QUESTIONS AND ANSWERS
NORTHSIDE FIBER OPTIC CABLE INSTALLATION
FA670321R0004
8 April 2020
1. Currently most government agencies are asking for proposals to be submitted by email due to COVID-19. Would the Government consider allowing for email submission of the proposals?
Answer: No
2. If the Government will not allow email submission, in light of the fact that this proposal requires hard copy delivery and is currently due on April 5th, which is a Monday, would the Government consider extending Proposal due date until Wednesday April 7th so that we can send it on Monday, rather than on the weekend?
Answer: government will only be accepting proposals via the DoD SAFE. See changes in Amendment FA670321R00040001, Section L, Proposal Preparation Instructions paragraph B. As a result, the proposal due date has been extended to 23 April 2021.
3. RFP Attachment 3 (Specification) if identified as being for another Project ("Building 510 Repair Exterior and Interior"), and is not relevant for this project. Will the Government be providing a corrected Attachment #3?
Answer: Yes, the headers were removed that are not applicable to this requirement. All other information in the attachment remains unchanged and is applicable to the current requirement. If the contractor believes a different standard is applicable, they can provide it and the government will review.
4. The solicitation states: “Hard copies of the proposals shall be submitted in separate, tabbed, three-ring binders and one (1) electronic copy.” Was the requirement for a hard copy submission included in error? If not, given the current COVID-19 pandemic, specific state mandates and guidance against gathering in groups and being around people outside of your home, and the fact that many employees are working remotely (and therefore not in their closed offices to be able to print files), will the Government consider ONLY requiring electronic copies?
This has been revised to allow submissions through DoD SAFE. Please refer to the solicitation for updated guidance.
5. The solicitation states that if resumes are provided as documentation instead of a proposed plan, “all names must be redacted from resumes prior to submittal.” Confirm that offerors may include names in the organizational chart.
Names on organization chart are permitted. Names on resumes must be redacted.
6. Please confirm that offerors may submit completed Contractor Performance Assessment Reports (CPARs) instead of Past Performance Questionnaires for Part III – Past Performance.
a. PPQs are the preferred method of past performance evaluation to be submitted by the contractor.
7. Q&A and addendum show conflicting information on email submission Email submission of proposals will not be accepted. Submit proposals through DoD SAFE in accordance with the revised solicitation.
8. Page 46, Section L Paragraph D states: Financial Resources: Offerors shall submit a completed financial capability letter from their financial institution. (See attachment 5).
a. The file is named Attachment 5 but the document itself has “Attachment 04” as the header. Does the government want us to leave the header at 04 or will there be a new document issued?
This has been updated to “Attachment 5” to match the title of the file.
b. The instructions on the Attachment 5 (4) document state: “This sheet may be sent to the banking institution/s in regards to a determination of contractor responsibility as part of the evaluation for solicitation number FA670321R0004…” Please confirm that the Government is requesting the Banking Institute complete the form and Contractors should include the completed form in the Proposal (vs. providing the signed authorization for the government to request from the institute.)
The portion titled “to be filled out by contractor” will be filled out by the prime contractor. The portion titled “to be filled out by financial institution” will be filled out by the bank. Signatures and dates are required by the appropriate parties for both sections.
c. Part II Technical Paragraph a.i. requests the company provide information such as qualifications and experience of the company “owner.” As an Alaskan Native Corporation, our firm doesn’t have an easily defined “Owner”. We do, however, have General Manager/Project Manager who is signatory for the company and local to the Project. Can we assume that the General Manager is an acceptable substitution for owner, even if he may also act as the Project Manager?
Yes, a General manager/Project manager may suffice if they are the signatory for the company. The name of the individual responsible for the company must be disclosed in the proposal.
9. Will CAD files of the existing base be supplied for preparation of the ESPCP design? If yes, Will the CAD files have topographic and utility information reflected in the files? No, any available drawings will be provided to the contractor post award.
10. Will the collected GPS information require certification by a land surveyor? No but GPC location information shall have a join QA Check done.
11. SOW Section 2.7.2 states AF Form 103 and Georgia Utilities Protection Center permitting before any excavation activities...Will utility locating be provided or will this need to be done as a component (and cost) to the project? Utilities will not be provided, this will be the responsibility of the contractor. Coordination on this must be done through Base Civil Engineering 14 days in advance of digging activities.
12. The supplied sketch is basically a one line diagram, is there a more specific map showing the actual planned routing? A simple base map will be provided. In accordance with paragraph 1.0, the design is part of the scope of work as a turnkey solution.
13. Is there a requirement to field survey the planned routes prior to design? Yes, a site survey will be conducted after award. Please see requirements in paragraph 2.1.
14. Must the ESPCP have to be specific to each instance for the entire length of the project or can it be more descriptive (by general detail) of what is to be done while doing specific activities such installing manholes and excavating for installing the lines? ESPCP is required for land disturbances 1 acre or greater and should be specific. If the land disturbances from the project are below 1 acre, follow the State of Georgia Best Management Practices
15. Does the ESPCP have to be prepared and stamped by a licensed Professional Engineer? If an ESPCP is required, due to the amount of land disturbance, it should be prepared and stamped by a person holding a Level II NPDES certification (gray card holder).
