Questions & Answers Statement of Work
1. In paragraph 2.5 there are several items listed as other applicable documents and will these documents be required or provided at RFP or would they even apply considering the requirement is anticipated to be unclassified. The specific documents and titles are:
a. Program Protection Plan – B-1 Weapon System Protection Plan
b. Cybersecurity Strategy – Cybersecurity Strategy B-1 Weapon System Platform, Version 1.0
c. B-1 Lancer Weapon System Security Plan – System Security Plan for the B-1
d. B-1 Lancer Program Protection Plan – B-1 Weapon Systems Program Protection Plan Answer - All necessary documentation will be provided at the release of formal RFP
2. Paragraph 3.1.1 mentions a CDRL 4.1 and perhaps this is a typo?
Answer - This was a draft, CDRLs will be updated for formal RFP
3. Paragraph 3.7, 1.a.ii, and 1.c reference return of GFP in F condition. Can you clarify and expand upon these referenced units, their anticipated role, and their condition? Regarding the production units to be sent in for modification, can you clarify the condition of these units?
Answer - All units sent for modification will be in A condition (serviceable) however, for the 3 EMD units, 1 destructive testing unit, and 6 spares, the government does not expect to have these units returned in A condition, so F condition (unserviceable) will allow us to dispose of them properly once returned. (These units may be missing parts or have been damaged)
4. Paragraph 9.2.3 has 2 CDRLs listed as XXXX – will these be identified with final RFP?
Answer - All CDRLs will be identified for formal RFP
5. There are a few paragraphs listed with CDRL? (9.2.5.4, 9.3.3, and 11.1.3) Will the CDRLs be provided prior to final RFP?
Answer - All CDRLs will come out at the same time with the rest of the package at the release of the formal RFP Systems Requirement Document
1. During the pre-solicitation call the question raised regarding software suggested that would be another Contractor’s responsibility. There are several instances where the SRD suggest a software requirement:
a. 1.1, third paragraph includes modification of aircraft software.
b. 3.2, software solutions interoperability. Expectation is that the current rack and upgraded rack will not contain any software.
c. 3.2.7 Aircraft Software. Is this suggested to be reference only?
d. 3.3 and 3.3.1 – would these paragraphs be reference also?
Answer - Software is mentioned in the SOW because it is a requirement of the overall program, which will be handled as a sole source project to Boeing. The competitive bid is for hardware only.
2. Similar to the SOW questions, would the following documents be required or provided if the system classification is to remain unclassified. Documents and titles listed below:
a. SS2569A01C- B-1 Systems Specification.
b. Program Protection Plan – B-1 Weapon System Protection Plan
c. Cybersecurity Strategy – Cybersecurity Strategy B-1 Weapon System Platform, Version 1.0
d. B-1 Lancer Weapon System Security Plan – System Security Plan for the B-1 Answer - All necessary documents will be provided as part of the formal RFP package.
3. Would paragraph 3.4 apply considering classification?
Answer - Contractor needs to explain what their warranty is.
General
1. Is it fair to assume one or more of the potential bidders currently have access to the BRU-56 technical data package as a result of previous contracts with the buyer or the Air Force?
Answer - All bidders will have equal access to the information regarding this modification at the release of the formal RFP.
