Speech Masking System Requirement Statement of Work (SOW) 8 March 2019

1 GENERAL INFORMATION

1.1 Project Description: The Air Force Technical Application Center (AFTAC) requires the design, purchase and installation of a speech masking system to include documentation, speakers, cable, and head-end equipment to provide acoustic protection for 128 perimeter areas at AFTAC Headquarters (HQ) Secure Compartmentalized Information Facility (SCIF). These glass and aluminum sections are located on the 2nd, 3rd and 4th floors of facility 10989. System must be designed and installed to protect against collection of spoken information from the exterior perimeter area. System must be designed and marketed specifically as a speech masking system to ensure effectiveness.

2 SYSTEM REQUIREMENTS

2.1 Speech Masking System Processor. An advanced rack mountable speech masking generator shall be installed incorporating a programmable speech masking source and modular digital amplifiers with volume control. The processor will be self-calibrating and have self-testing emitter modules to allow all emitters to be volume-controlled for audio leveling within the installed areas. The unit will be capable of being centrally controlled through a windows based application and also locally controlled at the device.

2.2 Modular Digital Amplifier. The programmable digital amplifiers shall be used to increase speech privacy in a variety of environments by amplifying the sound masking source throughout multiple self-calibrating and self-testing emitter modules within a specific zone. The programmable digital amplifiers shall be 25 Watts or greater. Each amplifier channel shall adequately power medium to large sized zones.

2.3 Window Emitter Module. The window mounted emitter module shall be installed on a window glass or window frames. The low profile emitter shall be designed for quick and easy installation. The unit shall be designed to provide balanced sound distribution and protect the window and window frame against deliberate technical or inadvertent interception of audio.

3 INSTALLATION

3.1 Installation. Contractor shall install and provide all equipment necessary for installation of the system this will include but not limited to:

3.1.1 Provide lockable racks and all mounting equipment for Speech masking processors, modular digital amplifiers and emitters. Rack locations will be determined by the Government.

Power requirements identified by the contractor will be coordinated with the Government.

Government to supply and connect AC power in racks. Processors and amplifiers for each individual floor will fit in one centrally located 19 inch 42U rack enclosure cabinet. Equipment shall be mounted to allow for service and inspection without disconnection.

3.1.2 In contractor supplied racks, the contractor will provide all networking equipment to allow for the central control and monitoring of all installed processors and amplifiers for the 2nd, 3rd and 4th floor systems. Equipment provided will establish a “stand alone” speech masking network with no connectivity to any other networks.

3.1.3 Provide and install one rack mounted windows based computer for the central management and monitoring of the speech masking system. This computer will reside in the speech masking head-end rack on the second floor.

3.1.4 Procure and install required plenum rated cable. Cable shall have a pink jacket or be marked with a pink strip every five feet. All cable shall be home run from each emitter to core generator (no daisy chaining and no splicing) using existing dedicated security system wire troughs wherever possible. Cable not in troughs shall be installed straight lines or 90 degree turns with contractor installed supports. Contractor shall pull cable from generators to window emitter locations as required, leaving additional length of cable coiled at each end for installation of device. Cables shall be labeled at each end with unique identifier. Cables shall be concealed in window transom or minimized size surface mounted raceway by Panduit where cable run is exposed. Contractor shall trim the cable and connect the cable to each emitter and generator.

3.1.5 Prepare the window or frame for installation of the devices; i.e., clean and brush metal transoms for adhesion of emitters and accessories. Installation of the emitter shall be either on the window glass, frame or on the bracket. Clean glass, bronze window frames and adjacent areas after work is complete.

3.2 Contractor shall only use U.S. citizens cleared at the TS/SCI level to accomplish work under this contract. After award of the contract, and no later than date of travel, the contractor shall provide a visitor certification with a list of the employee’s name, social security number, place of birth and date of birth to the AFTAC Personnel Security Office.

4 TESTING

4.1 Contractor shall test the entire system. Testing shall include a range of criteria including the intentional collection of spoken information as well as inadvertent collection. Acoustic tests shall be instrumental and only those with training on audio testing techniques shall conduct instrumental acoustic tests. Audio tests sources shall have a variable sound level output. The output frequency range shall include normal speech. All testing shall be documented demonstrating suitable protection to protect against the inadvertent and intentional collection (i.e.

laser or contact microphone) of spoken information at the glass and aluminum sections. Testing documents shall be submitted for review and approval before final test. (CDRL A003, A004).

All testing equipment required shall be provided by the contractor and shall be turned over to the government at the successful completion of the testing.

5 WARRANTY

5.1 Contractor shall warranty all equipment for a period of one year. Warranty will consist of phone support with AFTAC/SO Physical Security and replacement of equipment identified as inoperable. Contractor shall provide 5% or minimum 1 of total number of end devices for

AFTAC system stock. End devices are identified as emitters, processors or amplifiers and does not include networking equipment.

6 TRAINING

6.1 Contractor shall provide manuals and training for system operation and maintenance.

Training shall cover all aspects of the system set up: operation, testing and service. (CDRLs A001 and A002)

7 SITE MAINTENANCE

7.1 Requirements: The Contractor shall remove rubbish and debris from the station daily, unless otherwise directed; shall not allow accumulation inside or outside the building. Store materials that cannot be removed daily in areas specified by the Physical Security Manager.

7.2 Dust Control: The Contractor shall take the appropriate action to prevent the spread of dust to occupied areas of the building and to avoid the creation of a nuisance in the surrounding areas.

Do not use water if it results in hazardous or objectionable conditions, such as ice, flooding, or pollution. After all work has been completed, the Contractor shall ensure the areas are clean and presentable for use.

7.3 Protection of Existing Work: The Contractor shall protect existing work and equipment, which is to remain in place, to be reused, or is to remain the property of the government by temporary covers, shoring, bracing, and/or supports. The items that shall remain, and are damaged during the performance of work, shall be repaired to their original condition or replaced with new items at the sole expense of the contractor.

7.4 Disposition of Material: The Contractor shall, except where indicated or otherwise specified, be advised that all materials removed, and not reused, shall become the property of the contractor, and shall be removed from the government property and transported to a recycling or permitted waste disposal facility. The Contractor shall carefully remove and store materials indicated to be reused or relocated to prevent damage and reinstall as work progresses.

7.5 Hazardous Materials: No asbestos material is expected to be found during the execution of this project. Should any hazardous waste be encountered, stop all work immediately and contact the Safety Officer.

7.6 Clean Up: The premises shall be kept free at all times from an accumulation of waste material and/or rubbish resulting from work. Combustibles shall be removed daily, and upon the completion of work, all debris, tools, scaffolding and surplus materials shall be removed and the premises left clean.

7.7 Quality of work: Contractor shall restore walls, window frames, ceiling and all areas impacted by the installation of the system to their original state.
