Section B: Description of the Supplies/Services Required
This requirement is to provide for the expansion of the Navy's AAS at fixed locations in B989 at Tinker AFB, Oklahoma.
These audible and visual devices will serve as the primary means of alerting aircrew members in the event of air crew activation.
Section C: Justification for Soliciting from a Single Source
Americom Technologies Group (ATG) previously upgraded the system under Contract FA8101-16-P-0159 and is a Service Disabled Veteran Owned Small Business (SDVOSB). The upgrade was under significant budget constraints and ATG could not meet the customers complete requirements/expectations for system performance. The AAS requires necessary logistical, mechanical, and electrical work elements to meet customer expectations. ATG performed Phase One. Phase Two follow-on requires assemblies, framework, fixtures, or apparatus not readily provided for the under previous contract Phase One. The current system is also under warranty by ATG which would become void if another contractor conducts Phase Two. Customer requires a complete, fully operating, and functioning system, ready for use by the Government with only one contractor (ATG).
Section D: Efforts to Obtain Competition
See Attached Market Research Report (MRR). Numerous commercial companies are available but the MRR and Section C provides the justification for ATG as the sole source.
Section E: Steps to Preclude Future Single Source Awards
Once there is a fully installed and functional system by ATG and after the warranty period, any future requirements would be competed or an (8)(a) direct set aside per acquisition regulations.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
