APPENDIX A
STATEMENT OF WORK FOR SUSTAINMENT ENGINEERING SERVI CES
1.0 SCOPE
The purpose of this Statement of Work (SOW) is to provide guidance to the contractor in performing engineering tasks to identify and resolve issues associated with the repair and remanufacture of aircraft structures and associated equipment in support of the B-1B, B- 52, KC-135, E-3 airframes and the ALCM and CALCM missiles manufactured by The Boeing Company and managed by the 554thCBSS/ENA located at the Oklahoma City Air Logistics Center.
2.0 APPLICABLE DOCUMENTS
Unless otherwise specified in the applicable Engineering Assignment (EA), Contractor procedures and processes listed below shall be used to the maximum extent possible, provided results are in compliance with the intent and objectives of the work authorized.
The documents suggested below form a part of this SOW
Configuration ManagementlData Management (CM) Plan for the appropriate weapon system
System Specification for the applicable weapons system
Integrated System Safety Program plan for the ENGINEERING SERVICES of the appropriate weapon system

FAR Part 45.5 Management of Government Property in Possession of Contractors
3.0 REQUIREMENTS
The Contractor shall provide engineering services as follows and as defined in the specific Engineering Assignment (EA). The contractor is required to supply all of the resources to effectively and efficiently manage the accomplishment of the task covered by this requirement. Resources will include, as a minimum, contractor developed proprietary design data, modification data, production data and personnel with special skills such as aerodynamics, structural and electrical design, stress analysis, corrosion, maintenance planning, non-destructive inspection, technical writing and FAA Designated Engineering Representatives (DER).
3.1 WEAPON SYSTEM SUPPORT
The Contractor shall provide engineering services to maintain a continuous engineering program in support of the named weapon system's commodities.
3.1.1Program Management The Contractor shall provide Program Management to ensure planning, scheduling, control, and performance of the EA delivery order. This includes reviews with the Air Force (AF) associated with the management of tasks; schedules, Funds Expenditure Reports (FERs), spend plans, periodic Task Status Reviews (TSRs) to assure all products and services are delivered /accomplished per the requirements. The Contractor shall track and evaluate all Engineering Assignments (EAs) for compliance with cost, schedule, and performance requirements.
3.1.2 Principal Point of Contact
The Contractor shall designate a Program Manager who shall be the principal Point of Contact (POC) on all matters relating to this requirement. The POC shall be responsible for integrating all activities which include, but are not limited to engineering, configuration management, quality assurance, logistics, technical publications, maternal/sub-contracting, program management, finance, and material/travel requirements, to assure timely responses to AF requests. The Contractor shall provide, within two working days, written notification to the AF ENGINEERING SERVICES Program Manager of the reassignment/appointment of personnel in the rank of first level manager and above.
3.1.3 Meetings
The Contractor shall support meetings including Technical Interchange Meetings (TIMs), briefings, conferences and reviews. This includes coordination with the designated AF personnel for development and distribution of agendas, preparation of briefing material, preparation and distribution of minutes and monitoring action items for closure.
Meetings, briefings, conferences, reviews, and TIMs required for a specific EA will be priced as part of the EA.
3.1.4 Government Property Management
The Contractor shall administer a program for the management of Government Furnished Property (GFP) in accordance with the requirements of FAR Part 45.5 and Appendix B of the contract. In the event the Appendix B does not authorize the GFP required for new or revised EA(s), the Contractor shall identify additional GFP requirements. The Contractor shall prepare Government Property Reports as specified in Appendix B and Government Furnish Material (GFM) end item reporting.
3.1.5 Configuration Management
The Contractor shall implement, maintain, and ensure compliance with the Configuration ManagementlData Management (CM/DM) Plan (Reference paragraph 2.0).
3.1.6 Data Management, Automation and Delivery
The Contractor shall implement, maintain, and ensure compliance with the data management procedures as specified in the CM/DM Plan. The Contractor shall track the delivery of all data items. Data generated as a result of this delivery order and not required to be submitted by CDRL shall be identified and available in contractor format when requested.
3.1.6.1 Engineering Data / Document Files
The Contractor shall retain drawings, specifications, and engineering data/document files at the Contractor's facility to support this requirement.
3.1.7 Quality Assurance Program
The Contractor shall perform Quality Assurance in accordance with internal policy and/or procedures for efforts under this requirement. (Reference paragraph 2.0)
3.1.8 System Safety Program
The Contractor shall ensure compliance with the System Safety Program Plan for efforts under this requirement. (Reference paragraph 2.0.)
3.1.9 Site Support
At the request of the AF ENGINEERING SERVICES Program Manager or his designee, the Contractor shall provide preliminary engineering, technical, and logistics support to the specified location(s). This preliminary activity may require evaluation of problems, processes, procedures, and/or analysis of data, records, technical orders, specifications, and drawings. The Contractor shall assist in the development and implementation of recommendations and/or solutions. This may be provided by telephone, E-mail, VTCN, or other electronic means. In those instances where the support by electronic means is impractical, the Contractor shall provide personnel for a short duration at the specified location(s) as defined in each EA.
3.1.10 Task Status Review (TSR)
The Contractor shall conduct a Task Status Review (TSR) every quarter. TSR content shall include the following items: EAs awaiting action; EA revisions 'in-work; action item status from the previous TSR; EAs closed since previous TSR; residual funds available; open commitment status; forecast date for closure of completed EAs; Funds Expenditures Report for EAs and Cost Reimbursable travel. The current status of EAs shall be provided in the Funds Expenditure Report (DI-FNCL-81537/T, CDRL A001).
The Contactor shall prepare and distribute minutes in electronic format.
3.1.11 Proposal Activity, EA Task Definition, Estimating and Revisions At the request of the AF ENGINEERING SERVICES Program Manager, or his designee, the Contractor shall provide Time & Material (T&M) EAs comprised of a problem statement; background; proposed solution; task description; CDRL requirements; cost estimates for labor, travel, and material; ground rules or other special conditions; period of performance; and schedule(s) with milestones and deliveries, as appropriate. The requested EAs will be based upon the T&M provisions and negotiated hourly labor rates under this requirement.
3.1.11.1 EA Preparation and Submission
The Contractor shall prepare and submit both new and revised EA(s) in an electronic format approved by the AF ENGINEERING SERVICES Program Manager, or designee, with details and rational for labor, material, and travel requirements.
3.1.11.2 Task Candidate Package
When requested by ENGINEERING SERVICES Program Manager, or designee, the Contactor shall submit an annual candidate engineering assignment(s) package consisting of proposed tasks for the subsequent fiscal year.
3.1.12 Change Analysis and Coordination
At the direction of the AF ENGINEERING SERVICES Program Manager, the Contractor shall perform a technical review of Engineering Change Proposals (ECPs) and/or tasks initiated by any source against any stocklisted item of the Weapon System.
The Contractor shall determine the potential impact of hardware changes on the elements of the weapon system and make recommendations to the AF.
3.1.14 Technical Inquiries (TI)
The Contractor shall respond to inquiries from the AF ENGINEERING SERVICES Program Manager, or designee, for engineering assessments and information on questions relating to design data, flight test data, qualification tests, performance, reliability, or other areas of interest or concern. Such responses shall draw on the Contractor's experience and/or readily available engineering data. When requested by the AF ENGINEERING SERVICES Program Manager, or designee, the Contractor shall provide copies of appropriate engineering data. This data may include Engineering Orders to clarify or correct discrepancies with previously delivered drawings. In the event that the TI is expected to exceed 20 hours, the Contractor shall notify the AF ENGINEERING SERVICES Program Manager for consideration to authorize the effort as a separate EA. The Contractor shall maintain a log of technical inquires, including but not limited to, approximate time spent, parties involved and subject. This log shall be made available upon request.
3.2 Specialized Engineering Support
3.2.1 Disposition of Non-Conformance to Approved Engineering Configuration Data When authorized by the AF ENGINEERING SERVICES Program Manager or designee, the Contractor shall provide specialized engineering support. This activity shall include recommendations for resolution of AFMC Form 202 'Non-Conforming Material Requests", technical data discrepancies, or other technical issues identified by maintenance personnel from any operating or support location. Personnel providing such support shall have detailed knowledge of the design and maintenance of aircraft structures, all systems & sub-systems, associated support equipment.
4.7 Safety
The Contractor shall identify any unique safety requirements for each EA
4.8 System Engineering
The Contactor shall ensure that system engineering process is used when specifically required by EA(s).
