AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT

a. The purpose of this Amendment is to provide answ ers to questions, add pictures of the B-4 and Garments Bags, provide information to contractors on how to receive samples of the bags, and extend the closing date.

b. Attached are questions received and answ ers in the summary of changes

c. Attached are pictures of the B-4 and Garments Bags (Picture Attachments 1 through 8)

d. Those contractors w ho are interested in receiving sampes of the B-4 and Garments bags in order to submit a proposal must request by Close of Business on 26 Feb 10, 4:00 p.m. The request shall be in w riting to the attention of Monique King-Hotop and can be accomplished by facsimilie (719) 333-9103 or e-mail monique.king-hotop@usafa.af.mil or diana.myles-south@usafa.af.mil.

d) The closing date reference in block 8 of the SF 1449 of the solicitation is extended from 25 Feb 10 @ 1:00 PM to 04 Mar 10 @ 1:00 PM.

VENDOR Q & A

1. No color specification is stated. Could it be any available stock color?

Answer: Navy Blue for all fabric pieces - Some shade variation is acceptable but not in the same materials used in construction. For Example: All the ballistic nylon cloth pieces should be the same dye lot.

2. Liner material is 430-denier type 6 with navy blue color. No PMS color range specified.

Answer: Navy Blue for all fabric pieces - Some shade variation is acceptable but not in the same materials used in construction. For Example: All the ballistic nylon cloth pieces should be the same dye lot.

3. No PMS Range for the navy color in the “color” section of the product description.

What color is acceptable? Do they have to be the same for both materials?

Answer: Yes they have to be the same Navy Blue for all fabric pieces - Some shade variation is acceptable but not in the same materials used in construction.

4. Is there a lining in the outside pocket as well as the inside ones?

Answer: The B-4 Bag's outside pockets are sewn directly to the base fabric approximately 2" away from the gusset seam with no lining. The Garment Bag's outside pockets are lined with the nylon pack cloth since they are part of the outer shell and are sewn directly into the gusset seam.

5. Where and how is the wood installed?

Answer: The wood is sewn into the gusset panel on the side with the attached handle(s). The handle and strap webbing are reinforced with rivets and/or bolts that attach through the wood which is then lined on the inside with nylon pack cloth to fully enclose the wood. The purpose is to give rigidity to a soft-sided bag and therefore help to keep the carried garment flat and somewhat neat.

6. Is there an acceptable wood equivalent that meets some unstated standard?

Answer: A suitable equivalent to the wood requirement that meets the stated purpose is wood that does not crack, warp or delaminate.

7. The handle trip is specified including color. What color is used for the handle itself and is it fastened to the bag?

Answer: The handle is black synthetic leather sewn flat around the 1 1/2" webbing that is secured to the wood reinforced gusset panel with rivets.

8. The color of the webbing is not specified. What is an acceptable color?

Answer: The webbing needs to compliment the navy blue base material but need not be a perfect shade match to the base material.

9. There are two widths 1.0” in 600 lbs and 1.5” in 900 lbs. The drawing does not show where it is used. Where are the widths used?

Answer: The 1 1/2" webbing is used for the handle, shoulder strap and d-ring attachments on both bags. It is also used to secure the Garment Bag halves with side release buckles near the secondary handle opposite the shoulder strap handle side.

The 1" webbing is used for the interior coat retainer on both bags. It is also used for the hanger loops and holder on the B-4 Bag. On the Garment Bag, 1" webbing straps are used with side release buckles to hold the two halves together at the sides.

10. Stiffener for piping is described but no description of piping material itself. What piping material should be used and in what color?

Answer: Piping is only used on the Garment Bag along the main body gusset seams and outside pocket's outer gusset seam. It is described in the spec as 1/8" polyethylene cord and is wrapped in binding material made from the base fabric (ballistic nylon) to give it a finished piping effect.

The B-4 Bag has all outside seams bound with the base cloth binding material and with no piping effect required. Navy Blue is the color for all fabric pieces - Some shade variation is acceptable but not in the same materials used in construction.

11. What color should the zipper teeth and the zipper tape be? Which, where and how many zippers should be used on the bag?

Answer: The zippers should also be a complimentary color to the base material with some shade variation considered acceptable. Main body requires 3/4" tape zippers and pockets require 5/8" tape zippers by spec. There are seven zippers on the Garment Bag and four zippers on the B-4 Bag. Additional photos or samples of the items can be provided for clarification.

12. How many snaps on the bag and where are they installed?

Answer: The B-4 Bag has four snaps. Two snaps attach to the bottom of the full-length dust cover sewn into the top of the opened bag and two attach to the top of the half-length dust cover sewn into the bottom of the opened bag. Additional photos or samples of the items can be provided for clarification. The only snap on the Garment Bag is on the optional exterior hook retainer strap which is not shown but exists on current bags.

13. How many D-Rings, Release Buckles, Slides, Snap Hooks are used on the bag and where are they to be installed?

Answer: These vary by the bag type. Additional photos or samples of the items can be provided for clarification.

14. Can rubber or rubber equivalent be used on the shoulder pad?

Answer: This sliding pad is set on the 1 1/2" webbing shoulder strap and should be made of non-slip rubber material.

15. No detailed description with dimension is given on the Hook and Brackets. Also, need color and location of placement.

Answer: Hook and Brackets should be made of sturdy metal materials and should be complimentary to the bag and other hardware used. They are attached at the top end of the opened Garment Bag only, not on the B-4 Bag. Picture provided.

16. Where should the label be placed and describe the label and what it is made of.

Answer: From the spec: A removable paper ticket of regular commercial quality shall be affixed/attached to the bag reflecting the Cadet Issue Divisions stock number in Code 39 bar code and a short item description in plain text. Please see Solicitation attachment 3, Bar code Sample.

17. Based on the unstated questions raised, and the fact that there is no adequate purchase description of the bags, it appears that the final consideration is very subjective…

Answer: Those contractors who are interested in receiving sampes of the B-4 and Garments bags must request by close of Business on 25 Feb 10, 4:00 p.m. The request shall be in writing to the attention of Monique King-Hotop and can be accomplished by facsimilie (719) 333-9103 or e-mail monique.king-hotop@usafa.af.mil or diana.myles-south@usafa.af.mil.

The proposal due date is being extended a week to accommodate this change. The closing date reference in block 8 of the SF 1449 of the solicitation is extended from 25 Feb 10 @ 1:00 PM to 04 Mar 10 @ 1:00 PM. Offerors must acknowledge all amendments.

18. Please confirm that the textile components for the Garment and B-4 Berry Amendment

Certificate are limited to: Fabric, Webbing, Zippers, Thread, Man Made leather and not: Piping cord, metal components, rubber shoulder pad and wood.

Answer: All items components of the B-4 and Garment bag shall be listed on the Berry Amendment Certificate.
