QUESTIONS AND ANSWERS

ISWM – REFUSE & RECYCLING

Question 1. Will the government allow the trucks park on base?

Answer 1. Yes - however all parked trucks must be empty and free of odor, dirt, debris, and pests.

This will be subject to coordination and approval with the CO and COR.

Question 2. Will the government provide a laydown yard on base?

Answer 2. Refer to Answer 1 and Answer 3. Please identify reason and size of area if a laydown yard is needed outside of these answers.

Question 3. Will the government provide a laydown for phase in?

Answer 3. Yes.

Question 4. Is the government reimbursing for disposal of MSW and recycling?

Answer 4. Disposal of MSW and Recyclable items/objects deemed unsuitable for recycling are covered by landfill tipping fees

Question 5. How many roll off pulls are there per month at 884 Industrial Dr?

Answer 5. There will be a total of four (4) roll offs at this time. They will be dumped as needed.

Refer to Table A3 of the PWS.

Question 6. Who is the current contractor and what is the worth of the current contract?

Answer 6. There is not a current contractor as this is a new combined requirement at Dobbins ARB.

Refuse Collection is being provided under contract FA670317C0004, awarded 28 July 2017, to Lane Services LLC in the amount of $110,174.37 for the base year.

Recycling Services is being provided under contract FA670317P0018, awarded 29 September 2017, to Nobis Enterprises, Inc. in the amount of $140,140.56 for the base year.

Question 7. How many unscheduled roll off pulls are there per month?

Answer 7. At most, the Government anticipates four (4) unscheduled roll off pulls per year.

Question 8. Is there a certain amount of spare 4 yds, 8 yds, 20 yds, and 40 yds the contractor is required to have on hand?

Answer 8. No.

Question 9. Does the government have a preference on style of the 8yds? Slants or straight tops with sliding door on each side?

Answer 9. Government preference is straight tops with sliding doors on each side.

Question 10. Does the contractor keep the proceeds of the scrap metal?

Answer 10. Refer to PWS para. 1.2 – Recycling Materials Processing. In lieu of providing a check to the government for the resale of recyclables, the contractor will credit the collection costs for recycling each month

Question 11. Will the government make another line item for recyclables, or included it in the MSW line? The price for dumping for recyclables (if contaminated) are a different rate than the MSW rate.

Answer 11. Disposal of recyclable materials that are deemed unsuitable for recycling are covered under landfill tipping fees.

Question 12. Does the government want a different color for the recycling cans?

Answer 12. As stated in PWS, para. 1.1.8, the contractor shall furnish blue containers for recyclable materials.

Question 13. Will the government hold a site visit for this above solicitation?

Answer 13. A site visit will not be held.

Question 14. Is there any change in scope in the solicitation compared to the current contract?

Answer 14. Yes. This is a new requirement for Dobbins ARB. See Question #6.

Question 15. PWS 1.4.1 – Will government allocate space onsite for contractor use to park its equipment and truck onsite and after hours?

Answer 15. Yes, refer to question #1. This also includes equipment. Both equipment and trucks parked onsite at Dobbins ARB are subject to coordination and approval by the CO and

COR.

Question 16. PWS 4.2 – Can government provide 30-day transition instead for a smoother transition for this contract?

Answer 16. Additional transition time can be granted if needed. Amount of time will be dependent upon date of contract award and start of services, 1 October 2020.

Question 17. In reference to submission of offers – Is there a page limit for technical proposal submission?

Answer 17. The page limit for technical proposals is 20 pages. The proposal should be clear, concise, and include sufficient detail for effective evaluation. Elaborate brochures, documentation, or detailed artwork are unnecessary and are not desired

Question 18. What is the reasoning and/or rationale for this solicitation to have such a limited term?

Answer 18. As this is a new requirement for Dobbins ARB, a determination was made to solicit the requirement for a base year with a six (6) month option to extend services. This will allow the Government to evaluate the viability and comprehensiveness of the new PWS.

Upon successful completion of this time period, the Government anticipates resoliciting the combined requirement for a base year plus four (4) option years.

Question 19. What is the contract number for the current contract for Integrated Solid Waste Management Refuse and Recycling for Fort Dobbins ARB?

Answer 19. This is a new requirement for Dobbins ARB. Refer to Answer #6

Question 20. Does the current contract in place include the same services and service levels as this solicitation, FA670320Q0007? If not, what are the differences?

Answer 20. The ISWM – Refuse & Recycling contract is a new requirement at Dobbins ARB. Refuse Collection and Recycling Services were previously performed under two separate contract vehicles.

Refuse:

The collection and disposal of MSW largely remains the same between the current and new contract. MSW will be collected from dumpsters/containers located in the same locations as the current contract following the same weekly schedule.

Recycling:

Significant changes have been made to the scope of work for Recycling Services. The most significant are as follows:

The current Recycling contract requires Contractor personnel to collect multiple types of recyclable materials from containers located within individual buildings at Dobbins ARB each week. This is not required in the new contract. Base personnel will be instructed to place recyclable materials in the appropriate contractor provided containers that will be monitored/emptied in accordance with the new PWS.

The current Recycling contract requires the contractor to maintain the Base Recycling Center. Under the new contract, the Recycling Center will no longer be operated by the contractor and it will be closed to base personnel as a drop off location for recyclables.

The management, storage, and disposal of universal wastes performed under the current recycling contract will not be performed under the new contract.
