STATEMENT OF WORK (SOW)
Airfield Damage Repair Paint Striper Kit 9 Sep 2019
1. Introduction: The Air Force Civil Engineer Center (AFCEC) has developed an updated Airfield Damage Repair (ADR) concept of operations under the ADR Modernization Program that provides updated capabilities to rapidly repair damaged airfield pavements. A repaired, altered, and/or re-designated airfield necessitates the ability to blackout and re-apply the runway’s painted markings. This SOW is for the purchase, packaging, and preposition of the Paint Striping Kits to selected Air Force locations worldwide.
2. Scope:
2.1. It is the intent of these specifications to describe a self-contained palletized road/airport striping kit in sufficient detail to assure that product reliability, technical soundness, design, and striping performance is provided. All parts not specifically mentioned, which are necessary to provide a complete striping kit, shall be included in the bid and shall conform in strength, quality, and durability, of material and workmanship to what is normally provided to the trade in general.
2.2. The striper unit is to have its own power source and be capable of painting from the left rear side of the truck. The striping unit shall be removable by an overhead crane, for this function permanently balanced lift points shall be installed on the unit by the vendor. The unit provided shall be new, of current model year. The unit shall be delivered completely assembled, serviced and ready to operate.
2.3. The contractor shall purchase, modify, prepare, stock, package and deliver the paint striper kits to selected Air Force (AF) locations in accordance with the detailed technical requirements of this SOW. Each AF location will receive one kit except where indicated in Table 1. The contractor shall load and unload all kits at their origin and at each destination (door to door).
2.4. The contractor shall design the layout of the 20-foot International Standards Organization (ISO) intermodal container to insure that all items fit into the available space, are easily accessible, and are secure to withstand rough transport either by land, sea, or air. The contractor shall contact AFCEC for guidance if any container issues arise (lack of space, exceedance of weight limits, etc.).
2.5. The contractor shall provide a sample for approval before moving forward with the building of complete kits according to the schedule requirement in paragraph 5.1 of this SOW.
2.5.1. A sample design/packing layout, item inventory with sourcing information for each equipment element, paint striper stand assembly drawings/inventory is provided in this SOW. The contractor may provide alternative design/packing layouts or element items to AFCEC for review and consideration. Alternatives shall meet requirements stated in this SOW and shall not increase number of containers or exceed container maximum weight restrictions. AFCEC’s acceptance of an alternative design/packing layout or individual item will not change the delivery date of 330 calendar days ARO for sample of each kit.
2.5.2. Any deviation from the specification or where submitted literature does not fully support the meaning of specifications, must be clearly cited in writing by the bidder. No deviation below “minimum” specifications shall be accepted.
2.5.3. The contractor shall provide editable drawings for all AFCEC approved design alternatives.
2.5.4. The contractor shall create a drawing package detailing the layout of the paint striper kit. The package shall contain the original editable files with all incremental drawings that were used to generate the entire package. The drawing package shall be of a standard commercially available file type (AutoCAD 3D, solid works, etc. that shall be agreed upon by AFCEC prior to submission). The contactor shall also provide un-editable *.pdf version of the drawing package. All drawings shall contain the AFCEC logo/letterhead and be property of the Government.
2.5.5. The contractor shall provide an inventory list of items stored in each container to include part number, quantity, item description, NSN, weight, and provider name. The contractor shall verify all weights provided. The quantity shall be total numbers of individual items provided, not number of packs or any other group packaging.
2.5.6. The contractor shall verify that all items that connect to other items (i.e. air hoses to air compressor) are checked for compatibility.
2.5.7. The contractor shall provide monthly status reports of the sample completion in written format (CDRL A006) and semi-monthly conference calls (A011). AFCEC will provide the date, time, and call-in number for the conference call.
2.6. The contractor shall verify all containers and individual items procured for the kits listed in this SOW follow guidelines put forth in the Trade Agreements Act (TAA) (19 U.S.C. & 2501-2581). This agreement is intended to promote products either made in the USA or made in free-trade friendly countries.
2.6.1. TAA compliant countries are listed in Appendix A1. The contractor shall verify TAA compliance before ordering containers or individual items, even if countries appear on the TAA compliant list in Appendix A1. The contractor shall be responsible for all expenditures to include, but not limited to, shipping and replacement costs when non-compliant containers or individual items are procured.
2.6.2. Restricted countries include, but are not limited to China, India, Malaysia, Pakistan and Thailand.
2.6.3. The contractor shall purchase the required containers directly from the open market.
2.6.4. After arranging for container purchase, the contractor shall contact Mr. Odis Atkinson at the Army Intermodal and Distribution Platform Management Office (AIDPMO) Inventory Team Surface Deployment and Distribution Command AMSSD-OPS-A, Scott AFB, IL at Odis.d.Atkinson.civ@mail.mil, or commercial phone (618) 220-6833, with the commercial ISO container numbers (see Figure 1). Mr. Atkinson will assign USFU numbers (US Air Force DoD ownership code) to each commercial container.

2.6.5. The contractor shall mark each container, including the USFU number, according to uniform procedures detailed in Defense Transportation Regulation (DTR) – Part IV, Chapter 603, which can be found at http://www.ustranscom.mil/dtr/part-vi/dtr_part_vi_603.pdf.
2.6.6. The contractor shall inspect all ISO containers upon receipt to ensure serviceability and conform to the Convention for Safe Container (CSC) certification. The contractor shall record inspections using Department of Army (DA) Form 2404, Equipment Inspection and Maintenance Worksheet. The contractor shall upload completed worksheets, with container receipt details, in the Army Container Asset Management System (ACAMS). The contractor shall not accept containers that do not comply with CSC certification. Refer to Defense Transportation Regulation – Part VI, Chapter 604; DA Form 2404 is included in Chapter 604 which can be found at http://www.ustranscom.mil/dtr/part-vi/dtr_part_vi_604.pdf.
2.6.7. The Contractor shall provide Mr. Jeff LaBeau at AFCEC, Readiness Directorate, Engineering Section, Cargo Container Official, at jeffery.labeau.1.ctr@us.af.mil, or commercial phone (850) 283-6641 and Mr. Dale Tompkins at AFCEC, Readiness Directorate, Engineering Section, Alternate Cargo Container Official, at dale.tompkins.1.ctr@us.af.mil, all USFU numbers prior to shipping.
2.6.8. All Paint Striper Kit ISO shall be Air Transportability Test Loading Activity (ATTLA) certified. Contact ATTLA at Commercial Phone (937) 255-2330 or by email at ATTLA@WPAFB.AF.MIL . All Paint Striper Kits shall have a copy of the approved ATTLA Letter.
3. ADR Paint Striper Kit Quantities:
3.1. The number of basic order Paint Striper Kit requirements are listed in Table 1.

4. Technical Requirements for Paint Striping Units:
4.1. General
4.1.1. Paint striper unit shall be capable of applying reflectorized lines, one color at a time, up to a 36-inch wide line in a single pass, skip or solid.
4.1.2. Paint striper unit shall be equipped with an airless spray system for paint and a pressurized tank for reflective beads.
4.1.3. Paint striper unit shall be a two-person operation (one truck driver and one operator on the rear of the unit). Due to the desire for a quality line and for safety reasons, one-person operation will NOT be acceptable.
4.1.4. Completed paint striper unit shall be palletized and of legal size and weight to be compliant with all rules and regulations pertaining to a heavy duty 3/4-ton pickup truck or flatbed truck. Requirement of a 1-ton truck or larger IS NOT acceptable.
4.1.5. Valves shall be labeled with 10 gauge stainless steel tags for function and operation as listed below. The text of the labels must be cut completely through the material. Etching the surface is NOT acceptable. The steel tags are to be 2-inch x 3-inch in size located on each high pressure (HP) return tube which read “FROM FILTER B” and “FROM FILTER A”. Two of the same tags shall be located on the valves going into the rear manifold. There are to be two similar tags located on the suction tubes that read “TO FILTER B” and “TO FILTER A”. There shall be bolted plates at the air drops which read “AIR 125 pounds per square inch (PSI) MAX”. The plate to which the filters mount should have “FILTER A” and “FILTER B” cut in with arrows pointing toward the respective filter. The low pressure (LP) cross over valves should have plates labeled with the valve positions. These shall be the same for both valve and read “BYPASS A”, “NO BYPASS”, and “BYPASS B”.
4.2. Paint Striper Frame
4.2.1. Unit shall be installed on a palletized skid mount and must fit inside a standard 8-ft pickup truck bed. Drum holders shall be located directly behind driver’s cab.
4.2.2. Frame rail shall be constructed of formed steel channel with cross members for support. Construction shall be of tab and slot construction welded at joints.
4.2.3. Bead tank shall be mounted on the right side rear of the frame and cross member for convenient filling.
4.2.4. Unit shall be held in truck bed by means of a zinc plated, tie down brackets with turnbuckles on rear bumper. If placed on flatbed truck, unit to be held down by securing to four (4) or more D-Rings on the sides of the unit (minimum two (2) per side). The vendor shall provide turnbuckles and restraints for both configurations; to include part numbers/NSN; descriptions, and weights.
4.2.5. Operator’s platform shall be constructed with minimum of 1/8-inch steel with non-skid design. Frames without an operator’s platform will NOT be accepted. Expanded metal deck NOT acceptable.
4.2.6. Ladder with post and grab handle mounted to right rear of unit for easy access to operator platform. Ladder shall folded up for clearance. Post and grab handle shall be mounted near ladder.
4.3. Fork Pockets for Paint Striper Frame
4.3.1. A separate fork pocket frame shall bolt to the underside of the main frame. Fork pockets shall be constructed of 4-inch x 10-inch x 3/16-inch wall tube and shall be arranged so the frame may be forked from any of the four sides. The fork spacing shall be 38-inches on center. The open space between the tubes on the frame shall be filled in with un-flattened expanded metal.
4.3.2. There shall be a 6-inch x 6-inch x 12-inch toolbox mounted at the right rear of the frame. The lid shall hinge and latch freely. It shall be durable enough to serve as a step.
4.4. Paint Supply
4.4.1. Paint striper unit shall be capable of drawing paint from drum assembly. Drum assembly shall be capable of holding two (2) 55-gal drums. Paint striper unit shall be equipped with drum tie downs.
4.4.2. There shall be two (2) stainless steel stirring paddle holders mounted in the corners of the drum holder assembly.
4.5. Stand Tube. There shall be two (2) 4-inch diameter x 40-inch water-tight, leak proof tubes to hold the suction hose and bleeder line tubes and shall be mounted in a way they can be removed from the frame for ease of cleaning.
4.6. Safety Guards. All moving belts and pulleys shall be enshrouded by metal guards.
4.7. Motor Mount
4.7.1. Shall be constructed of 7-gauge steel and attached to frame by 7-gauge, -5-inch channel supports.
4.7.2. Hydraulic pump and air compressor shall have adjustable mounts for tightening of the drive belt.
4.8. Gun Carriage
4.8.1. Gun carriage shall be single center wheeled, trailing from left rear of paint striper unit/truck. Forward mounted, vertical mounted, or push-style carriages will NOT be acceptable. The gun carriage shall have the capability to eliminate over spray during multi-color spraying operations.
4.8.2. Wheel shall be 3.40/3.00-5 4 P.R. pneumatic tire with sealed roller bearings and a swivel caster. A pneumatic cylinder shall lift the carriage for transport and apply down pressure while striping.
4.8.3. Four (4) carriage arms, shall each to be constructed of 1-inch x 1-1/4-inch (minimum) square tube. Pivot points on carriage shall have oil impregnated bushings.
4.8.4. Carriage shall be attached to the slide mechanism by a heavy duty rigid mounting bracket.
4.8.5. The bracket for the carriage mounting shall allow for bed heights of 30-inch to 45-inch from the ground.
4.8.6. Carriage shall pivot upside down to allow the unit to sit flat on the ground for transport or storage.
4.8.7. Gun mounts shall be adjustable to allow painting 2-inch to 12-inch lines with each gun (depending on tip size). All adjustable gun mount components shall be zinc plated. Adjustments shall be possible at all locations along gun bar. No predetermined incremental adjustment systems will be allowed.
4.8.8. A pneumatically operated lift shall be provided to raise the carriage in and out of the transport position and to provide up to 30 psi of down pressure. The pneumatic lift shall be controlled by a lever located convenient to the operator. A regulator shall be provided to control the amount of down pressure being applied in the striping position. Hydraulic or cable lifts will NOT be allowed.
4.8.9. Carriage lift cylinder shall be located on top side of carriage. Cylinder shall extend to let carriage down (striping position) and shall retract to lift carriage to transport/stow position. Pneumatic cylinder cannot lift from bottom side of carriage and shall extend to apply down pressure on carriage wheel. No exceptions.
4.8.10. Outrigger tube shall be fitted with sliding pads made from UHMW plastic material to aid in steering.
4.8.11. Carriage shall be hydraulically steerable with steering wheel operated from left side operator’s station for centerline operation.
4.8.12. There shall be a cover over the carriage mounted solenoid bank for protection during wash-down.
4.9. Seat Support Bracket
4.9.1. Seat shall be rigid mounted on left side of unit.
4.9.2. Operator shall be able to adjust and lock seat orientation.
4.9.3. Deluxe extra wide operator’s seat shall be provided with cushioned back rest and padded armrests with safety belt and weatherproof covering.
4.10. Line Guide
4.10.1. Unit shall have mechanically adjustable line guide attached to front bumper of truck for use as a guidance tool by truck driver.
4.10.2. The bumper brackets shall be adjustable to fit different style of truck bumpers. The brackets on the line guide that attach to the truck bumper shall be zinc plated. No exceptions.
4.10.3. Main tube shall be at least 9-foot long with orange safety guide on end.
4.10.4. Line guide shall be easily removable by removing two (2) pins with snap rings.
4.10.5. Line guide shall be capable of being lifted to a 35-degree angle and secured in this position during transport to be fully visible to driver of vehicle.
4.11. Battery Tray
4.11.1. Shall be located beneath engine. Shall be 8-inch x 11-inch, with 1-inch lip constructed of 10-gauge steel welded to main frame.
4.11.2. Battery shall be housed in a heavy duty polypropylene case, totally enclosed to be protected from weather with securing strap.
4.12. Paint Striper Engine System
4.12.1. Engine shall have a minimum of 23 horse power industrial/commercial grade engine with electric start (with battery) and pull start option. The engine shall have the capability of powering the alternator, the air-compressor, and the hydraulic pump simultaneously during continuous operations of the paint striper.
4.12.2. Paint striper unit shall have a 12-volt electric power supply with a minimum of a 16-amp alternator.
4.12.3. Fuel tank shall meet California Air Resources Board (C.A.R.B.) plastic tank requirements.
4.12.4. Engine shall be equipped with an hour meter to facilitate servicing.
4.12.5. Pipe extension shall be provided on the drain out to allow oil to be easily drained.
4.13. Air Supply System
4.13.1. Paint striper unit shall be equipped with a two-cylinder single stage,13.2-cfm displacement, air compressor with 2-gal reservoir, air filter system, unloader assembly, and a 50-cfm dryer w/auto drain, includes a float drain.
4.13.2. Compressor shall unload when there is no demand for air. The compressor shall be equipped with a means to unload which allows the compressor to operate in a no load condition when the system is not demanding air (requires less power from engine and creates less heat while the system is idle). Compressor shall have means to unload head pressures once 115 psi is reached, and cut back in at 95 psi. Reservoir shall be isolated from compressor during cut out period.
4.13.3. Safety valve shall be set at 150 psi and stamped with official ASME modified four-leaf clover symbol.
4.13.4. There shall be an air manifold near the compressor; manufacturer’s recommendation of location.
4.13.5. Manifold at the air compressor shall have a 0-300 psi liquid filled pressure gauge, 2-1/2-inch minimum, and shall be visible from operator seat.
4.13.6. Compressor shall have a pipe extension on the drain out for oil to be easily drained.
4.13.7. Air supply hose to gun carriage shall be a nylon tube with solvent resistant neoprene cover.
4.13.8. Air lines on gun carriage shall be solvent resistant nylon tubing to keep lines upright, and equipped with rugged corrosion resistant brass body push lock fittings to allow for easy replacement of air lines.
4.13.9. 12-volt DC, 4.5 watt air solenoids shall be installed to activate each paint and bead gun. A separate air solenoid shall be supplied for each individual gun.
4.13.10. Each set of solenoids shall be independently controlled from the control box and shall open one paint and bead gun.
4.13.11. Solenoids provided shall be designed for rugged continuous duty and rapid cycling, full ported, and large capacity. Their flow shall be rated 10-CFM at 100-PSI with a pressure range of 0- to 125-PSI and temperature range 32- to 125-Fahrenheit.
4.13.12. Quick connect air take-off shall be located at the rear of unit.
4.13.13. Hose reel with 15-feet of air hose shall be mounted on the driver’s side of unit towards the front.
4.14. Bead Supply System
4.14.1. Unit shall be equipped with one (1) 500-lbs capacity ASME approved tank for storage of reflectorized glass beads with a minimum of a 13-inch fill opening. Smaller openings will NOT be accepted.
4.14.2. The chemical and physical properties of all parts shall meet requirements for the specifications of the ASME Boiler and Pressure Vessel Code and certified by an authorized inspector of The National Board of Boiler and Pressure Vessel Inspectors.
4.14.3. Tank shall be permanently labeled with modified four-leaf clover symbol of the ASME for 110-PSI maximum working pressure.
4.14.4. Tank shall be steel with gasket head, safety pressure-release valve with the modified four-leaf clover symbol of the ASME, set to 110-PSI, and have a concave bottom for clean draining.
4.14.5. Unit shall be complete with air regulator and gauge to adjust bead tank pressure from 5- to 60-PSI.
4.14.6. A ball valve shall be installed on air supply hose at pressure regulator.
4.14.7. 1-inch bronze ball valve shall be installed at bottom of bead tank to stop bead flow from tank.
4.14.8. Bead manifold shall be mounted at the bottom of the tank to divert flow of beads to individual bead supply hoses for each bead gun.
4.14.9. 3/4-inch ID bead supply hoses shall be clear PVC for visual flow, reinforced with a spring wire to be anti-collapsible, but with glass smooth interior to prevent material buildup. Hoses shall be rated at 70-PSI maximum at 70-Fahrenheit and shall be nontoxic.
4.14.10. Three (3) Graco 238-338 (or equivalent) air activated glass bead dispensing guns to deliver glass beads at a rate of up to 20 pounds per minute. Four nozzle inserts for variable flow shall come standard with each bead gun. Air for atomization is NOT required. NO substitutes.
4.15. Hydraulic System
4.15.1. The hydraulic pump shall be a 10-gpm at 1800-rpm and 17-gpm at 3800-rpm rotary piston, pressure compensating pump with a swash plate for positive pressure control. Gear type pumps will NOT be acceptable. A hydraulic system that requires a cooler will NOT be acceptable.
4.15.2. Hydraulic hoses shall have a -40- to 200-Fahrenheit temperature range with 4 to 1 safety factor, be oil/weather resistant, and have a minimum working pressure of 3,000-PSI.
4.15.3. Hydraulic reservoir shall have a minimum 12-gal capacity, suction screen, temperature and level gauge, filter indicator, and color coded fill cap.
4.15.4. There shall be a 10-foot hose plumbed to the bottom of the reservoir in order to drain the tank remotely.
4.15.5. A 2-1/2-inch minimum sized, liquid filled, 0-3,000-PSI, pressure gauge shall be provided at the high pressure paint pump.
4.15.6. A hydraulic oil supply valve at the paint pump shall be rated at 2,000-PSI water-oil-gas (WOG).
4.15.7. Hydraulic system shall contain a hydraulic oil in-line return filter containing a 10-micron element located inside the hydraulic reservoir. A service filter gauge shall be visible to operator. An internal suction side 100-micron filter shall be present. A magnet at the bottom of tank shall be present.
4.15.8. The ratio of hydraulic system to paint system shall be 1:1 allowing pressure to be equal in the hydraulic lines and the paint lines. Other ratios will NOT be acceptable.
4.16. Paint Supply System
4.16.1. The paint supply system shall be constructed to allow for the application of water base paint. All fluid wetted plumbing shall be stainless steel unless specified otherwise in this specification.
4.16.2. There shall be two (2) high-pressure airless double ball piston paint pumps rated at 2,000-PSI at seven (7) cycles per gallon with a 60-cycle per minute recommended pump speed for continuous operation for a minimum delivery of 8.6-gpm each. Pumps to be Titan 989-120 (or equivalent).
4.16.3. All wetted parts of the high pressure paint pump shall be water base compatible.
4.16.4. Pumps shall have hard chrome plating on rod and cylinder parts for abrasion resistance. An 8-oz bottle of special pump lubricant shall be provided with the unit.
4.16.5. Valve seats shall be carbide tungsten.
4.16.6. Packings shall be spring loaded and self-adjusting. Pumps that have packings that are adjusted manually will NOT be accepted.
4.16.7. Pressure and volume shall be fully adjustable.
4.16.8. Shall have a foot valve at inlet, and shut-off valve on the outlet side of the paint pump.
4.16.9. Pump shall have capability to recirculate the paint and shall be equipped with a pressure bleed valve.
4.16.10. There shall be a 1-1/2-inch x 10-inch suction hose with a 40-inch suction tube. The suction hose shall have a nylon tube core with solvent resistant neoprene cover.
4.16.11. All hose fittings on the low pressure paint supply hoses and suction hose shall be stainless steel.
4.16.12. 1-1/2-inch supply hoses shall be valved at the pump inlet with stainless steel, ball valve.
4.16.13. A high-pressure, spring-loaded check valve shall be installed at the outlet side of each pump. Check valve shall be stainless steel with stainless steel spring and metal to metal seat.
4.16.14. Each high-pressure paint line shall have a stainless steel, full port ball valve at the pump outlet or at the high pressure paint filter.
4.16.15. All high pressure ball valves shall be rated at 2,000PSI WOG working pressure or higher.
4.16.16. All high pressure paint hoses which shall be water base compatible shall have a nylon core with thermoplastic cover reinforced with one braided layer brass plated steel wire of high tensile with national pipe threat (NPT) couplings without spring guards.
4.16.17. 1/2-inch hoses from paint pump to gun carriage shall have a 3,000- PSI working pressure with a burst pressure of 12,000-PSI.
4.16.18. High pressure hoses shall be certified for electrostatic conductivity and hydrostatic resistance to a pressure of 1.5 times the working pressure stated on the hose.
4.16.19. There shall be two (2) 6-inch high-capacity, high pressure, 40-mesh, in-line filters which shall be water base compatible. Filters shall be located at the outlet of each pump. No exceptions. Stainless steel elements shall be accessible by removing a hand-tight threaded cap and lifting out for quick cleanup. Cap shall seal with Teflon washer with O-ring.
4.16.20. Unit shall be equipped with three Model 238-377 Graco (or equivalent) automatic airless spray guns rated at 4,000-PSI maximum working pressure and a forged aluminum gun body with stainless steel fluid passages. No substitutes.
4.16.21. Each paint gun shall be equipped with an electric actuator controlled from the operator’s seated position. Each actuator shall change the elevation of the paint gun in relation to the pavement. The actuators shall adjust for paint viscosity changes and produce a wider or narrower line on the pavement without having to stop operations and readjust the gun height on the carriage. Actuators shall have a 6-inch stroke with 165-lbs. of force at .25-inch/second velocity and 1.75-inch/second no load velocity. Actuators shall be controlled at operator station by one (1) double pole, double throw, center off, momentary switch per gun. Switches shall be resistant to moisture and dust.
4.16.22. Paint guns shall be diaphragm air activated, requiring 40-60-PSI to operate. A complete paint gun repair kit shall be available to include the gun needle spring.
4.16.23. Spray tip package shall be provided with XHD Reverse-A-Clean carbide tips that are inter-changeable for variable sized spray patterns and flow rates.
4.16.24. Guns shall have a minimum flow rate of 3.3-gpm.
4.16.25. There shall be one (1) 2-inch low pressure, in-line filter for each pump which shall be stainless steel for water-based compatibility. The hole openings shall be 1/8-inch.
4.16.26. Low pressure filter shall be easy to access located right before the inlet to the high pressure pump.
4.16.27. Pumps shall have low pressure crossover plumbing between pumps at the inlet so one or both pumps can draw from one drum or the other without moving the suction tubes.
4.16.28. High pressure lines from both pumps shall be connected to a common manifold at the rear of the unit. Shall have two (2) quick connect fitting on manifold for optional hand gun and equipped with a manual gun switch controller.
4.17. Electrical System
4.17.1. Power for the electrical system shall be provided by a 12-volt battery housed in a protective, heavy duty polypropylene case with tie-down strap.
4.17.2. Shall have a main power switch for disconnecting electronics from battery.
4.17.3. Wiring harness for electrical system shall follow standardized cable color coding
4.17.4. Junction blocks at control box and on gun carriage shall be protected from the weather.
4.17.5. Junction blocks shall be Underwriters Laboratory (UL) Listed rated at 30-amps or more.
4.17.6. Wiring harness between junction blocks shall be protected by a polyethylene corrugated loom wire covering.
4.17.7. Shrink tubing shall be used as a protective covering on wiring from cart junction box to the air solenoids.
4.17.8. Shall include a David Clark 3800 intercom system (hard wired) with mounting accessories. Driver shall have single muff headset and operator to have dual muff headset.
4.18. Gun Controller
4.18.1. The gun control device shall be a Skip-Line® MST-14 Mini Skip Timer or equivalent.
4.18.2. The skip-setting mechanism shall be all electronic and shall utilize solid state components for all active internal functions. It shall process electrical pulses derived from the vehicle motion sensor and shall drive 12-volt, 2-amp solenoid valves. A means of inductive arc suppression shall be included. It shall require little or no maintenance. Clutches, cams, gears, or devices that require adjustment will not be allowed.
4.18.3. All guns shall be operated by applying a ground signal to activate them.
4.18.4. The skip-setting mechanism shall generate the selected repetitive pattern without utilizing any internal or external moving parts, except operator adjusted heavy duty robust sealed toggle switches for establishing pattern size, placement and calibration. Switches shall be of the three position, self-centering, center off type, and there shall be long life sealed switch type push buttons for the CYCLE LENGTH adjustment, and the STRIPE LENGTH adjustment. Switches with thumb wheels or that have engraved digits shall not be acceptable.
4.18.5. A full-color 4.3-inch color LCD display shall be provided to display stripe, cycle and other striping parameters.
4.18.6. The menu shall include the following:
4.18.7. A Main screen that shall display current speed, an interactive pattern previewer, and active pattern modifiers.
4.18.8. A Quick Setup menu, with the ability to enable or disable frequently used parameters of striping operations.
4.18.9. A Counter Channels menu, which shall display application distance of all material guns, as well as material volume usage of all material pumps.
4.18.10. A deep Setup menu, which shall allow advanced configuration of road marking patterns, applicator configuration, and other operational parameters. It shall also provide switch troubleshooting, pump life counters, and other maintenance and troubleshooting menus intended to decrease in-field down time.
4.18.11. All indicator lamps must be solid state light-emitting diode types without filament which may burn out.
4.18.12. The skip-setting system shall not use or require use of internal or external electromechanical relays.
4.18.13. To conserve power the skip-setter shall draw less than 1/2-amp at 12-volts for internal circuits.
4.18.14. For ease of operation the skip-setter shall have LCD display and shall provide pattern capability minimum of 1-foot, adjustable by 0.1-foot increments at any time whether at rest or in motion, without generating spurious patterns. When changing patterns, simple dial changes must suffice without resorting to “data complete” or “enter date” type controls. Also, “start” indexing (reset to zero) must be instantaneous. Shall be capable of switching from Standard to Metric readings on the fly.
4.18.15. To aid in registration of new paint with previously paint pattern, the “ADVANCE” or “RETARD” (phase correction) system shall alter the pattern length no more than plus or minus 20% while activated. There shall be a means of AUTOMATICALLY adjusting the cycle length by 0.1-foot increments of one calibrated motion pulse if the advance or retard control is invoked three consecutive times.
4.18.16. Basic electrical accuracy of the skip-setter shall be within 0.2-foot for any combination of the following factors:
4.18.17. Speed shall be adjustable from 1- to 50-mph.
4.18.18. Supply voltage shall be from 10- to 16-volts DC.
4.18.19. Temperature variations shall be from 0-F to 170-F.
4.18.20. Shall be protected from accidental power surges caused by strobes, flashers, RPM change, solenoid or other equipment operations, etc.
4.18.21. Operation of 2-way radio transmitters whether on board or nearby shall not cause generation of spurious painting patterns.
4.18.22. Calibration shall be provided to ensure control dials agree with actual electrical output patterns. To reduce glare skip-setter shall be finished in flat black with a black front panel.
4.18.23. The skip-setter shall provide a means to compensate for registration errors commonly found in application of paint and beads. Time delay controls shall be provided on master control panel of skip-setter to independently activate “paint” and “beads” so they may be applied in registration with each other. Separate controls shall be provided to individually register leading and tailing ends of the pattern.
4.18.24. The controller shall be capable of accurately displaying the speed of the striper in tenths of a mile per hour.
4.19. Laser Guidance System. A laser guidance system shall be provided. The housing shall be securely magnet mounted to the roof of the chassis cab. A laser beam shall produce a visual spot (green in color) on the road edge, curb, existing line, etc. as a reference point for the gun carriages to follow. Power shall be supplied by the 12-volt vehicle. The laser housing shall be approximately 6-inch in height, 12-inch in length, 6-inch in width, and shall weigh approximately 25-lbs. The laser shall be manually adjustable.
4.20. Finish Coasting
4.20.1. Shall be one prime coat and one finish coat of a durable, chemical resistant paint.
4.20.2. Shall be baked on powder coat finish.
4.20.3. Shall be chrome, zinc plating, or galvanizing.
4.20.4. Finish coat color shall be Isuzu white.
4.21. The vendor shall provide all paint striper manufacturer’s recommended spare part, maintenance, and accessory kits for the striper and related systems to include but not limited to hoses, paint guns and repair kits, valves, and engine maintenance components.
4.22. Manual for palletized paint striper
4.22.1. Two sets (one printed and one electronic on a CD/DVD) of all operator’s/user’s manuals shall be provided. It should include:

4.23. Warranty
4.23.1. All items furnished to meet these specifications shall be covered by the manufacturer’s and/or supplier’s standard warranty/guarantee on new equipment for one (1) year.
4.23.2. Copy of warranty shall be included with the bid.
4.24. Experience
4.24.1. Equipment to be furnished shall be the product of a qualified firm that is regularly engaged in the manufacture and supply of this equipment.
4.24.2. A qualified firm shall be defined to mean one which has manufactured or sold ten airless pickup mounted units during the past 12 months.
4.24.3. Seller shall supply a list of ten users; showing date delivered, contact person, and phone number. Failure to comply may result in rejection of bidders offer.
4.25. Material and Workmanship
4.25.1. All equipment, materials and workmanship shall be the highest grade in accordance with industry standards.
4.25.2. Equipment supplied will be new and unused except for the necessary testing, calibration and transportation.
5. Paint Striper Kit Container and Contents
5.1. The contractor shall modify a 20-ft ISO side door container to meet specifications provided in Appendix B1 with modifications list in paragraph 5.3, pack individual parts itemized in Appendix B1 into a 20-ft ISO side door container, ensure parts meet National Stock Number (NSN) or criteria specified in Appendix C1, procure quantities identified in Table 1, and ship appropriate number of kits identified in Table 1 to locations listed in Appendix E1
5.2. Descriptions and sources for individual items are provided in Appendix C1. Where the individual item has an NSN, the description is the NSN description. The descriptions for items without an NSN are based on the vendor’s description. Substitutions to individual items shall only be made if: items with an NSN are replaced with items having the same NSN and specifications; items with no NSN shall have the same specifications as the suggested item and the potential substitutions are approved by AFCEC. In the case where there is a discrepancy between the vendor’s description and NSN description, the vendor’s description has priority.
5.3. The contractor shall secure every 20-ft container with combination locks (3 locks per 20-ft container). All locks shall use the same combination provided by AFCEC.
5.4. Changes to the Sample Load instructions.
5.4.1. Move tool drawers from the far right of the cabinet to the left so drawers can be immediately accessed through the side door of the container. Tools drawers shall contain EVA foam with individual tool cut-outs.
5.4.2. Move airless paint striper out of the cabinet onto the floor of the container.
5.4.3. Remove parts bin drawer and re-organize parts. All utility knifes shall be stored in the tool drawers.
5.4.4. Add a flammable storage locker to store flammable materials.
5.4.5. Eliminate the wooden box storing the fuel cans.
5.4.6. The tops of the wire baskets shall be secured.
5.4.7. Remove the two 4-ft levels in wire basket #1 and secure them to the wall with the 6-ft levels.
5.4.8. Store the 50-lb glass bead bags in plastic containers with rubber sealed lids.
5.4.9. All 55-gal drums shall be properly strapped to prevent movement in shipping.
5.4.10. The vendor shall provide a separate inventory for items described in this SOW (not part of Appendix C1) used to fabricate the paint striper shipping/storage frame, the wall cabinets/drawings, hardware used inside the ISO container for securing the paint striper unit/frame inside, the hardware used to secure/store items on the ceiling/walls of the ISO container, and the hardware used to secure items in various storage containers; to include part numbers/NSN; descriptions, and weights.
5.4.11. The vendor shall provide a separate inventory for restraints (i.e. chains, binders, cargo straps, etc.) used to secure the paint striper, frame, baskets, etc. inside the ISO container; to include part numbers/NSN; descriptions, and weights.
6. Schedule, Data Items and Other Deliverables:
6.
6.1. Schedule. The contractor shall commence work on this task immediately ARO, provide alternative equipment parts for review and approval not later than 30 calendar days ARO (CDRL A008), produce sample for review and approval not later than 90 calendar days ARO (CDRL A008), and shall complete shipment of the equipment items not later than 330 calendar days ARO.
6.1.1. Drawing package shall be submitted to AFCEC/CXXM for review no later than 30 calendar days ARO.
6.1.2. Each individual kit will be inspected/ certified for shipment by personnel from AFCEC/CXXM (POC: Major Nicholas Nabors, nicholas.nabors@us.af.mil, 850-283-6692) at the contractor’s production site. Using the kit drawing and inventory list, every item will be inspected for quantity, location, and model. A production completion schedule shall be provided to AFCEC so inspection dates can be planned.
6.1.3. Delivery of first unit shall be made F.O.B. within 8 to 10 weeks A.R.O.
6.2. Data Items. The contractor shall submit complete Material Safety Data Sheets no later than 30 calendar days ARO. (CDRL A008)
6.3. Weekly Status Report.
