Section B: Description of the Supplies/Services Required This requirement is for a ScriptCenter MX-5 Shelf Script locker 9-Door (set of two 9-door columns with interface box) ScriptCenter MX Installation & initial training Script locker Installation concurrent with ScriptCenter Installation. ANCILLARY SERVICES: ScriptCenter Marketing (per campaign), Design and Printing of Vinyl Signs for front of ScriptCenter. SUPPLIES: Narrow delivery bags (400/case), Wide delivery bags (400/case), Clam shells (200/case,) Locker labels (200/roll), and Receipt paper (960' roll).

Section C: Justification for Soliciting from a Single Source Sole Source Justification: The 75th MDG would like to have the ability to provide prescriptions to our beneficiaries outside of normal duty hours. An automated prescription dispensing kiosk that does not require payment for prescriptions and be able to dispense prescriptions that have been filled and stocked by 75th MDG pharmacy personnel. The ScriptCenter kiosk by Asteres Inc. is the only product that meets these requirements.

Section D: Efforts to Obtain Competition In-depth on-line market research was conducted in an effort to identify vendors. There were two other vendors identified that sold similar products to the Asteres ScriptCenter. They were lnstyMeds, and MedAvail. Both of these manufacturers dispensing systems require payment for the prescriptions, and both manufacturers systems only dispense pharmaceuticals that are in the original manufacturers packaging. Both vendors replenishment stock must be purchased and stocked by a third party pharmaceutical company. Although these systems would work fine for civilian pharmacies, they are not conducive to the operations of an Air Force MTF Pharmacy. A Sources Sought was posted on FedBizOps (FBO) on 15 June 2016 with one interested vendor responding, Platinum Venture Group (PVG) offering the Asteres product. However Asteres, Inc. the sole developer, patent holder and manufacturer of the ScriptCenter has not authorized PVG, per email dated 30 June 2016, to be reseller of the ScriptCenter. There are no authorized resellers for requested ScriptCenter.

Section E: Steps to Preclude Future Single Source Awards The 75th MDG will continue to conduct extensive market research for future requisitions to identify a larger pool of possible sources to eliminate the need for sole source acquisitions.

Section F: Contracting Officer's Determination I have determined, in accordance with FAR 13.106-1(b) (1), that the circumstances of this contract action deem only a single source is reasonably available.
