STATEMENT OF WORK
FOR
76 AMXG/MXDEB
B2121
PAINT BOOTH AND MAKE-UP
AIR UNIT REPLACEMENT
PREPARED BY:
76 AMXG/MXDEB
31 JUL 2017
1. PURPOSE.
The purpose of this endeavor is to replace and to dispose of a paint booth, in conjunction with the associated make-up air unit. The paint booth, located at Building 2121, Tinker Air Force Base, OK 73145, will be employed extensively for painting of small parts and components of various aircraft (B-52, KC-135, B-1, E-3).
The Government (76 AMXG/MXDEB) will be responsible for the site and equipment preparation of the paint booth by coordinating with the Unit Environmental Coordinator (76 MXSG/MXDEU) and the Hazardous Waste Management Facility (HWMF), Tinker AFB OK, prior to the period of performance start date.
The Government (76 AMXG/MXDEB) will be responsible for the site and equipment preparation of the make-up air unit by coordinating with 72 ABW/CEIEC, Tinker AFB OK, prior to the period of performance start date.
2. DESCRIPTION OF SERVICES.
The Contractor shall provide all labor, tools, test equipment, parts, materials, personal protective equipment (PPE), reflective clothing, hearing and eye protection, including prescription safety glasses, lifting equipment and devices, fire extinguishers, fall protection, transportation and other incidentals necessary to travel to Tinker AFB, OK, and to replace and dispose of one (1) paint booth and one (1) make-up air unit, in accordance with (IAW) this Statement of Work (SOW).
2.1. The contractor shall replace and dispose of the existing paint booth and make-up air unit, listed in Appendix A. The existing equipment shall be disposed of IAW applicable federal, state, and local laws and regulations using the Defense Logistics Agency (DLA) Disposition Services (DS), Oklahoma City, OK, also referred to as the Defense Reutilization Marketing Office (DRMO).
2.2. The contractor shall procure and install one (1) new paint booth and one (1) new make-up air unit IAW this SOW.
2.2.1. Paint Booth
The Paint Booth shall meet the following requirements:
Quantity 1 Light Fixtures 18-Open Type, 120 Volt, 4 Tube; 500 fc (or equivalent) Exhaust Fan 1-42” Dia. 6-Blade 22,000 CFM @ ½” S.P. (or equivalent) Motor 1-O.T.D.P 5HP, 230 VAC, 3 Phase (or equivalent) Exhaust Cells 70- 20” X 20” with 70 Arrestor Pads Construction 18GA Galvanized panels (or equivalent) Fire Suppression System Equipped with fire suppression system per National Fire
Protection Association (NFPA) 13 (refer to section 3.4) Heating Provided by associated Make-Up Air Unit Product doors 2 access doors designed to swing outwards from booth interior.
Total door width shall be at least 10’ (5’ per door) and door height between 7’ – 8’
Each door shall be equipped with a hold-open device, allowing each door to remain in the open position when deemed necessary by paint shop personnel.
The dimension of the existing paint booth, provided below, shall be used as references for the dimensions of the new paint booth (the dimensions of the new paint booth need not be identical to the dimensions of the existing paint booth, but must be such that the booth adequately fits within the confines of the area occupied by the existing paint booth)

• Exterior Dimensions 24’ 5” – 25’ 5” Wide X 9.5’ – 10.5’ High X 25.5’ – 26.5’ Deep
Paint booth shall have a three-stage dry particle filter system. First stage shall be designed to accept 1" pre-filter blankets, measuring 7ft in width. Second stage shall be designed to accept 1" panel filters, by 20"x20" or 24"x24". Third stage shall be designed to accept pocket filters, at minimum 15" in depth, by 20"x20" or 24"x24" in agreement with the second stage filter. All existing paint booth filters shall be replaced.
Paint booth shall be designed such that air flow is directed downward onto or across the part or assembly being coated and exhausted through one or more outlets.
Paint booth shall be equipped with a Thermal Oxidizer.
All filter banks shall have a magnehelic differential pressure gauge installed across the filter banks capable of reading pressure drop across the filter banks in inches water column.
Magnehelic differential pressure gauge shall have, at minimum, a range 0-3.0" water column, with minor divisions of .10” water column, and be capable of "zero adjustment".
Magnehelic differential pressure gauge shall be enclosed to prevent unauthorized adjustments.
The paint booth shall have an interlock system capable of automatically shutting off the paint gun air supply if the pressure drop across the filters deviates from the allowable operating range. The interlock system shall activate a visible and audible alarm in the event the pressure drop readings deviate from the allowable operating range.
The paint booth shall be compatiable with the existing electrical system panel. If an alternative electrical system is required, the system shall be equivalent to the existing system.
The two (2) existing 30 Amp, 3 -phase, 480V electrical disconnect switches near Post D-24, fed from Post D-22 Bus Switch, may be reused as switches for the paint booth exhaust system.
2.2.2. Make-Up Air Unit
The Make-Up Air Unit shall meet the following requirements:
• Quantity 1
• Over 120 MBH
• RN-090 100% outdoor packaged unit (or equivalent)
• 21,000 CFM (Hood On) 12,000 CFM (Hood Off) delivery
• Air cooled condenser, condenser coil guard
• DX evaporator coil, stainless steel condensate drain pan, R-410a refrigerant
• Modulating hot-gas reheat coil and controls for cooling humidity control
• Indirect Fired Natural Gas Heat, with Stainless Steel Heat Exchanger, 1,600
MBTUH Input
• Variable Speed scroll compressors
• Single Width, Single Inlet (SWSI) plenum supply fans, Direct Drive motors, 460/3/60 power
• 100 degrees F outside Air damper with 2-Position actuator
• Make-Up Air Direct Digital Control (DDC) Controller with discharge air temperature controller
Normal indoor operating conditions: 75 degrees F; 30% to 50% relative humidity.
Systems shall be capable of operating within an outdoor temperature range of -10 degrees F to 104 degrees F and an outdoor relative humidity range of 0% to 100%.
The make-up air unit exterior shall be adequately coated for corrosion resistance.
The main supply air duct shall be routed directly to the paint booth accordingly. The existing round supply vents shall not be reused.
2.3. All existing corroded make-up unit gas lines, located on the roof top of building 2121, shall be replaced with black iron pipe gas lines. Contractor shall field verify the sizes of the existing gas pipe lines.
2.4. Parts and Materials: The Contractor shall provide and use only new parts and material in execution of this project.
2.5. Warranty coverage to include parts and labor for a minimum duration of one (1) year shall be required for all newly installed equipment. Warranty coverage shall begin on the date of Government acceptance.
2.6. Training: The contractor shall provide over the shoulder (on the job) training to OC- ALC/76AMXG technicians within five (5) business days following project completion.
2.6.1. Training shall consist of equipment operation and maintenance training for up to five
(5) technicians. Minimum training timeframe shall be one (1) day; maximum training timeframe shall be five (5) business days.
2.6.2 Contractor shall provide one (1) hard copy and one (1) electronic copy (CD format) of the Operation and Maintenance Manual pertaining to all newly installed equipment.
All copies shall be in the English language and readable. All electronic copies shall be readable and in a CD format, which requires no additional software or tools to read and retrieve beyond those already installed on the affected U.S. Government computers.
2.7 Inspection and Acceptance: Upon completion of this project, contractor shall schedule a final inspection session with the GPOC during which adequate operation of the newly installed equipment shall be demonstrated to the using organization's Unit Environmental Coordinator, Bioenvironmental Safety Representative, and Paint Shop Representative for final acceptance. Prior to acceptance, the Unit Environmental Coordinator and Bioenvironmental Safety Representative shall assess the filtration system and conduct an air flow test respectively, to ensure compliance with requirements listed in Section 3.3.
2.8. Hours of Operation: Contractor shall execute tasks required under this contract during the follows hours:
Monday through Friday, 7:00 a.m. – 4:00 p.m., excluding Federal Holidays, base closures due to inclement weather, and Furlough Days.
3. GENERAL INFORMATION.
3.1. Quality. The contractor shall comply with all standard industry practices and procedures and manufacturer's specifications.
3.2. Government Acceptance. Designated Government Point of Contact (GPOC) will accomplish inspection and acceptance of services performed based on requirements of the Statement of Work.
3.3. Environmental Protection & Safety.
The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
Contractors shall be compliant with Tinker Air Force Base (TAFB) Supplement to Air Force
Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32- 7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.
Hazardous Material (HAZMAT): If no HAZMAT will be brought on base or used in performance on this contract, the contractor shall certify “No HAZMAT will be brought on base” or “No HAZMAT Usage” by official correspondence. This certification shall be provided to the GPOC within ten (10) days after award. Upon GPOC receipt of the certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification.
The Contractor shall not store chemicals or hazardous material (HAZMAT) on Tinker AFB. Contractors shall be compliant with HAZMAT management procedures per Oklahoma City Air Logistics Complex (OC-ALC) Supplement to AFI 32-7086, “Hazardous Materials Management”. The Contractor shall maintain a log of all HAZMAT that is used on base.
This usage log shall be provided to the GPOC monthly, the last business day of each month, or when the required work is completed. The GPOC will forward the records to the Unit Environmental Coordinator (UEC) no later than the fourth (4th) day of the following month or the first (1st) subsequent business day.
Safety Data Sheet (SDS) and Labeling: Upon GPOC receipt of the “No HAZMAT Usage” certification, the requirements of this section no longer apply.
The Contractor shall not transport, ship or use any chemical, material or substance used in the performance of this SOW on Tinker AFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The Contractor shall submit to the GPOC, ten (10) calendar days after contract award date all Safety Data Sheets (SDSs) and a completed OC-ALC Form 152, SDS Information Sheet.
The Contractor shall receive approval from the GPOC prior to shipping any chemical, material or substance to Tinker AFB. A copy of the manufacturer SDS shall accompany the shipment. Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The Contractor shall ensure containers of hazardous chemicals are labeled with the following information, prior to shipping to Tinker AFB IAW OSHA Hazardous Communication Standard, Title 29, CFR Part 1910.1200 (2012): product identifier; signal word; hazard statement(s); precautionary statement(s); pictogram(s); and name, address and telephone number of the chemical manufacturer, importer, or other responsible party. The GPOC will forward all SDS submittals to 72 ABW/CEIE for approval. A current manufacturer SDS shall be submitted to the GPOC if the Contractor changes manufacturer or vendor for any chemicals that were prior approved. The Contractor shall maintain copies of manufacturer SDSs for all chemicals and SDSs shall be readily accessible at all times by Contractor personnel as well http://www.e-publishing.af.mil/ http://www.e-publishing.af.mil/ as government employees.
Hazardous Waste: If no hazardous waste will be generated during performance of this contract, the contractor shall certify “NO Hazardous Waste Generation” by official correspondence. This certification shall be provided to the GPOC within ten (10) days after award. Upon GPOC receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification.
The Contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags and hazardous waste in government furnished waste containers located in the shop or area the work is being performed. The Contractor shall notify the GPOC if the required waste containers are not available on site.
NOTE: Once the containers are filled, the Contractor shall notify the GPOC and the GPOC will coordinate with the HWMF to pick-up the filled containers for disposal.
Discharges: Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer shall be approved and done IAW Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). Notice of intent documentation shall be provided to the GPOC within ten (10) days after award.
The GPOC will submit the required notice of intent documentation to the UEC for 72 ABW/CEIE approval. The Contractor shall not discharge into IWTP and sanitary sewer prior to approval issued by 72 ABW/CEIE. The Contractor shall maintain records of written approval issued by 72 ABW/CEIE for discharges into IWTP and sanitary sewer.
Off-Site Discharges: For discharges outside of Tinker AFB, the Contractor shall ensure waste water discharges, that may contain pollutants resulting from any contracted service, go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW). The Contractor shall provide official correspondence ten (10) calendar days after contract award date to the GPOC from the POTW that states the POTW is permitted for all pollutants that the Contractor may discharge during the contracted service.
Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the GPOC and UEC.
The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
One (1) copy to CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:
1.) Name and contact number of person reporting the spill
2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken
10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
Environmental Training: Upon GPOC receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply.
Contractor personnel performing duties in the service of this SOW shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable State Laws and regulations; DoD, Air Force and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). Prior to obtaining training, the Contractor shall provide the name of the training institution or company and course description to the GPOC for approval within ten (10) calendar days after contract award date. Once written approval is received from the GPOC, the Contractor shall provide the environmental training certificates for employees performing duties in the service of this SOW to the GPOC, within thirty (30) calendar days after contract award date. In addition to the required environmental training, Contractors shall be compliant with Tinker AFB procedures per TAFBI 32-7004, “Hazardous Waste Management”.
Bioenvironmental Safety:
The paint booth and the make-up air unit must meet the requirements of the following (but not limited to):

3.4. Fire Safety
All design and installation activities pertaining to new paint booth and the make-up air unit shall meet the requirements of the following:
National Fire Protection Association (NFPA) 33 Standard for Spray Application
Using Flammable or Combustible Materials 2016 Edition NFPA 72 National Fire Alarm and Signaling Code 2016 Edition NFPA 13 Standard for the Installation of Sprinkler Systems 2016 Edition NFPA 70 National Electric Code 2014 Edition
3.5. Tool Control.
While performing contract services in or around Maintenance Production Shop areas at Tinker Air Force Base, Oklahoma (Tinker AFB, OK), the Contractor shall comply with the Tinker AFB’s Tool Control Program.
• At a minimum, the contractor shall maintain a tool inventory checklist of all tools taken to the work site on Tinker AFB, OK.
• The contractor shall account for every tool on their tool inventory checklist at the beginning and end of each day of work at Tinker AFB, OK.
• The contractor shall secure all tools located at the work site when the Contractor is not in the immediate area. No tools shall be left unattended/unsecured at any time.
• The contractor shall make the tool inventory checklist and tools available for random inspection by GPOC.
3.6. FOD Prevention.
While performing contract services at Tinker AFB, OK, the contractor shall comply with Tinker AFB’s Foreign Object Damage and Prevention Program.
• At a minimum, the contractor shall practice good housekeeping at all times in all areas, ensure all tools, equipment, and hardware are accounted for at the end of each task, remove watches, rings, chains, and other jewelry that could be dropped or become loose in FOD critical areas and practice good work habits.
• The GPOC will brief FOD awareness and prevention to the contractor prior to the contractor starting work in FOD critical areas.
3.7. Security Requirements/Identification Badges.
The contractor shall provide the name of all personnel/technicians(s) requiring entry authorization to Tinker AFB, OK, for performance of services associated with this requirement. The contractor and/or representative must have a valid driver’s license and proof of car insurance. The following information is necessary to coordinate entry to the base.

The contractor and/or representative shall contact the GPOC for directions to the base if unknown. After arriving at the designated gate’s parking area, the contractor shall place a phone call to the GPOC for further instructions to be escorted into the base.
3.8. Contractor Employees.
The contractor shall not employ any person identified to the contractor by the Contracting Officer (CO) as a potential threat to the health, safety, security and/or general well being or operational mission of the installation and its population. The contractor shall provide the government with initial and updated lists of names of contractor employees’ that will be performing duties under this contract/purchase order.
3.8.1. Foreign National(s). Special rules apply for foreign national(s) visiting a U.S.
Government facility. The contractor shall notify GPOC before sending such technical representative out to perform services.
3.9. Safety and Health on Government Installations
While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO and GPOC within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO and GPOC within one (1) business day of damage to Government property or equipment during the execution of the contract.
3.10. Emergency Procedures
The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
4. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
4.1. Government Furnished Property (GFP) is not applicable during the contract performance period in accordance with FAR Parts 45 and 52.245 plus supplements.
4.2. Government Property Incidental to the Government Installation or Site.
NOTE: The SOW Hazardous Waste Section cites Government Furnished Waste Containers, but the waste containers are Incidental to the Government Installation or Site (similar to Shared Property of the Government). The Government is responsible for maintaining accountability (property records) of these waste containers for Government reporting requirements during the contract performance period.
This Government Property (waste containers) is not considered GFP requiring property administration in accordance with FAR Parts 45 and 52.245 plus supplements. However, this Government Property will be administered in accordance with the provisions of this SOW and FAR 52.237-2, Protection of Government Buildings, Equipment, And Vegetation.
The Contractor shall ensure this Government Property is secured at the close of each workday.
4.3. Government Furnished Services (GFS) are applicable during the contract performance period. The Government will furnish the following services at Tinker AFB (TAFB), OK.
4.3.1. Security Forces. The Government will provide general on-base security forces’ service. The security forces’ telephone numbers are 911 for emergencies, 405-734-2000 for crimes in progress and 405-734-3737 for non-emergency calls. The off-base 911 center receives 911 cell phone calls. Cell phone callers need to advise the 911 off-base center they are on TAFB in order to be connected with the on-base 911 center.
4.3.2. Fire Emergency and Routine Services. The Government will provide general on-base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by the TAFB Fire Prevention Branch. Call 911 for emergencies.
For routine fire prevention matters call 405-734-3981 or 405-734-3982 and 405-734- 7964 for after hours and weekends. For routine calls to dispatch call 405-734-7964.
4.3.3. Utilities. The Government will provide utility services. These utilities include natural gas, electricity, water, and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.
4.3.4. Refuse Collection. The Government will provide refuse collection services limited to the extent provided in the Base Refuse Collection Contract(s) for the Government provided facilities. The Government will only allow non-hazardous refuse to be emptied into the nearest authorized refuse dumpster for trash collection. Do not use Government dumpsters to dispose of construction debris.
4.3.5. Workspace. The Government will provide access to the equipment and adequate workspace around the equipment.
5. DISPOSITION INSTRUCTIONS.
The Contractor shall dispose of the Paint Booth and the Make-Up Air Unit using the DLA Disposition Services (DS).
5.1. Paint Booth. The GPOC will make disposal arrangements at least one (1) business day in advance with the DLA-DS Representative and provide the required disposition documentation, written disposal authorization (letter or e-mail) attached to DD Form 1348- 1A, Issue Release/Receipt Document . The Contractor shall deliver the Paint Booth to DLA- DS Building 9002, Tinker AFB, OK.
5.2. Make-Up Air Unit. The GPOC will make disposal arrangements at least 21 business days in advance with the DLA-DS Representative and provide the required disposition documentation, DD Form 1348-1A. The Contractor shall transfer the Make-Up Air Unit to the DLA-DS’s transport vehicle at Building 2121, Tinker AFB, OK.
5.3. DLA-DS will stamp the DD Form 1348-1A. The GPOC will provide a copy of the stamped 1348-1A to the Contracting Officer and Base Supply (72 LRS/LGRMCC).
