FA6703-17-B-0001 Amedment 2

Repair Small Arms Range, B-1007 3 April 2017

1. QUESTION: What is the government’s requirement for onsite management for this project? Will one superintendent be sufficient or will additional management personnel be required to be onsite?

ANSWER: Refer FAR contract clause: 52.236.6 and to Specifications Section 01010 General requirements 3.16.6 that requires a Quality control plan to be submitted. Normally a site superintendent/QC/safety are required on most government construction contracts. However ensure compliance with the stated references (MSH). 3/22/2017

2. QUESTION: Is the existing and patched concrete surface to receive any type of epoxy or sealant finish? If so, please provide the finish floor system required.

ANSWER: Refer to: plans section sheet A101 Floor plan Key notes: Note #8 and to specifications section 09 96 00 Pg. 2 (2.2.1) other than stripping for firing positions stripping no other coatings for concrete noted. Ensure compliance with MPI (MSH). 3/22/2017

3. QUESTION: Per specification section 10 44 16, Fire Extinguishers, it notes that these will be shown on the drawings for locations but they are not shown. Please provide locations for the fire extinguishers.

ANSWER: Per plans sheet A101 refer to Note # 10 lower right corner of page see note 10 at firing line with note denoted / Refer to plans sheet A401 detail 4A401 control booth. Also as per specifications 10 44 16 para 2.1.1 state must comply with NFPA 10 / and provide qualities in compliance with NFPA 1 NFPA 101 and 29 CFR 1910.157 also refer to 3.13 of specifications

4. QUESTION: Will the existing interior concrete wall require any type of sound or bullet deflective coating for this project? If so, please provide specifications and system required for this work.

ANSWER: Not specified on the or in the specifications / plans or scope (DS). 3/23/2017

5. QUESTION: Other than the pre-engineered steel frames and columns noted per drawing A301 to receive an epoxy coat finish, is there any other areas that are to receive the epoxy finish system?

ANSWER: See spec section 13 34 19 for roof panels (DS). 3/27/2017

6. QUESTION: Per discussions with the bullet trap and baffle system companies, the lead time for fabrication of the bullet trap is approximately 12 weeks from submittal approval and an additional five weeks for installation for the bullet trap and baffle system. Based on that timeline, this will only leave two weeks for project testing, inspections, punch list correction, final cleanup and restoration. Please consider allowing 210 calendar days for construction or providing NTP once the bullet trap submittal is approved in order to have time to provide submittals, government review, fabrication, delivery, and installation of the bullet trap system.

ANSWER: CE has no objection (DS). 3/28/2017

7. QUESTION: Per drawing A301, will the government be responsible for installing the target retrieval system or will the contractor be responsible for this? If the contractor is responsible, please provide additional information and drawings for the system required for this work.

ANSWER: No target retrieval system will be installed (MSH). 3/22/2017

8. QUESTION: Please provide the geotechnical report stated to have been performed by Georgia

ECS per drawing S001, Foundation notes 1.01. Also, will the contractor be required to perform their own geotechnical survey for this project?

ANSWER: Geotechnical report will be provided as eluded to in the “General Notes for helical pier foundation. However it is the contractor’s responsibility to ensure the report is reviewed for bases of design as noted in 1.01 A (MSH). 3/23/2017

9. QUESTION: Will the government want to retain any of the removed materials per the RFP documents or is the contractor to remove and dispose of all materials off base?

ANSWER: Yes, contractor is to remove or dispose with the exception of the control booth, however refer to specifications section 01560 3.7 with regards to hazardous waste and landfill

/recycle materials also see note D on plans sheet AD101 with regards to bullet trap removal.

Sheet AD301 states to see note C this is a typo.

10. QUESTION: Per the site visit, there appears to be several areas of the existing concrete perimeter wall to have substantial vertical cracks. Will the contractor be responsible for repairing the existing cracks on the concrete wall?

ANSWER: AD 301 Detail #3 for demolition areas (DS). 3/24/2017

11. QUESTION: Per the demolition plan on drawing C101, it is noted that the contractor is to prune or remove the trees on the west side of the facility. If the trees are removed, will the contractor be required to remove the stump of the tree as well or is just cutting the tree at the base acceptable?

ANSWER: Remove stump if it interferes with footing, piles or passageway (DS). 3/27/2017

12. QUESTION: Will the contractor be allowed to use some of the parking lot for our temporary trailer and staging area?

ANSWER: Due to range closure a limited area of the parking area can be used by the contractor for staging and a temporary trailer. However the office building will still be occupied by Air force personnel and the areas used will have to segregated form the parking for the staff, All areas must be coordinated with LGC/CE also any disturb areas must be placed back or made whole as was previous found prior to disturbance. Contactor shall also be allowed to use “Dead Runway” area for a possible lay down area for large materials

13. QUESTION: Per general note A on drawing AD101, what are the barricades that are to be removed?

ANSWER: Wood target holders (DS). 3/24/2017

14. QUESTION: Per general note A on drawing AD101, what are the barricades that are to be removed?

ANSWER: See #13

15. QUESTION: Will the contractor be responsible for paying temporary water, electric, and sewer utility fees during construction?

ANSWER: (NO) however connection to a fire hydrant for onsite use of water to fill tanks etc. must be done with a back flow prevention in place, connection to any water source must be done with coordination and ensure cross connection contamination is protected.

Temporary power must be coordinated with GA power and cost of connection and temp pole is the responsibility of the contractor. Sewer connection may not be available, so portable facilities or tanks for a construction trailer will be the responsibility of the contractor. Also refer to specifications 01010 3.5 Sanitation and 3.6 Page 2 of 6 and 3 of 6

16. QUESTION: Is there any requirement to pressure wash or any other type of cleaning of the existing concrete slab or existing concrete walls?

ANSWER: Floor joints per specification 07 92 00; 03 30.00 10 repair of weak surfaces (DS).

17. QUESTION: Is the intent of the range to be used as a Static Firing Line?

ANSWER: Yes (DS). 03/23/2017

18. QUESTION: The requirements for the Helical piles state the pile subcontractor is responsible for the design. We will need geotechnical report and boring samples before the bid to meet this requirement.

ANSWER: Yes, Refer to question #8 answer (DS). 3/23/2017

19. QUESTION: On page A101 of the drawings, item 3 states that the slab is to be demolished and replaced where the base of the new bullet trap will go. However, other pages seem to point to that part of the concrete not being demolished. Please confirm that slab under existing bullet trap is to be demolished.

ANSWER: Refer to plans sheets S301 and S303; to be demolished (DS). 3/23/2017

20. QUESTION: In the ETL, there are some guidelines to prevent lead ammunition dust / debris from draining into the environment. No visible measures were observed to be in place, and I did not see any being built / installed according to the drawings. Please clarify that no modifications are needed to the existing drainage system with respect to lead containment.

ANSWER: Design does not address any change, but S101 notes not to damage existing area drains (DS). 3/27/2017

21. QUESTION: Does this building currently contain any lead based paint?

ANSWER: There is no record of testing for lead based paint (DS). 3/27/2017

22. QUESTION: Has lead based or frangible ammunition been primarily used at this range in the past?

ANSWER: Primarily Frangible (DS). 03/23/2017

23. QUESTION: Is there a geotechnical report available?

ANSWER: Yes refer to question #8 (MSH). 03/23/2017

24. QUESTION: Are there any special requirements for a general contractor to be able to bid, beyond being a small business and having appropriate bonding?

ANSWER: Must be a small business, able to bond the project and be determined responsible per FAR Part 9 (LGC). 03/28/2017

25. QUESTION: If subcontractors need to see the site to give an accurate bid or clarify site conditions, would another site visit possible before the bid date?

ANSWER: Only one site visit will be held (LGC). 3/28/2017

26. QUESTION: On sheet S102, of the drawings a note states that "All steel supporting baffle plates shall be galvanized.". This is fairly ambiguous, so please clarify exactly what parts need to be galvanized.

ANSWER: All hardware and supports, except baffle plates shall be galvanized (DS).

27. QUESTION: The slab is very uneven across the range from one side of the current bullet trap to the other. Since a new slab is being poured under the new bullet traps, the traps themselves can be made level. However, the mouth of the bullet trap will extend out so far that it will reach the unlevel part of the slab. The trench cut into the concrete to hide the edge of the mouth steel plate can cover some of this, but there may be instances where the bottom plate of the mouth will not be flush with the slab due to existing concrete grades. Is this a concern?

ANSWER: Yes refer to detail 5/A502 for trench requirements for leading edge of ramp.

28. QUESTION: What certifications are required for the steel erector?

ANSWER: Refer to specifications 13 34 19 para 1.6.4 page 11 (DS). 3/23/2017

29. QUESTION: The ETL shows “Partially contained range: This range has a covered firing line, side containment, overhead baffles, and a bullet backstop. Direct fire is totally contained by the firing line canopy, side containment, baffles, and bullet trap (no “blue sky” observed from firing positions).” An assumption is made that this is a single firing line range and that no current or future training on this range (as designed) involves moving forward of the static single firing line.

Is that a correct assumption?

ANSWER: Yes (DS). 03/23/2017

30. QUESTION: The ETL shows “Ambient noise levels at the firing line shall not exceed 85 dBA.

Short-duration noise such as gunfire will exceed the 85 dBA level and may be as high as 160 dBA. Reflective surfaces in a range will reverberate noise during firing, extending the decay rate of the noise. Long decay rates (>1 second) will require the engineer to treat the noise not only as impulse (peak pressure considerations) but also as continuous noise. Therefore, sound-absorbing materials should be used to reduce the reverberation rate to below 1.5 seconds.” Is it the government’s intent to meet this ETL requirement on this project even if it is a single firing line only?

ANSWER: No (DS). 03/23/2017

31. QUESTION: Is the current electrical service to the site adequate for the electrical being added?

ANSWER: Yes, no change to the transformers are required per GA power determination

03.14/2017 however the plans show detail and notes on sheet ES101 that require coordination with GA power for connection to transformer. (MSH) 03/24/2017

32. QUESTION: Will all existing bullet trap debris be disposed of off site by the contractor, or does the base have to keep any hazardous materials on base?

ANSWER: By contractor refer to 01560 para 3.7 and 3.7.4.2.1 (DS). 03/23/2017

33. QUESTION: Section 1.4.1 – Please Clarify - Manufacturers Qualifications – needs more definition.

ANSWER: Provide which specification? If 11 97 50 is being referenced per 1.4.1 five (5) years of experience is required for manufactures qualifications is required also refer to 1.4.2 of specification 11 97 50 (MSH). 03 24/2017

34. QUESTION: We need a soil report so that we can look at the borings. We are not allowed our usual overage clause when bidding this job and do not want to guess

ANSWER: Refer to Question #8 will provide (DS) 3/23/2017

35. QUESTION: Is there a safety and/or quality control personal required besides the superintendent? If so, can either one be the superintendent as well?

ANSWER: Refer FAR contract clause: 52.236.6 and to Specifications Section 01010 General requirements 3.16.6 that requires a Quality control plan to be submitted. Normally a site superintendent/QC/safety are required on most government construction contracts. However ensure compliance with the stated references. Nothing prohibits superintendent as being site safety as long as they have the required training. (MSH) /3/22/2017

36. QUESTION: What planting is required for this project? Is it just the areas that have been disturbed during the construction period?

ANSWER: Disturbed or damaged area. See specs & drawings. (DS) 03/23/2017

37. QUESTION: Section 11-97-50 Bullet Containment System. 1.2 Equipment - This section states that no Armor Piercing rounds are to be used, yet it appears to allow for the M855A1 round.

Please clarify. If the M855A1 is to be used, how many rounds will be fired per year?

ANSWER: Due to the SDZ limitations of this range, only frangible ammunition will be used.

However bullet containment system must still meet the required design as stated.

38. QUESTION: Section 11-97-50 Bullet Containment System. 1.7 Warranty - A 2-year warranty is required for this project. To be accurate in providing proposals, it is important that we understand the number of rounds anticipated to be fired on this range over a specific period of time. Also, if that number can be specific to any 5.56mm and 7.62mm usage as well.

ANSWER: Approx. 100,000 rounds per year of frangible ammunition. Combination of 5.56 and 9mm. (DS) 3/28/2017

39. Can the government identify and/or specify “waivers” that are in place for this project that would exclude certain ETL acoustic coverage for this project? Specifically related to ETL 11-18. The specifications nor the drawings show ETL acoustic coverage on the existing concrete walls, above the new ballistic ceiling system, or other locations that the ETL typically requires for a new system. Full acoustic coverage per the ETL would cost an extreme amount but these items are not shown in the drawings or specifications for this project.

ANSWER: Ballistic tile is shown on horizontal baffles and ceiling above shooter (DS).
