Q: Technology/Infrastructure. My understanding is that the vendor is expected to provide web development and maintenance, hosting, servicing and LMS solutions (basically, complete turn-key solution).
Can you confirm that and add any other commentary to this aspect? For example, is there a preference for a vendor who has an existing portal on this matter or, if it is price competitive and efficient, would it be ok for a vendor to develop one?
A: Complete turn-key.
Q: Of the 900 or so personnel who are to access this training online, is there a sense how many of these are "regular" personnel versus LAT, LATG or ALAT who need certifications and may need higher level of training? Is there such a distinction or should the vendor assume that all should be
"trained" at the LAT, LATG or ALAT-certification level? Importantly, do you have a sense how many "hours" of instructions you are looking for? What is the minimum number of hours of instruction that each individual should get under this program? That would help in understanding the breadth and scope of the training material and duration for target group/audience.
A: Approx 20% will need the lab animal technician (LAT, ETC) type training for certification, although it is not necessarily a higher level of training, just distinct and more involved in the animal care subjects. There is no set rule for number of hours of instruction for technicians, but extant services offer 100+ hours of training modules covering a variety of species and disciplines.
Q: Just to confirm, despite the fact that the SOW lists 7 AF bases at which the work is to be performed, will all of the training be done on-line such that there will not be required ANY travel for us and/or the content expert? As such, rather than the "blended" approach that the SOW seems to suggest, this appears to be completely on-line, distance/distributed learning model. Can you please confirm this?
A: All work is to be performed online and no travel required. It is to be entirely distance learning.
Q: The size standard is stated at $7.0 million. Does this mean that the vendor submitting the quote should have annual revenue of less than $7.0 million?
A: The size standard is only applicable to defining small business (SB). This requirement has not been set-aside for SB Concerns. For further information concerning this please contact the Small
Business Administration or visit the following website http://www.sba.gov/size.
Q: When the SOW states the requirement that vendors "provide services to each AF institution as an independently managed site," given that this is an on-line training with a single portal that all personnel can access, what do you mean by servicing each AF base as an "independently managed site"?
A: Each AF institution or site will manage its own enrollment of trainees/participants, and therefore, that each site will require its own independent group coordinator/trainer with some limited administrative rights over its enrolled personnel.
Q: We assume all the personnel will have adequate individual access to computers and internet access to utilize the training modules and that the vendor is not being asked to provide hardware, etc.
A: Vendor’s will not be required to provide any hardware.
