STATEMENT OF WORK

Item Description: Welding Fume Extraction System

Scope:

The Contractor shall provide all labor, tools, equipment, material, parts, quality control, transportation, and inspection manuals necessary to perform the onsite assembly and installa-tion of a Centralized Welding Fume Extraction System in the 553rd CMMXS/MXDPA Weld-ing shop, Post B22, Bldg. 9001 for the Oklahoma City-Air Logistics Complex (OC-ALC).

The Contractor shall be responsible for insuring all services, parts and Original Equipment Manufacturer (OEM) components provided under this contract conform to the manufactur-er’s equipment specifications.

Item Description:

76th CMXG/ENX requests the purchase, assembly and installation of one (1) Welding Fume Extraction System, which shall consist of, but not be limited to a central dust collec-tor/filtration unit, twelve (12) flexible fume extraction arms, ductwork necessary to connect fume extraction arms to the dust collector unit, filters, system controls, conectors, monting brackets and wiring. Delivery, assembly and installation required to be during normal busi-ness hours 7am – 5pm.

The Centralized Welding Fume Extraction System shall be new and a current commercially available model. A current model is defined as the manufacturer’s currently produced model which, on the date this solicitation is issued, has been designed, engineered, sold or is being offered for sale through advertisements or manufacturer’s published catalogs or brochures.

Products such as a prototype unit, pre-production model, or experimental unit do not qualify as meeting the requirements specified herein. The system shall include all components, parts, and features necessary to meet the performance requirements specified herein. All parts subject to wear, breakage or distortion shall be accessible for adjustment, replacement, and repair. The system shall be covered under a warrenty of no less than 1 year from the date of installation.

The Centralized Welding Fume Extraction System shall conform to NFPA 79. The existing source power available at the facility is 480 volts, three phase, 60 hertz. The unit’s electrical system shall be tolerant of fluctuation of ± 10 percent. The electrical system shall be com-plete. This shall include any electrical transformer(s) that may be required to modify the ex-isting source voltage to the proper operating voltage of the equipment. A properly rated and fused single disconnect device shall be utilized on the unit with means of lockout in the off position only. In addition, the contractor shall supply full documentation of the electrical re-quirements of the system, including voltage and current requirements and any power condi-tioning requirements. Utilities (480V A/C-3 Phase-60 Hz power and 100 psi air) will be pro-vided within 20 feet of the filtration unit by the government.

The Centralized Welding Fume Extraction System shall consist of, but not be limited to, the following functions and features: The filtration unit shall feature High Efficiency Particulate Arresting (HEPA) rated filtration, Filter efficiency 99.97 % @ .3 microns Minimum Effi-ciency Reporting Value (MERV 17) minimum. The filtration unit shall be capable of provid-ing at least 13,000 Cubic Feet per Minute CFM of air flow at 10 inches of static pressure measured at the dust collector inlet. It shall have at least 5,000 square feet of filter media.

The system shall have a fire detection and suppression system. The filter unit shall accom-modate a 55 gallon drum solid particle collection container. The filtration unit’s footprint shall fit within an area 75 inches wide, 175 inches in length and 120 inches in height. The system shall provide twelve (12) externally articulated and supported flexible fume extrac-tion arms that are twelve (12) feet long minimum. Systems with 8” diameter fume arms shall provide 1,500 Cubic Feet per Minute (CFM) flow rate at face of each fume arm hood with all twelve (12) arms in operation simultaneously, and systems with 6” diameter fume arms shall provide 900 Cubic Feet per Minute (CFM) flow rate at face of each fume arm hood with all twelve (12) arms in operation simultaneously. Fume arm hoods shall be of conical or 45 de-gree tapered, rectangular design.

Audible noise emitted by the equipment shall not exceed 82 decibels (dB), measured on the “A” weighted scale of a standard Type II sound level meter, at any point within a distance of three (3) feet from the equipment.

The system will be installed with fume extraction arm and dust collector unit locations as di-rected in the attached drawings.

Emergency Procedures:

The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emer-gency. It is the responsibility of the Contractor to provide guidance and to establish proce-dures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.

Health & Safety on Government Installations:

While performing work under this contract the Contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. During the exe-cution of the contract, the Contractor shall notify the CO, COR, and Government Contract Administrator (CA) within one (1) business day of any damage to Government property in which the dollar value exceeds $500,000.00 and within two (2) work days, for any damage to Government property less than $500,000.00.

Mishap notifications shall contain, as a minimum, the following information:

• Contract, Contract Number, Name and Title of Person(s) Reporting

• Date, Time and exact location of accident/incident

• Brief Narrative of accident/incident (Events leading to accident/incident)

• Cause of accident/incident, if known

• Estimated cost of accident/incident (material and labor to repair/replace)

• Nomenclature of equipment and personnel involved in accident/incident

• Corrective actions (taken or proposed)

• Other pertinent information

If requested by the designated CO, the Contractor shall immediately secure the mishap sce-ne/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the CO.
