I. Contracting Activity.

II. Nature and/or description of the action being processed.
This Individual Justification and Approval (J&A) authorizes use of other than full and open competition procedures for a Firm-Fixed Price, one-time commercial Purchase order, for a commercial off the shelf commodity. The contractor shall provide all equipment, labor, tools, consumables, design, fabrication, delivery, assembly, inspection, documentation and services necessary to replace two (2) Leica AT 960 LR with T-Probe and T-Scan capabilities, four (4) Leica AT 960 MR with T- Probe capabilities, one (1) Optive Classic 443, and one (1) Romer 7725 2.5m/8.2ft Absolute Arm with scanner. The Estimated award date is 30 July 2017, at and estimated cost to complete of
The resulting new contract is a brand name, Firm-Fixed Price commercial purchase order, for a commercial off the shelf commodity.
The government will also be selling back used laser trackers for a credit. All equipment to be traded in is free of any stored government information and hard drives (tracker and tracker controllers only). The equipment to be traded in is as follows:
(1) - LTD 500 Leica Tracker with T-Cam (S/N 444)
(2) - LTD 840 Leica Tracker with T-Cam (S/N 399, 2228)
(3) - AT 901 Leica Trackers with T-Cam (S/N 3942, 4064, 3251)
The government expects to get a ove.
The Contractor shall provide all labor, materials, tools, equipment, parts, transportation, and other incidentals necessary for the equipment to the Reverse Engineering and Critical Tooling (R.E.A.C.T.) section of the Tool and Die machine shop in Building 9001, Tinker AFB, OK.

Contract FA8125-09-M-0226 was awarded to Equipment Resource Center, Inc. on 27 May 2009, and completed 11 July 2009, Brand name solicitation (FAR 6.302-1(c)) was used for the same reasons stated in this J&A. Interoperability hines, similar training, and the laser being contained and separated from the dust in the shop were all reasons the Leica brand was requested.

III. Description of supplies/services required to meet agency needs.
New laser trackers are necessary to support the needs of 76 CMXG maintenance shops. 76 CMXG currently owns several Leica Laser Trackers along with many equipment accessories, which collect data for the tracker in several different ways.
Once the used trackers are turned in, 76 CMXG will retain these accessories and the replacement trackers must function with the previous generation of Leica accessories. These accessories include:
(4) - Leica T-Probe
(2) - Leica T-Scan
(4) - Leica Laser stand
The new equipment shall meet the ever-changing need of reverse engineering, dimensional inspection, and validation of overhaul tooling and fixtures. The new equipment possesses the latest in scanning and data collection technologies. The equipment shall meet all specifications stated in the SOW.

IV. Statutory authority permitting Other than Full and Open Competition.
The authority for this action is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(c) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Brand name procurement was selected because the referenced type of laser trackers are highly specialized equipment. The equipment is highly specialized due to the measurement and scan results obtained by the Leica Laser tracker. In addition Leica Trackers must be used due to interoperability between current Leica Laser Tracker equipment and new laser trackers.
76 CMXG currently has 6 Leica Laser tracker models it uses to verify, validate, and measure all overhaul fixtures. Specifically, the T-Scan and T-probe equipment is used to access hidden features and scan areas of fixtures and end items. Although 76 CMXG is trading in the used laser trackers with this purchase, 76 CMXG will retain all of the old T-Scan and T-probe support equipment. The new laser trackers must support current and past generations of Leica T-Probe and T-Scan for interoperability. The cost to acquire new support equipment for a new type of laser would be estimated at
Page 4 of 6Updated: 15 Mar 16 in addition to the cost of a new lasers estimated at a minimum of each. Further, if the government eplace these with a different model other than the proposed brand, there is over of measurement equipment in the 76 CMXG that would be rendered useless. Currently, all of the T-Scan and T-Probe support equipment is fully functional and can fully integrate into the new Leica equipment.
When laser trackers scan a surface, the points collected will have a slight deviation (above and below) the actual surface. If these points deviate too much from the actual surface because of extreme temperatures, a dusty environment, part sheen, or a number of other factors, the collected points will not create a smooth, usable surface. There may be several systems claiming to meet the specified tolerances listed in the SOW, but based on the governments past experience, these results can only be obtained in a temperature controlled environment on a consistent basis. The working environment for 76 CMXG will include flight line work during all 4 seasons. It is this reason this equipment must perform well in any reasonable environment and output usable data. The government has determined that the Leica Laser Tracker provides the best scan data when used in these variable environments. In addition, Leica uses proprietary equipment (T-Scan and T-Probe) to access hidden features and scan areas of the fixtures and end items that other scanners cannot. In order to promote competition PZIMA contacted Leica on 4/27/2017, about purchasing the data rights to their Laser Trackers. Leica replied that the proprietary information is not available for sale and the company would not relinquish the rights to the government.
The 76 CMXG believes based on previous experience, that award to any other source would result in substantial duplication of cost to the government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Air Force's requirement. The cost estimates are listed in paragraph one of this section. Existing problems have developed over the past two years on the laser tracker purchased resulting in the government not being able to use the equipment. First, the laser trackers will not interface with the existing Leica support equipment and more importantly the equipment will not produce consistent scans outside of a controlled environment. Since being able to collect data and reverse engineer parts directly off of the aircraft and in shop environments is such a vital part of the Air Force mission, an inoperable system for an extensive period of time would severely negatively impact the government in the form of grounding aircraft. 76 CMXG does not want to achieve these same negative results. It is estimated it would take another company 3-5 years to obtain all of the capabilities of Leica Laser Trackers.
Accordingly, Leica is the only brand capable of providing the supplies described in section III above without the U.S.
Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
IAW FAR 10.001, market research was performed by two Sources Sought Synopsis (SSS). The first SSS was sent to NETCENTS II contractors via email on 6/14/2016, with a response date of 6/22/2016, to see if any NETCENTS II contractors could provide Leica Laser Trackers and no responses were received. The second SSS, FA8125-17-R-0017 was posted to the Federal Business Opportunity (FedBizOpps) website on 5/9/2017, with a response date of 5/15/2017. The government received three responses. Hexagon Metrology and Equipment Research Center Inc. both stated they are vendors of Leica Products. Another company, Seven Outsource responded with questions but did not say if they could provide these type of laser trackers.
In accordance with FAR 5.201 this proposed contract action will be synopsized and the solicitation will be posted on the FedBizOpps website.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The contracting officer will ensure that the items described herein are obtained at a fair and reasonable price to the Government. Since items are commercial, Other than certified cost and pricing data may be requested from the contractor if needed. A price analysis IAW FAR 15.404-1 will be performed to determine price reasonableness and supported with a request for technical evaluation by R.E.A.C.T engineers.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
In accordance with FAR 10.001(a)(2) and (3), market research began 06/14/2016, and was conducted through 05/15/2017, utilizing internet searches, two (2) SSS, scanning/measurement trade shows, government data bases and vendor site visits to Tinker. Based on the market research it was determined that Leica was the only brand that could meet the requirement due to the equipment being highly specialized and interoperability with current equipment. The government contacted Leica regarding how their laser products were distributed and were informed Leica only has one distributer for the region, Hexagon Metrology. The government received a quote from Hexagon Metrology for the measurement equipment as stated in the SOW. In addition, a General Service Administration (GSA) search found that Equipment Resource Center INC. (2nd tier vendor from Hexagon Metrology) may be able to source all measurement equipment stated in the SOW.

Per the Leica geosystems website, Hexagon Metrology is the only vendor of Leica Laser Trackers in the USA.
There are many branches of Hexagon Metrology. The Irving, Texas branch handles sales in the Midwest area.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
In order to foster competition the Government shall periodically perform market research via trade shows, contractor site visits and the Internet to verify new entrants with new technology into the industry.
