Questions and Answers – FA8051-16-R-3012 EOD Bomb Suits

Q: Can you please clarify what would be required for the sub-contracting plan? What percentage would need to be small business?

A: The Government does not have specific small business goals for this requirement. Contractors should propose percentages that are in line with their commercial business practices. Subcontracting plans should be developed in accordance with the requirements specified in FAR 52.219-9 - Small Business Subcontracting Plan. If there are no subcontracting opportunities, the contractor shall explain why. As stated in the RFP, “If not a small business under the applicable NAICS size standard, then technical acceptability will also be based on submission of a subcontracting plan IAW FAR 52.219-9. If there are no subcontracting possibilities, then, to be considered technically acceptable, your firm must indicate that there are no subcontracting possibilities and provide a brief explanation pertaining to the any product prequalification requirements and rationale pertaining to the claim made that no subcontracting possibilities exist. Subcontracting plans will be reviewed IAW FAR 19.705-4.” Subcontracting plans are not required for contractors that represent themselves as small business under NAICS 315990.
