Questions with Government Answers

Below is a list of questions we have about the safety systems that need to be inspected at the Tinker Air Force Base

1. Can we get the building specifications and/or engineered drawings?

Facility engineering drawings and facility layouts will not be released under this contract.

2. Additional training is required, how much time will it take for our safety inspectors to do these training programs?

Approximate training time will be 40 hours.

3. There are many fall protection items not on the list such as SRLS, vertical support anchors (I-Beam connector, 6’ steel lanyard, SRL), and extra DBI C-frames that are not on the list. Are these items included in the scope? What about harnesses, lanyards, and any other PPE that needs to be inspected?

The equipment listed in Appendix A must be inspected.

4. For PPE purposes what type of chemicals would we be exposed to and need to be aware of?

There may be chemical residue on the dock floor of B2280. These chemicals are a stripping agent used to remove aircraft coatings. Personnel must wear work boots to avoid contact.

5. What aircrafts are in each hangar? Or do you have the actual lengths and sizes of each safety system?

B2121–Dock Qty: six (6)B-52 Aircraft
B2122N–Dock Qty: four (4)B-1 Aircraft
B2280–Dock Qty: two (2)KC-10, KC-135, C-130, or B-52 Aircraft

6. Will the aircrafts be under the fall arrest equipment during inspections?

Yes. All inspections and repairs must be conducted around aircraft and production schedule.

7. Can we have multiple people working in different buildings on different systems?

Yes. Multiple workers may work in different buildings simultaneously only if that work does not interfere with aircraft and production schedule.

8. Are all locations going to accessible at any time? Will there be stand-by time during the inspection process due to moving aircrafts or any other delays associated with the project?

Delays should be expected. All inspections and repairs must be conducted around aircraft and production schedule.

9. What is the current age of all of the existing systems?

Documentation on construction dates for these systems is not available.

1: Will the areas be clear of all access platforms and aircraft during inspections?

All Inspections and repairs must be conducted around the aircraft, work stands, and production processes.

2: Will all areas listed be inspected in one trip, or will the inspections be area/trip specific?

Inspections must be in accordance with the Performance Work Statement.

3: Will in-service user sets (trolleys, SRLs, etc) need to be included in the inspections?

The equipment listed in Appendix A must be inspected. Contractor must follow the guidelines in the Performance Work Statement in the event a repair is needed.

4: Will there be an amendment to include observed Fall Protection items that are not included on the list? (Ex; Portable systems on site but not listed; Bldg 2121: Dock 5 – (2) SPA units over stabilizers & (1) SPA unit over cockpit area; Bldg 2121: Dock 6 – (4) SPA units over stabilizers, (2) Cable systems over Fuselage, (1) SPA unit over cockpit area.)

The equipment listed in Appendix A must be inspected. If amended, the equipment listed in the amended Appendix A must be inspected.
