SUPPLIES OR SERVICES AND PRICES/COSTS
This requirement is for the overhaul/repair of F108 Module 14 Low Pressure Turbine Assembly. The Government plans to award a 3-Year Indefinite Delivery/Indefinite Quantity type contract. The anticipated period of performance is for 42 months (1-Year Basic Period and 2 One-Year Options with a 6-month option to extend services as applicable) for the overhaul/repair specified in the schedule and as outlined in the attachments thereto.
The best estimated quantity (BEQ) set forth for each line item is the best estimated total quantity the Government expects to order for the Navy over the applicable ordering periods of the contract.Quantity headers in CLINs 0001 et al DO NOT in any way describe this requirement and should not be used in connection with the offeror's price proposal except as follows. The stated BEQs and Amount headers are included solely to evaluate offeror price proposals and will only be used by the government to evaluate offeror price proposals and as a check to ascertain potential mistakes in bid. Offerors are required to enter unit prices under that header, to be multiplied by the BEQ quantitiy, with that product (amount) to be entered under the Estimated Total Price header.
This is a overhaul/repair requirement. No Government Furnished Material shall be provided.
Contractor Furnished Material (CFM) is required for all overhaul/repair described herein.
The contractor shall furnish and deliver to the Government the services and supplies necessary to perform the following in accordance with the provisions hereof and the Work Specifications attached.
Upon receipt of an order, the Contractor shall furnish all plant, labor, material, tooling and equipment and technical expertise to perform repair/overhaul/remanufacture services described herein. In addition, the Contractor shall furnish those materials and parts contemplated in any attachments as may be further defined herein. All such item as may be set forth on order issued by the Government hereunder shall be repaired, overhauled, remanufactured, modified, tested and prepared for storage and shipped to the Government as a completely serviceable item.
Some of the units listed below, upon disassembly and/or inspection, can be determined to be beyond repairable limits specified in the work specifications and/or technical orders. Any cost for work performed by the Contractor, prior to the determination that such equipment is beyond repairable limits, shall be included in the unit price of the listed item.
Condemnations shall be replaced and will not be counted as production.
Accelerated delivery is desirable and acceptable.
Award will be made only if the offeror, the product/service of the manufacturer meets qualification requirement at time of award in accordance with FAR clause 52.209-1.
If clause 52.217-8, Option to Extend Services is exercised the unit prices and hourly rate in each CLIN of the most recent Supplies or Services and Prices/Costs Section option period will apply to the option(s) pursuant to clause 52.217-8. The best estimated quantities will be determined by the Government based on the most recent Supplies or Services and Prices/Costs Section option period by dividing the best estimated quantity (BEQ) of each CLIN by 12 months and multiply the monthly quantity by the term of the option (rounded up) such as: CLIN 2001 has a BEQ of 3 each. The monthly quantity is 3/12, which is approximately .25 each. For the option term of three (3) months the BEQ would be approximately .75 each or 1 each. The total estimated price of the option(s) for each CLIN will be determined by these numbers. Clause 52.217-8 does not change the contract maximums.
The contractor shall furnish all plant, labor, material, tooling and equipment necessary to accomplish (1) overhaul/repair (2) marking, packing and (3) packaging (except for packaging material whenever the government GFM providing activity shipped GFM with the correct re-usable packaging material or the contractor was able to obtain the correct packaging material from the providing activity following the required procedures set forth in performance work statement paragraph 1.2; and (4) shipping.
