Reference Response

I received drawings of the windows. Are these drawing accurate as far as how many panes per window and how many aluminum dividers per window? Can you provide specifications for the windows? 1.1 See Attachments 1.1-1.8

Can you release internal drawings of the building to determine routing of cable, where the controllers will be placed etc. ? 1.1 See Attachments 2.1-2.6

Can this be interpreted as accessing control through your network on the windows based application and also being able to access through a USB cable from the computer straight to the controller? 2.1

Contractor will network all devices and provide all cable, connectors and network equipment to create a stand-alone speech masking network controlled by a contractor provided workstation. SOW updated

Can this be interpreted to mean contractor will supply all networking equipment to allow for the central control and monitoring of all installed equipment and the government will make the connection between the contractors equipment and the governments network? 3.1.2

The intention is for the speech masking system to be isolated from all other systems and entirely on its own newly installed network. Control and adjustments will be made at a contractor supplied computer on the same network - SOW updated

This is an unrealistic expectation (All cable shall be home nm from each emitter to core generator (no daisy chaining and no splicing): This is an unrealistic expectation. Even the largest rack mounted controllers for sound masking only have 8 out put channels; if you home run each emitter back to the controller you can only do 8 emitters per controller and you will need a minimum of 2 emitters per window (can't determine from information I currently have). 3.1.4 We expect 2 emitters per window.

Suggest change: Contractor shall warranty all equipment for 10 years in lieu of providing stock to ensure if a piece of equipment needs to be replaced it will be with the latest technology. 5.1

Minimum amounts of end devices will need to be provided.

Please confirm/clarify the security clearance requirements for the installation personnel.

3.2 All installers will have active TS/SCI clearances.

Highly recommend a site survey. When can the site survey be scheduled with the stakeholders? Refer to drawings.

What are the dimensions of the windows and frames, including thickness and glass laminations? See Attachments 1.1-1.8

10 Window/frame sealing material? See Attachment 3 11 Is the AFTEC an existing structure or is it new construction? Existing structure.

Dimensions and floor plans of the building, including location of the communications equipment room – Needed to determine if fiber is required for any of the cable runs.

Windows requiring sound masking are clearly highlighted. See Attachments 2.1-2.6

What is the wall and ceiling construction material and method used? Wall and ceiling are standard stud drywall and dropped ceiling

Penetrations/conduit between the rooms?

Contractor will be responsible for all penetrations. Wiring does not need to be in conduit.

Protective Distribution System (PDS) a requirement? If so, where? Please describe fully. No PDS is required.

16 Do the windows have a coating on them, such as ultraviolet, etc.? See Attachment 4

Expectations for refinishing the paint on marred window frames? Color-matched touch up paint acceptable? Color-matched touch up paint is acceptable

Are all of the windows the same size? If not, provide amount and dimensions of all of the windows. See Attachments 1.1-1.8

19 Any doors, walls, or other areas require sound masking? If so, please fully describe. No doors, walls or other areas require sound masking.

20 In-room sound masking a requirement? If so, please fully describe. No in-room sound masking is required.

Ventilation duct or other AC/heating pathways require sound masking? If so, please describe fully.

No ventilation duct or other AC/heating pathways require sound masking.

Expectation that the acoustical testing will be conducted from both inside and outside the building? What are the test parameters standards? What are the pass/fail expectations and where are the standards published?

Testing will be from outside. Contractor will demonstrate the collection of spoken information at the windows and effectiveness of installed solution.

Special requirements for acoustic testing from outside the building? Drones or bucket lifts provided by the government? Contractor?

Contractor will be responsible for all equipment required for testing.

Drones will not be permitted.

24 Specific manufacturer and model of test equipment and microphone(s) required? Contractor will determine devices required.

Can full size test samples of the windows and frames be made available prior to start of installation, to ensure the sound masking equipment meets or exceeds the above referenced standards?

No. Samples are not available.

Who will provide the monitoring computer? Any specific sound masking software required?

System computer will be contractor provided. Software provided will enable the central control and monitoring of the speech masking system.

Do cable runs and labeling scheme have to be approved in advance by an authority on base? Labeling scheme will be approved by AFTAC/SO.

Is there a secure room in the building to house equipment and tools for the duration of the installation?

Storage is extremely limited and requirements can change on short notice based on mission requirements.

Requirement for a project foreman to be on site for the duration of the installation?

Project foreman should remain on site at all times

Will the monitoring computer be completely standalone or will it be connected to the AFTEC LAN? Speech masking system will be stand alone.

Does the sound masking equipment need to meet Trade Agreements Act (TAA) or any other place-of-manufacture requirements?

Equipment should be purchased from US based suppliers/distributers.
