(Description)
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83.
The Air Force Sustainment Center (AFSC/PZIOA) at Tinker Air Force Base Oklahoma, intends to award one firm fixed price contract for the acquisition of material listed below.

Description of Items:
4 new computers for autoclaves OC20341 and OC l 9674, needed to be placed in autoclave office located at Post G-17. Hardware specifications: INTEL COREi 5-3450 3.I GHz PROCESSOR, SMALL FORM FACTOR, 2GB DDR3, 250 GB, Windows 7 PROF. 8x DVD+/-RW, Data Acquisition is based on CPC software.
Technical Questions should be sub1nitted to Robert Diaz, who will then forward to technical personnel.
Installation location, Bldg./Room/Post: B900 l, Post G-17. See the attached Statement of Work.

STATEMENT OF WORK FOR
AUTOCLAVE COMPUTER UPGRADE FOR
76th CMXG/MXDEB
AFMC OC-ALC/OBCA

SOW - Autoclave Computer Upgrade
1.0 Scope: The Contractor shall provide all labor, tools, equipment, material, parts, quality control and transportation necessary to upgrade the Autoclave Computer System for the 553rd Composites Shop located at Bldg. 9001, G17. The Contractor shall also provide Personal Protective Equipment (PPE) and clothing, to include reflective clothing (belt, vest, etc.); hearing and eye protection, to include prescription safety glasses; safety harnesses; lifting equipment and any incidentals necessary to perform the requirement of this Statement of Work (SOW).
1.1 The Contractor shall be responsible for insuring all services, parts and components provided under this contract are in accordance with (IAW) the terms and conditions outlined in this SOW.
1.2 ltem Decscription:
1.2.1 Update the ASC software to most up to date version.
1.2.2 Replace the computers (hardware) with the new software's hardware requirements.
1.2.3 Each autoclave will have two computers working as master and slave (if one goes out the other one will continue with the Autoclave operation).
1.2.4 Install software and hardware.
1.2.5 Du plicate the existing material cu re recipes in the new software on the new computers.
l.2.6 Turn the system on and test one cu ring process.
1.2.7 Build a graphic user interface (GUI) to reflect the condition of the physical components of the autoclaves in real time.
1.2.8 Warranty labor and material for one year.
1.3 Backgound: The 553rd Composite Shop (76 CMXG/MXDEB) is located at Oklahoma Air Force Sustainment Center (AFSC). Tinker Air Force Base in Building 9001, Post Location G17. The 553rd is requesting the purchase of four (4) new computers for Autoclaves OC203141 and OC19674. The current computers are out dated and are experiencing break downs. The Composite Shop autoclave is used to perform shelf life extensions, material verifications and process or material problem resolutions of composite materials used in the maintenance and repair of Ai r Force and Navy Engine and Aircraft end items.
1.3.1 Since they are used to monitor and control the variables used to meet the Technical Order requirements for end items, these computers are critical to the mission. I n addition it is necessary to have cutting edge technology with the most up to date software installed on these new computers.
The Composite Shop request four (4) computers with the following salient features: Hardware specification: INTEL COREi 5-3450 3.1GHz PROCESSOR, SMALL FORM FACTO R, 2G B DDR3, 250 GB, W INDOWS 7 PROF, 8x DY D+/-RW, Data acquisition is based on CPC software. "'These are the minimum requirements”, Software Specification: most up to date version of CPC software
SOW AutoClavc Computer Upgrade
1.4 Special Qualifications: The Contractor must be certified by ASC, the Original Equipment Manufacturer (OEM) of the equipment.
1.5 Visitor's Pass: The Contractor shall contact the Government Point of Contact (GPOC) seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The GPOC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of l-40 off of Air Depot. The Contractor shall provide two (2) forms of identification, one (1) of which shall be a picture I D, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitor’s Pass, which will be valid for up to thirty (30) calendar days.
1.6 Hours of Operation: The Con tractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 7:00 am until 3:30 pm. If work hours are required outside the hours stated, the Contractor shall contact the GPOC for approval from the Contracting Officer (CO). Upon approval from the CO, the Government Subject Matter Expert (SME) or GPOC must be present with the Contractor.
1.6.1: These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.
1.7 Personnel: Contractor shall provide trained and experienced personnel for performing all aspects of this SOW. This shall include computer setup, electrical/electronic wiring and configuring, systems integration, M icrosoft Windows, autoclave control software, and autoclave operation for the identified hardware and software systems,
1.7.1 Contractor personnel shall provide any technical data (engineering drawings, manufacturers catalogues, software manuals, software set-up parameters, etc.) the Contractor deems necessary to perform the upgrade for this specific autoclave system.
1.8 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor's responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado d ri1ls at no additional cost to the Government.
1.9 Safety and Health on Government Installations: While performing work under this con tract on a Government installation, the Con tractor shall comply with federal, state and local regulations, and A FI 91-203, "Air Force Consolidated Occupational SafetyInstruction", as established by this contract. The Contractor shall notify the CO and GPOC within one (I) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO and GPOC within one (1) business day of damage to Government property or equipment during the execution of the contract.
