1Has AFDW previously conducted a LOSA for the UH-1N? If so, is there an incumbent contractor for this work? If so, what is the contract number and name of the incumbent contractor?No
2Reference PWS Page 4, Section 2.2, Task 2. "The contractor shall develop a customized Threat and Error Matrix (TEM) for each flight crew position (Pilot and Special Mission Aviator on the UH-1N) within 60 days of contract award." Does this mean two unique TEM Matrix deliverables (1 TEM for Pilots and 1 TEM for Special Mission Aviators)?Intent is to create a single TEM that incorporates various pilot and special mission aviator configurations that can be run by a pilot or SMA observer. Based on experience of the contractor in conducting LOSAs, statistical sufficiency of observations and TEM working group discussion, 2 matrices could be considered if that would enhance the LOSA effectiveness.

Is it required that the Threat and Error Workshop be conducted at Joint Base Andrews?Intent is for the TEM Workshop be conducted at contractor facilities.

Can the Government explain the TEM audit process? Is the TEM audit a review of the TEM Matrix deliverable from the contractor?TEM audit is a review/adjustment/final approval of the matrix deliverable from the contractor by leadership.

"The contractor shall conduct ‘in-residence’ classroom LOSA observer training, within 30 days of completion of the TEM audit for Pilot (P) and Special Mission Aviator (SMA) at a Government-identified location that provides instruction to LOSA observers (Government personnel)…." Can the Government identify the specific location(s) described as “Government-identified location that provides instruction to LOSA observers (Government personnel)?Government assumes the contractor will have facilities to accomplish this training at their location and observers will travel there.

"The contractor shall conduct ‘in-residence’ classroom LOSA observer training, within 30 days of completion of the TEM audit for Pilot (P) and Special Mission Aviator (SMA) at a Government-identified location that provides instruction to LOSA observers (Government personnel)…" Does “in-residence classroom” mean the training occurs at the Government location or at the contractor location? If at the Government location, please state the location.Government assumes the contractor will have facilities to accomplish this training at their location and observers will travel there.

"The contractor shall conduct in-residence classroom LOSA observer training, within 30 days of completion of the TEM audit for Pilot (P) and Special Mission Aviator (SMA) at a Government-identified location that provides instruction to LOSA observers (Government personnel)…" How many days of LOSA observer training are expected by the Government?The government expects a sufficient number of days for the contractor to instruct government personnel on LOSA methodology, data input, observation techniques up to industry standards. Assumption is between 3-5 days.
8Reference PWS Page 5, Section 2.5, Task 5. "This database shall provide interoperability with commercially available database software and previous LOSA databases from other major weapon systems". Can the Government describe the database specifications from “…previous LOSA databases from other major weapon systems"?It is specified in the contract that the contractor will be experienced in LOSAs and assumed that the contractor has a database of LOSAs from industry in which to compare results from the UH-1N LOSA. The contractor is expected to be able to use information from previous LOSAs to aid/add in the discussion of this LOSA's results (does not need to specify company names, but should offer applicable comparison data). If the contactor has previous experience with military data, the expectation is that results of this LOSA could be compared to that data the contractor already has via its database. Regardless of the system/database the contractor uses in the course of the LOSA to fulfill contract obligations, the raw data collected during the LOSA will be need to be provided to the government in *.sql format at the conclusion of the contract for future use by the government.
9Reference PWS Page 6, Section 2.8, Task 8. "Contractor must be able to compare and contrast previous LOSA data to future data collection to allow comparison, analysis, and trending." Can the Government explain what previous LOSA data the contractor would need to compare? What is the Government’s plan for collecting future LOSA data?It is specified in the contract that the contractor will be experienced in LOSAs and assumed that the contractor has a database of LOSAs from industry in which to compare results from the UH-1N LOSA. The contractor is expected to be able to use information from previous LOSAs to aid/add in the discussion of this LOSA's results (does not need to specify company names, but should offer applicable comparison data). If the contactor has previous experience with military data, the expectation is that results of this LOSA could be compared to that data the contractor already has via its database. Regardless of the system/database the contractor uses in the course of the LOSA to fulfill contract obligations, the raw data collected during the LOSA will be need to be provided to the government at the conclusion of the contract in *.sql format for future use by the government.
10Reference PWS Page 6, Section 2.10, Task 10. "Within 30 days of the final LOSA Observation, the contractor shall conduct data 'roundtable' verification sessions for the UH-1N LOSA data. Contractor may be required to travel for roundtable sessions to a location of Government’s direction." Can the Government provide potential Government location(s) for the roundtable sessions?Likely location would be Joint Base Andrews, MD
11Reference PWS Page 7, Section 3.3. " The contractor shall assist AFDW in developing recommended courses of action for a robust and comprehensive LOSA program. The contractor shall participate in program review groups, working groups, and other forums which provide avenues for promoting change and improvement." Can the Government provide the estimated number of monthly manhours needed to meet this requirement?Government assumes that the contractor has experience in conducting LOSAs and has an estimate on manhours required to meet this requirement. However, expectation is that the contractor will be available to the government periodically to discuss/review/adjust program progress to ensure completion of the LOSA on established timelines.
12Reference PWS Page 9, Performance Objective "Train LOSA Observers en masse at number of training events specified by LOSA program manager." How many unique observer training event(s) does the Government expect?Intend one mass training if scheduling allows, but option to hold 2 if necessary.

"Travel. As an integral part of performing some of the requirements of the PWS, the contractor shall perform temporary duty (TDY) to Joint Base Andrews, MD. The forecasted travel is displayed in the Table below."

Purpose: (SIB) Orientation and Data Brief to AFDW Number of TDYs: 1 and TDY Duration: 2 days (plus 2 travel days) , Purpose: Senior leader LOSA Outbrief Number of TDYs: 1 TDY Duration: 2 days (Plus 2 travel days) and Purpose: Miscellaneous Updates Number of TDYs: 2 TDY Duration: 2 days (plus 2 travel days).

The TDYs in Section 6.2 Travel do not include the Kickoff Meeting, the TEM Workshop, the Observer Training Workshop, or the Data Roundtable. Can the offeror assume that all these events will take place at the Contractor site? If not, can the Government update the Travel section with additional expected TDYs?Intent is for Kickoff Meeting, the TEM Workshop, the Observer Training Workshop, and the Data Roundtable be conducted at contractor facilities.
14Reference Combined Synopsis/Solicitation Page 2, "CLIN 0001 - QTY 100 Observations." Does the 100 observations mean a total of 100 observations of both Pilots and Special Mission Aviators
simultaneously?Intent is to create a single TEM that incorporates various pilot and special mission aviator configurations that can be run by a pilot or SMA observer.
