1.0 DESCRIPTION OF SERVICES

1.1 The contractor shall provide all labor, materials, tools, equipment, parts, transportation, and other incidentals necessary for the equipment to the R.E.A.C.T. Engineering group and Optical Tooling section of Tool and Die machine shop in Bld. 9001, Tinker AFB, OK in accordance with this statement of work (SOW).

1.2. Equipment List

The contractor shall provide all equipment/services listed in this paragraph.

The contractor shall provide laser tracking systems with probing and scanning capabilities that are portable, easy to setup and calibrated to NIST standards. The systems shall “track” or measure reflector locations at rate of at least 1,000 points per second with a distance accuracy of +/-.05µm/m. Five of the six trackers shall accurately measure points up to 60 meters from the tracker. The medium range tracker should be accurate up to 20 meters from the laser. The trackers with scan capabilities shall measure surface points at a rate greater than 100,000 points per second with an uncertainty of +/- 60 µm or better. The wireless probe shall enable inspection of hidden points with an uncertainty of +/- 35 µm or better. All laser trackers shall have an environmental working condition rating according to IP54 (IEC 60529). All laser trackers shall have the ability to run on battery power, with batteries that can be hot swapped, for continuous 24 hour operation. The contractor shall also provide a measurement device with two sensor measurement capabilities. One sensor shall be a touch probe; the other shall be an optical sensor capable of accuracies more accurate than +/- .001”. The duel sensor measurement device shall be equivalent or better than the Optiv Classic 443. The contractor shall also provide a portable measurement arm with scanning capabilities with point repeatability accuracies more accurate than +/-

.0007 inches and volumetric accuracies more accurate than +/-.001 inches. The contractor shall be in compliance with ISO STD 17025 or ANSI/NCSL Z540-1-1994.

All trackers shall support current generation Leica T-Probe and T-Scan 5 for interoperability with equipment currently owned by 76 CMXG.

1.2.1. The contractor shall provide (2) Leica Model AT960 LR Laser tracking systems with T-probe and T-scan capabilities or equivalent, (4) AT960 MR Laser tracking system with T-probe capabilities or equivalent , (1) Optiv Classic 443 vision system or equivalent, (1) Romer 7725 2.5m absolute arm with scanner or equivalent. Each laser tracker system shall contain laser tracker, stand, laptop or desktop workstation with at least 17” monitors, 32GB of RAM, 4GB graphics card, Spatial Analyzer Ultimate software, environmental monitor, all necessary cables, metrology cart with foam inlays and shock absorption features, UPS power supply, and calibration kit.

1.2.3. The contractor shall provide five (5) days of onsite instruction on the proper use/operation of equipment, at Tinker AFB OK.

1.2.4. The contractor shall provide a 1 year warranty on all parts and labor. All software upgrades shall be provided during the 1 year warranty period.

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES

3.1 There are no government furnished property or services at this time

4.0 GENERAL INFORMATION

4.1 Government Acceptance

Designated QAP will accomplish inspection and acceptance of equipment based on requirements of this SOW and Performance Plan.

4.2 Equipment Delivery

The contractor shall deliver equipment to QAP during normal business hours, 8am – 5

pm. The contractor shall notify the QAP 1 week prior to equipment delivery by email or phone. The contractor shall deliver equipment to the following address:

4.3 Safety

The contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations, and requirements regarding standard safety practices, all safety practices posted in the assigned work area, and the attached Appendix.

4.4 Performance of Services During Crisis Declared by the National Command Authority and Overseas Combatant Commander

In a state of an emergency, if the government deems it necessary the contractor will provide all services within paragraph 1.4 to ensure mission accomplishment. On occasion, services may be required to support an activation or exercise of contingency plans outside the normal duty hours described above.

4.5 Contractor Employees

The Contractor shall not employ persons on this contract if such employee is identified to the Contractor by the CO as a potential threat to the health, safety, security, and/or general well being or operational mission of the installation and its population.

Contractor shall provide Government initial and updated lists of Contractor employees’ names and position titles. The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics

Regulations (JER). In addition, the Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities.

The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. All contract employees depending on particular condition, occasion or place, or job assignment shall require professional, suitable attire. All contractor employees shall conduct themselves in a professional, courteous manner. The selection, assignment, reassignment, transfer, supervision, management, and control of Contractor employees in performance of this SOW shall be the responsibility and prerogative of the Contractor; however, the Contractor shall comply with the requirements set forth in this SOW and Tinker AFB regulations concerning conduct of employees as referenced herein. Contractor personnel shall comply with directives pertaining to operation of privately owned vehicles on Tinker AFB per AFI 31-204, Motor Vehicle Traffic

Supervision. The Contractor shall employ and maintain a technically trained and experienced work force.

4.6 Security Requirements/Identification Badges

The contract manager or alternate shall complete a “Request for Identification

Credential (AFMC Form 496) for each employee of the contractor requiring access to Tinker Air

Force Base. The request shall be submitted to Pass and Registration (Bldg. 590). The government will provide a complete “Identification Credential” (AFMC Form 387), which shall be issued, displayed and surrendered as directed in TAFBI 31-101, Installation Security

Program. The Contractor shall ensure that all employees have the proper identification credentials prior to entering TAFB. The contractor shall provide the names of all personnel/technician(s) requiring entry authorization to Tinker AFB, OK for performance services associated with this requirement. The contractor and/or representative must have a valid driver’s license and car insurance verification. The following information is necessary to coordinate entry to the base:

4.7 Foreign National(s)

Special rules apply for foreign national(s) visiting a US Government facility. Please notify the QAP before sending a technical representative to perform services.

4.8 Special Qualifications

Contractor technician(s) shall be trained and have experience working with leased equipment. Technician shall provide proof/certification of training upon request.

4.9 Quality Assurance:

According to the Inspection of Services Clause, the government will evaluate the contractor’s performance under this contract. The identification of the QAP, with a brief resume of their duties and authority will be promptly furnished to the successful bidder/offeror.

The government representative will evaluate the contractor’s performance through inspections.

The government representatives may inspect each task as completed or increase number of quality assurance inspection if deemed appropriate because of repeated failures discovered during quality assurance inspection or because of repeated customer complaints. Likewise, the government may decrease the number of quality assurance inspections if performance dictates.

When an observation indicates defective performance, the Quality Assurance Personnel (QAP) will notify the CO and the Contractor. When an observation indicates a defective performance, the QAP will inform the contract manager or alternate and require them to initial/sign and date the observation. The initialing of the observation does not necessarily constitute the contractors concurrence with the observation, only acknowledgement that the contractor has been made aware of the defective performance.

Any action taken by the CO as a result of surveillance will be according to the terms of this contract. Any matter concerning a change to the scope, prices, terms or conditions of tis contract shall be referred to the CO and not to the QAP.
