications shall contain, as a minimum, the following information:

Date, Time and exact location of accident/incident

Brief Narrative of accident/incident (Events leading to accident/incident)

Cause of accident/incident, if known

Estimated cost of accident/incident (material and labor to repair/replace)

4.15.2. If requested by the designated CO, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the CO.

4.15.3. While on a government installation the Contractor shall be required to follow applicable installation traffic safety regulations and any applicable safety requirements required by the work center supervisor as it pertains to execution of the contract while in the work center; these may include but are not limited to general personal protective equipment such as safety glasses, hearing protection, and hard hats. The Contractor shall comply with base/shop emergency procedures for fire, tornado etc.

4.16. Emergency Procedures: The Contractor personnel shall follow the direction of the

Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the

Contractor’s responsibility to account for their employees following an emergency evacuation.

The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.

5.0. The contractor shall be ISO 9001 certified. The contractor shall submit a copy of their ISO 9001 certification to the CO with their bid.

5.1. Other Information. The contractor shall be required to directly interface with competitive system development and/or upgrade source selection sensitive information. The contractor shall accomplish non-disclosure agreements prior to any access to competition-sensitive or proprietary data, information, or documents.

5.2. Period of Performance. Contractor shall have ten (10) calendar days to complete the installation phase of the fall protection system.
