SOLICITATION: FA670318B0001

RENOVATE SQUAD OPS FACILITY, BLDG. 732

AMENDMENT #1

ANSWERS TO POTENTIAL BIDDERS:

1. QUESTION: Who is the manufacturer of the demountable walls? What is their lead time and duration of install?

ANSWER: The Demountable Walls are part of the FFE package. The manufacturer called out on

ODS is Allsteel, Inc. The lead time and duration of install should be provided at time FFE is procured.

2. QUESTION: Can you provide specifications on the type of paneling that is to go on the elevator walls?

ANSWER: Paneling is identified as PLAM 1 on the Finish Schedule on sheet A601, which is

Wilsonart 7959K “Hampton Walnut”.

3. QUESTION: Can you provide the electronic copy of the AF Form 66 for 01560 spec document?

ANSWER: AF Form 66 is provided

4. QUESTION: Can you provide the electronic copy of the Hardware Schedule Form?

ANSWER: Please see Drawing A611 and IP 601 and specification 08 71 00.

5. QUESTION: Can you provide specifications on plumbing fixtures?

ANSWER: Plumbing fixtures are specified in section 22 00 00.

6. QUESTION: The Demountable Partitions are clearly provided and installed under a separate contract. Who is responsible for the Systems Furniture?

ANSWER: The Systems Furniture is part of the FFE package.

7. QUESTION: Please advise to the following symbols not listed on the legends for the electrical section on sheet EL101:

a.) There is a light type D "troffer" shaped like a rectangle. .....There is an additional circle shape labeled type D (that type has a note 5 - marked downlight)....... Please advise to the type of light D (circular) the owner needs priced.

b.) Please advise what $c indicates (not on legend) c.) Please advise what 'DS' in a box indicates (not on legend) d.) What type of fire panel is existing that the new devices will connect to?

ANSWER: a. See question 14 below.

b. See question 15 below.

c. See question 15 below.

d. The Fire alarm in this building is a new system. Please refer to FA drawings.

8. QUESTION: The IFB says that funding is not available for this project. How likely is that that funding will come available and when?

ANSWER: The funding statement in Block 10 of the SF 1442 is clear in its guidance. No guarantees.

9. QUESTION: Please provide an Asbestos Report for this building.

ANSWER: The environmental report has been provided.

10. QUESTION: During the Site Visit we saw a damaged awning outside Vestibule 1233. Will the demolition, repair or replacement become part of this project?

ANSWER: The demolition and replacement of the awning will be part of this project.

11. QUESTION: Please provide a location for a lay-down yard and for the construction trailer.

ANSWER: The lay-down area will be discussed during the Pre-Construction meeting.

12. QUESTION: First Floor Demolition Plan doesn’t clarify on type walls to be demolished. Per our site visit, there are some masonry walls. Could you please clarify the type of walls we are to demolish in the First

Floor Demolition Plan.

TM ANSWER: Walls in the original structure, below grid line A, are 6” or 8” CMU with a few exceptions. Corridor walls at Electrical 1243.1 and OPS Office 1239 are metal stud with gypsum board. The upper plan, above grid line A, is newer with mostly 3 5/8” or 6” metal stud with gypsum board. These walls do not extend to the roof deck. The fire stair and elevator shaft are 8” CMU.

13. QUESTION: On sheet EL101 it shows fixtures on column 1 marked as type “D”. Symbol shows them to be a round downlight. Per the fixture schedule the type “D” fixture is a 2x2 lay-in troffer. There is a total of (3) fixtures in this area. Please advise as to the correct fixture type.

ANSWER: This fixture should be the same as a type G but instead of a 40/10 lumen package it shall be a 40/30 lumen package.

14. QUESTION: On sheet EL101 it shows symbols Sc & DS. These symbols are not on the electrical legend.

Please advise.

ANSWER: The Sc is to be So and the DS is a daylight sensor that is to be compatible with the lighting control system provided.

15. QUESTION: Drawing A-101 / Note 8 – Please provide the existing elevator manufacturer to be able to adequately price the new interior paneling.

ANSWER: The elevator is OTIS

16. QUESTION: Drawing A-101 / Notes 9, 10, 11 – Please provide Civil Drawings showing the area to receive the new Concrete Stoop & Ramp, including any underground structures or utilities.

ANSWER: Contractor is required to complete AF FORM 103 – Work Clearance Request / Dig

Permit. Other Utilities may be present on-site.

17. QUESTION: Drawing A-401 – Please provide specifications for the lockers & benches.

ANSWER: Lockers and benches are part of FF&E and are defined on Item Code L-1 and L-2.

Furniture specifications will not be provided at this time.

18. QUESTION: Specification 12 21 00 – Please provide quantity and sized of the required window blinds.

ANSWER: Quantity and sizes can be determined from the plans and elevations. In the case of ganged windows, blinds shall span two units or approximately 8 feet with intermediate brackets as required.

19. QUESTION: Specification 08 87 00 – Please provide the specification for the Window Film, and on which windows this is to be applied. Please provide sizes of windows.

ANSWER: The only location for window film is on the two doors indicated in 08 87 00, 2.2.2.1.

20. QUESTION: Drawing A-503 / Detail 2 – Please provide quantity and sizes of solid surface window sills required.

ANSWER: Quantities and sizes are the contractor’s responsibility. All exterior windows are to receive solid surface sills.

21. QUESTION: Drawing A-611 / Note B / Details 7,8,9 – Please provide the specifications for the Sliding

Window.

ANSWER: Basis for Design product shall be C.R. Laurence (CRL) DW4200 Deluxe Sliding Window with locks and frosted glass.

22. QUESTION: Is the Mobile Storage in Room 1227.3 part of the FF&E package?

ANSWER: Yes.

23. QUESTION: Will Liquidated Damages be assessed? If so, at what amount/day?

ANSWER: Liquidated Damages are not associated with this requirement.

24. QUESTION: Is a QC Manager required on this project?

ANSWER: A QC manager is required

25. QUESTION: Is an SSHO required on this project?

ANSWER: An SSHO is required on this project

26. QUESTION: If QCM or SSHO is required may Superintendent perform multiple roles?

ANSWER: NO

27. QUESTION: A101 – Is key note #5 Mobile Storage System provide and installed by the owner?

ANSWER: Mobile Storage System is supplied and installed under the FF&E contract.

28. QUESTION: 2/A111 – What work, if any, is associated with the Reflected Canopy Plan?

ANSWER: The existing light fixtures are to be salvaged for reinstallation. See 2/A11, ED101, and

EL101.

29. QUESTION: IF101 – “Note: Alpha-numeric designations in circles reference the item-code index in the

FF&E.” Can the item-code index be provided? What items are furnished and installed by either the owner or the contractor?

ANSWER: Item Code Index will not be provided at this time. IP and IF drawings are part of FF&E.

The rest of the documents are base building contract.

30. QUESTION: Has the building been tested for hazardous materials?

ANSWER: See ATTACHMENT #8 - Environmental Survey

31. QUESTION: Will CAD drawing be available to successful contractor?

ANSWER: CAD drawings will be available

32. QUESTION: Has clash detection been performed?

ANSWER: The package has been coordinated within disciplines.

33. QUESTION: Is bypass of the RPZ required?

ANSWER: The question is not specific as to where and for what reason would a bypass for a back flow preventer apply or is indicated in the package. No response.

34. QUESTION: Is the elevator required to be connected to the generator along with return function?

ANSWER: NO

35. QUESTION: Is there a hazardous material survey available? If so please provide.

36. QUESTION: Does the building contain any hazardous materials such as asbestos or lead?

37. QUESTION: Please confirm that the demountable partitions, office furniture/equipment, lockers and benches are not part of the contract.

ANSWER: They are part of the FFE package.

38. QUESTION: Please confirm that the IP and IF drawings are not part of the contract and are for reference only. The drawings will be government supplied and installed.

ANSWER: IP and IF drawings are for reference only

39. QUESTION: Is the contractor responsible for removing the existing furniture, office material, equipment, and electronics?

ANSWER: Yes all remaining items shall be disposed of by GC.

40. QUESTION: Are the IF drawings of the Furniture for "Reference Only"? There is no specifications or documentation to indicate this is part of the proposal.

ANSWER: Yes

41. QUESTION: Note A on the IP drawings indicates that the Demountable Partitions and associated doors are in the FFE package to be furnished and installed by the Government. GC is only responsible for lock cores along with power and data terminations. Please confirm.

ANSWER: Correct, as indicated in Note A, Note D, and Note E on IP101.

42. QUESTION: Per Note A on the IP, demountable partitions are in FFE package provided by the government. Therefore, Window A & Window B openings along with window counter detailed on IP601 shall be a part of the FFE package also? Please confirm.

ANSWER: Window A is part of FF&E package. Window B is supplied and installed by GC per notes under Window Types on A611 and 1/IP401.

43. QUESTION: The specifications book does not include a commissioning specifications section. Would you please provide that information? Specifically, we need to know the scope of services and commissioned systems.

ANSWER: See Specifications: 23 08 00.00 01 Commissioning of HVAC Systems.

44. QUESTION: Identify where Bituminous Dam proofing is to be applied.

ANSWER: See Specifications: 23 08 00.00 01 Commissioning of HVAC Systems.

45. QUESTION: Please provide specifications for lockers.

ANSWER: See Specifications: 23 08 00.00 01 Commissioning of HVAC Systems.

46. QUESTION: Please provide information regarding cam-lock style quick disconnects at the automatic transfer switch (ATS) for load bank testing.

ANSWER: Cam-lock connects should be properly color coded for US AC power circuit wiring color codes.

Reference UFC 3-540-01 Change 1 (24 October 2017): Appendix E: paragraph, E-2.2 Single-Pole (Cam-Lock style) Connectors.

Connectors must meet this requirement.

47. QUESTION: Drawing FA-100 shows Monaco Fire Alarm equipment; the specifications do not call out a specific manufacturer for the FA equipment. Can an alternate manufacturer to Monaco be used that will tie in to the Monaco system?

ANSWER: The Dobbins Design Guide is applicable to this project (see Attachment 14). Per the Dobbins Design Guide section 6.3.1 Panel, The Dobbins ARB standard is a Monaco brand alarm panel
