Questions & Answers Q1. Will document 11N-35-51 be made available?

A1. Document 11N-35-51 is not applicable since the solicitation is for non-nuclear. The SOW and the SRD will be updated to delete referenced document and incorporate BRU-56 Special Packaging Instructions. An amendment to the solicitation is forthcoming, pending approval.

Q2. Will document L6410301-081 be made available?

A2. Document L6410301 was already provided via FBO on 27 Aug 18 and is located under the drawings folder. The -081 reference refers to what version the rack is.

Q3. Will document GS2569A04B be made available?

A3. That document is not an applicable document. Please see the Questions & Answers posted to FBO on 28 Aug 18. This document will be removed from both the SOW and the SRD and replaced with the applicable MIL-HDBK-516C document. An amendment to the solicitation is forthcoming, pending approval.

Q4. Will documents like the following be made available?

· OC-ALCMAN 90-107, B-1 SQPP Rev R, B-1 SEP Version 2.6, Program Protection Plan, Cybersecurity Strategy, B-1 Lancer Weapon System Security Plan, B-1 Program Protection Plan, and SOW Appendices A, B, C, D?

A4. The documents listed above are not required in order to submit an adequate proposal. All documents related to the hardware portion of the BRU-56 will be made available to the successful offeror upon contract award with the exception of Cybersecurity Strategy and the B-1 SQPP Rev R. After further review it was determined that the Cybersecurity Strategy and the B-1 SQPP Rev R documents are not applicable documents. The SOW will be updated to delete reference to the Cybersecurity Strategy and B-1 SQPP Rev R. An amendment to the solicitation is forthcoming, pending approval.

Q5. The SOW paragraph describes the Qualification Plan but references the Quality Assurance Program Plan CDRL (J041). Can the Government please provide clarification?

A5. The only applicable CDRL for the BRU-56 SOW para. 9.2.5.1 will be J038. J041 has been removed from SOW para. 9.2.5.1. An amendment to the solicitation is forthcoming, pending approval.

Q6. SOW paragraph 9.2.5.4 describes an Engineering Report but references an Acceptance Test Plan (ATP) and Acceptance Test Report (ATR) CDRL. If the requirement is an Engineering Report then, the correct CDRL reference should be B00E (Technical Report/Study Services). Can the Government please clarify which requirement is the correct one?

A6. The correct CDRL SOW para. 9.2.5.4 will be B00E. CDRL’s A00E and D007 will been removed from SOW para. 9.2.5.4. An amendment to the solicitation is forthcoming, pending approval.

Q7. Block 10 of CDRL C001 has the submittal frequency “As-Required”. The standard frequency is usually either monthly or quarterly. Can the Government please advise when the CDRL needs to be submitted?

A7. The frequency for CDRL C001 as it relates to Para 9.3.5 remains "as required" during major design, testing and production events. The SOW will be updated. An amendment is forthcoming, pending approval.

Q8. The SOW paragraph 10.2.2.2.1 references CDRL C005. CDRL C005 was not provided in the RFP nor listed on the CDRL list. Can the Government please clarify if this is an applicable CDRL for this effort?

A8. CDRL C005 is an applicable CDRL for this effort. It will be added into the CDRL list. An amendment to the solicitation is forthcoming, pending approval.

Q9. SOW paragraph 10.3.4 references CDRL B00A. CDRL B00A was not provided in the RFP nor listed on the CDRL list. Can the Government please clarify if this an applicable CDRL for this effort?

A9. CDRL B00A no longer exists. CDRL B00A will be replaced by CDRL D00J. The SOW will be updated to reflect this change. An amendment to the solicitation is forthcoming, pending approval.

Q10. SOW paragraph 10.5.2 references CDRL A00D and B00A. CDRL A00D and B00A were not provided in the RFP nor listed on the CRDL list. Can the Government please clarify if this is an applicable CDRL for this effort?

A10. CDRL A00D and B00A were not listed in the RFP because they are not the applicable document. The applicable CDRL is D00J. The SOW and CDRL list will be updated. An amendment to the solicitation is forthcoming, pending approval.

Q11. There was no CDRL for the Systems Engineering Management Plan (SEMP) provided in the RFP in accordance with the SOW paragraph 3.2.2. Can the Government please advise of the intent?

A11. A DID was provided for the SOW paragraph 3.2.2. The correct CDRL for this effort is D00K. CDRL D00K will be created and uploaded accordingly. An amendment to the solicitation is forthcoming, pending approval.

Q12. The RFP indicates immediate delivery requirements following the Engineering & Manufacturing Development (EMD) stage and turn-on of production (June 2021). Does the Government intend to provide Long Lead Funding (LLF) in advance of the Production Phase to allow for deliveries starting in June 2021?

A12. The Government does not intend to provide LLF in advance. The first set of deliveries will be the 40 units produced in EMD.

Q13. Will the Government accept and evaluate a Firm Fixed Price (FFP) proposal for the engineering manufacturing development (EMD) phase?

A13. The Government will not change the requirement of the EMD CLIN and it must be proposed as Cost-Plus-Fixed-Fee (CPFF).

Q14. Will the Government accept a Cost Plus Fixed Fee (CPFF) proposal for the EMD phase for a company that currently does not have an approved accounting system for Cost Plus Fixed Fee (CPFF) contracts but is actively working to have this capability and can use this effort for validation and approval?

A14. In accordance with paragraph 6.2.3 of Section L, if the Offeror does not currently have an adequate accounting system, the Offeror shall complete and submit the attached "Contractor Self Assertion - Pre-Award Survey of Prospective Contractor Accounting System Checklist." Contract Award will not be delayed awaiting an Offeror to receive determination of adequacy of their accounting system. The Contractor Self Assertion can be found as Attachment 4 of the solicitation that was posted on 31 Jul 18.
