USAFA PURCHASE DESCRIPTION
BAG, FLYERS CLOTHING, B-4, CADET
SCOPE.
This purchase description covers one type and size of clothing bag.
REQUIREMENTS.
First article. When specified, before production is commenced, a sample of the finished item shall be submitted or made ready for the contracting officer or his authorized representative for inspection. The approval of the pre-production sample authorizes the commencement of production but does not relieve the supplier of responsibilities for compliance with all applicable provisions of this purchase description. The pre-production sample shall be manufactured by the supplier in the same facilities to be used for the manufacture of the production items.
MATERIALS
Basic Fabric.
The coated cloth shall be 1050 Denier Ballistic Nylon, 13.5 oz per sq. yard, 2X2 basket weave with 1 oz. Urethane coating.
The liner (inside material) shall be 430 Denier type 6 - allied nylon Navy Blue in color, plain weave weight 5.38 oz. per sq. yard, reed width 66.6, end loom count 52X38.
Color.
The coated cloth (basic outside and liner) shall be Navy Blue in color.
Wood.
The wood supporting the handle shall be 1/4” Finland Birchwood (finished dimensions are 1/4” X 2 1/2” X 22” with cut corners)
Handle/Trim.
The material for the handle/trim shall be black man-made leather , 37 oz. per sq. yard, polyester/cotton blend base fabric, expanded thermoplastic coating with polyurethane finish .088
ga. thick.
Shoulder Strap & Pad
Strap approximately 1.5” wide with a 6X 2 ” Black Rubber Shoulder Pad.

Webbing.
The webbing shall be 840 denier Polypropylene .050” thick. The 1” web will be 2.8# ‘s/c yards, 23 pics, 74 ends, 12 binder yarns, tensile strength 600 lbs. The 1 1/2 web will be 3.9 # ‘s/c yards, 23 pics 110 ends, 18 binder yarns, tensile strength 900 lbs.
Puff Cord.
The cord stiffener for the outside “piping” shall be 1/8” polyethylene cord.
Thread.
The thread shall be Navy Blue in color bonded size 69 nylon (for the entire bag).
Zippers.
The zippers for the outside pockets shall be #7 polyester coil 5/8” width tape, and #7 polyester coil 3/4” width tape for main body. Zippers shall be #7 CF/DFL nickel sliders, and nickel top/bottom stops.
Rivets.
The rivets shall be 5/16” diameter head, 9/16” body, nickel plated.
Snaps.
The snaps shall be nickel 95-line snaps set (includes cap, socket, post and stud).
Assembly.
The bag shall be vibrated and assembled in accordance with the drawings and the provisions of this Purchase Description. In the event of a conflict between the drawings and this Purchase Description, the Purchase Description shall govern.
Stitching Ends.
Stitching ends shall be overstitched not less than one inch except where ends are turned under in a hem, are held down by other stitching or where stitching is performed automatically. When stitching such a box, box with cross-stitch, or straight line tacking are performed automatically, at least 3 more tying, overlapping or backstitches shall be used to secure the ends of stitching.
Thread Breaks.
Thread breaks, skipped stitches and bobbin run-outs shall be repaired by overstitching the breaks beginning at least one inch before the breaks and ending not less than one inch beyond the break.

Tension.
Thread tension shall be properly maintained so there will be no loose or excessively tight stitching. All thread ends shall be trimmed.
Metal Parts.
All metal parts shall be free from burrs or sharp edges that may cut.
Setting of Snap Fasteners.
The snap fasteners shall be secure set without cutting the surrounding cloth.
Replacing Defective Components.
At the time of cutting or manufacturing, components found to contain defects, which are classified as defects, shall be removed from production and replaced with nondefective.
Labels.
A removable paper ticket of regular commercial quality shall be affixed/attached to the bag reflecting the Cadet Issue Divisions stock number in Code 39 bar code and a short item description in plain text.
Workmanship.
The finished bag shall be clean and shall conform to the quality and grade of product established by this Purchase Description. The occurrence of defects shall not exceed the acceptable quality levels specified herein.

QUALITY ASSURANCE PROVISIONS
Responsibilities for inspection. Unless otherwise specified in the contract, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract, the contractor may use his own or any other facilities suitable for the performance of inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the purchase description where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.
Certificate of compliance. When certificates of compliance are submitted, the Government reserves the right to check test such items to determine the validity of the certification.
Inspections. Sampling for inspections shall be performed in accordance with ANSI-Z1.4, except where otherwise indicated hereinafter.
First article inspection. When required, the pre-production sample submitted in accordance with this purchase description shall be inspected as specified in Table I and Table II for compliance with design construction, workmanship and dimensional requirements.

End item examination. Bags shall be examined for conformance to dimensional requirements of the drawing and for satisfactory construction detail. The sample unit shall be one complete bag.
Classification of defects. Defects shall be classified in accordance with lists shown in Table I and Table II.
AQL’s and inspection levels. The inspection levels and acceptable quality levels (AQL’s) expressed in defects per hundred units shall be as follows:

Packing. Packing shall be Level C as specified
Level C. Bags shall be packaged in a manner that will afford adequate protection against damage during shipment for the supply source to the first receiving activity. Containers shall conform to Uniform Freight Classification Rules, as applicable.
