SOURCES SOUGHT SYNOPSIS (SSS)

Tube Bender Machine

This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and interoperability of a CNC Tube Bender machine for use by United States Air Force (USAF) personnel in the 76 CMXG Tube and Cable Shop. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

INSTRUCTIONS:

1. Below is a document containing a description of the Tube Bending Machine requirement and a Contractor Capability Survey, which allows you to provide your company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.

Tube Bender Machine

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the ability to provide a Tube Bending machine to replace our existing end-of-life Pines Engineering CNC 040 Tube Bender (Part Number 3441-01-115-7637). The required Tube Bending machine and supporting equipment are listed below:

· Hydraulic Bending Machine capable of manufacturing aircraft tube assemblies

· Direct Acting Stationary Arm

· Fan Cooled Heat Exchanger

· Safety Laser Scanner

· Swing Away Wiper Die Holder

· TS Control to communicate with Multi-System MM600

Additionally, the successful offeror must provide turnkey installation of the equipment, including delivery of the equipment (FOB: Destination); Travel Expenses for Installation personnel; Removal of machine from shipping truck (Riggers); placement of machine in shop; leveling and anchoring/mounting of machine to shop floor; and connection of machine to existing electrical mains and shop air supply.

The Item Description is as follows:

· Must be able to manufacture aircraft tube assemblies.

· Must have counter clockwise rotation.

· Must have the ability to bend steel tubing from 0.109" to 1 1/2" diameter and 8” maximum radius.

· Must be able to position tubes for multiple bend configurations and bend a variety of materials, including but not limited to:

· Aluminum

· Stainless Steel

· Titanium

· Inconel

· Nickel

· Must interoperate with existing tool bending tooling inventory (bend dies, wiper dies, inserts, etc. ) developed and used with the Pines Engineering CNC 040 with no modification of existing tooling. (See Attachment 1 for a sample of the existing tooling inventory.)

INDUSTRY STANDARD FEATURES:

· Must have a hydraulic mandrel extractor

· Must have a heavy-duty mandrel lubricator

· Must have an automatic slide lubricator

· Must have clamp and pressure die holders

· Must have a spring back compensation

· Must have a hitch feed

· Must have a pressure die assist

· Must have a self diagnostic program

· Must have a quick disconnect mandrel rod

· Must have a dual palm remote operator control

· Must have all necessary hydraulics, valves, piping and cylinders.

· Minimum radius to diameter ratio shall be 1D.

· Maximum bend angle shall be 190 degrees.

· Bend arm forward speed shall be 20 RPM.

· Y-axis travel shall be 6 feet with a speed of 2400 IPM

· Motor horsepower shall be 15.

· Bend arm repeatability shall be +/- 0.1 degree and the carriage repeatability shall be +/- 0.005 inches.

· Standard tube length over the mandrel shall be 10 foot.

NON-STANDARD FEATURES REQUIRED:

· Fan cooled heat exchanger (not water).

· Safety laser scanner (instead of mats).

· Swing away wiper die holder.

· Direct acting stationary arm

· Control interface able to communicate with existing CMM measuring system.

CONTROL MECHANISMS:

· Machine control shall be a touch screen control system with user interface with high resolution color graphics and machine images.

· The hard drive shall be utilized for program part storage.

· Machine shall work in conjunction with the existing Pines 040 tooling in the Tube & Cable shop.

· The installation shall be turnkey and include freight, travel expenses for installation, removing bender from truck utilizing riggers, placement of machine in the Tube & Cable shop, leveling, mounting and utility connections.

· The control system must run Windows 10 secure host base, 64 bit.

UTILITIES REQUIRED:

· Electrical 480V, 60Hz

· Air 100 PSI

Part II. Capability Survey Questions A. General Capability Questions:

1. Describe briefly the capabilities of your facility and the nature of the goods and/or services you provide. Include a description of your staff composition and management structure.

2. Describe your company's past experience on no more than 3 previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).

3. What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO 9001, AS9100, etc.)

4. Describe your company’s capability to obtain or manufacture molds/tooling. Also, provide information on your type of molding process.

B. Repair/Service Questions:

1. Describe your capabilities and experience in modifying existing systems/equipment (hardware and software) to solve maintenance and support problems in the depot environment.

2. Describe your configuration management processes and how you identify and resolve parts obsolescence and diminishing manufacturing sources problems?

C. Commerciality Questions:

1. Are there established catalog or market prices for our requirement? If you offer this product and/or service to both U.S. Government and commercial sources, is the same workforce used for both the U.S. Government and general public? Is our requirement offered to both under similar terms and conditions? Briefly describe any differences.

2. Describe your standard warranty and return process for goods and services furnished to the government for items similar in nature to this requirement.

3. Does your existing product work with the existing tooling inventory as presented in Attachment 1? If not, what modifications are needed to ensure your product is able to interoperate with existing tooling inventories?

4. Describe your company's capabilities and experience in generating technical data, engineering drawings and manuals for any required modifications. Identify what software programs are utilized to generate these products and what formats are available for delivered items.

NOTE: Please provide responses in MS Word documents, with no less than 1-inch standard margins and font size no smaller than 10 point. Submission should not exceed 10 pages.
