Performance Work Statement Project # RVKQ19-7000NR
Tree Removal and Tree Plantings Niagara Falls Air Reserve Station, Niagara Falls, NY
13 September 2019
I Project Objective
A. Remove and dispose 50 trees and plant 40 trees within the improved grounds at Niagara Falls Air Reserve Station (ARS).
II Project Description
A. This work involves the cutting and removal of 50 trees of various diameter, height, health, and location. This work also involves the removal the tree stumps and roots within the drip zone of the trees. All debris generated from the tree cutting, stump removal, and root removal shall be disposed of off-base at waste facility as part of this work. The waste facility must be able to accept tree debris that may contain material infected by the Emerald Ash Borer. The work also includes the ground restoration of tree, stump, and root removal areas. Finally, the work also includes the planting of 40 trees at designated locations within the improved grounds.
B. SCOPE OF SERVICES:
B.1 Data and Map Review: review the December 15, 2017 Tree and Shrub Survey Map and the NFARS Tree Survey List for tree removal locations included as Attachments 1 and 2, respectively.
B.2 Tree Removal: the 2017 Tree and Shrub Survey identifies the removal and location of the 50 trees. The trees vary in diameter from 4” dbh to greater than 27” dbh. Height range estimates for these trees vary from less than 15 feet to greater than 75 feet. See the attached NFARS Tree Survey Form for the tree specific details.
B.2.1 the contractor shall provide all tools, materials, labor, and equipment necessary to remove and dispose the removed trees from NFARS. The contractor shall also provide any traffic control, safety, and security around the tree removal sites. A plan shall be submitted to the 914 ARW/LGC that explains how any work adjacent to or effecting any road traffic, building access, or facility operations will be managed by the contractor.
B.2.2 the work includes the removal all tree stumps and roots within the drip zone of the trees. The tree stumps and roots shall be removed by the use of a stump grinder capable of removing wood to six (6) inches below the surface of the soil.
B.2.3 the Contractor shall cleanup soils and debris in roadways continuously daily.
B.3 Waste Disposal: the contractor shall make all arrangements for the transportation, delivery, and disposal of all debris generated from this project. All debris generated from this project shall be disposed according to New York State Department of Environmental Conservation regulations for trees infected with the Emerald Ash Borer. The contractor shall provide a description of the method and location of disposal. The approximate weight of the debris shall be provided to the 914 ARW/LGC at project completion.
B.4 Site Restoration: restoration includes the removal of all debris generated from the work, the addition of topsoil to establish the original grade, and grass seed in order to establish a permanent cover. The Contractor shall minimize damage to areas outside of the tree removal areas. If soils are disturbed while accessing trees, these areas shall be restored also to pre-construction conditions. Soil stabilization material shall be added to the seeded area in order to reduce erosion and sediment runoff off from the disturbed site. Hydroseed or other equivalent binding agents are acceptable. Straw or other loose materials that could become airborne are not permitted. The contractor shall provide specifications for topsoil, seed, and hydroseed for review as part of the submittal to the 914 ARW/LGC. The contractor shall provide a written statement giving the location and the properties (quality) from which soil is to be obtained.
B.4.1 Seed mixture shall be: A seed mixture of 40-percent Kentucky bluegrass, 40 percent tall fescue, and 20 percent annual ryegrass (Lolium multiflorum) shall be used.
Aroostock ryegrass can be substituted for annual ryegrass for late fall or early spring plantings. The seed mixture shall contain a minimum pure live seed content of 70 percent. Seed will be distributed evenly with a broad case spreader, drill, or hydroseeder at a rate of 2.75 pounds per 1,000 feet.
B.5 Tree Plantings: plant forty (40) 2.5 caliper Cleveland Flowering Pear Pyrus calleryanna (‘Cleveland Select’) at designated locations within the improved grounds included in Attachment 3.
B.5.1 Minimum Planting Hole Size: Trees shall be planted in holes three to five times wider than the diameter of the root ball or spread of roots. The roots will have room to spread out and establish well if digging and backfilling have loosened the soil. The depth of the holes shall be as is necessary to accommodate the roots so that when the tree is placed therein it will not be necessary to raise or lower it to bring it to the proper finished grade. Soil shall be tamped in the bottom of the hole if it has been disturbed.
Roots of bare rooted plants shall not be matted together, but arranged in their natural position with soil worked in among them.
B.5.2 Positioning: Remove all twine or rope from the branches of the trees before positioning to determine the true shape of the tree, and adjust accordingly. Check final alignment of the tree in the pit just prior to backfilling. Set each plant with the same relationship to finish grade as it bore to the ground from which it was dug. Allow for normal settlement of the backfill material.
B.5.3 For Balled and Burlapped trees. Remove all ropes, string, or wire from root ball just prior to backfilling. Remove Burlap from top 1/3 of ball, if treated with a preservative remove as much as possible. Each plant pit should be watered immediately after finishing backfilling. Initial watering should continue until bubbles cease to rise in the watering basin. After water has soaked away, top dressing shall be added to planting pits to eliminate all holes, sunken areas, etc. caused by the soil settlement.
B.5.4 Staking: staking must be done very carefully with a broad, soft strapping material such as woven belt fabric. Drive two stakes into the ground just outside the perimeter of the planting hole. For each stake, attach one end of the strapping material to the tree at the lowest practical level to maintain it upright and fasten the other end to the stake.
B.5.5 All plants shall be well protected against damage and drying out from the time of digging until they are planted on the site. All trees shall be guaranteed to remain alive and healthy for a minimum of twelve (12) full months.
C. PROJECT SCHEDULE AND DELIVERY REQUIREMENTS:
C.1 The contractor must sign in Building 403 daily prior to performing work. Work can be performed between the hours of 7: 15 AM and 4:00 PM, Monday through Friday, excluding Federal holidays.
D. PERSONNEL
D.1 The contractor shall assign a principal or key employee to serve as the project manager. The manager shall oversee the coordination of the entire project and shall be capable of administering all instructions from the 914 ARW/CEV.
D.2 All work shall be coordinated through the 914th Base Civil Engineering Office, Building 403..
E. SUBMITTALS
E.1 The Contractor shall obtain the proper dig permit clearance for tree removals and plantings by NYS Dig Safely and submitting an AF Form 103, Base Civil Engineering Work Clearance Request (aka. dig permit) through 914 MSG/CE. An AF Form 103 can take up to 3 weeks for approval.
E.2 Plan: The contractor shall submit to the 914 ARW/LGC an electronic copy of a plan for review and comment as described in paragraphs B.2.1. The contractor shall include specifications of the topsoil, seed, trees, and hydroseed to the 914 ARW/LGC for review and approval.
F. GENERAL REQUIREMENTS AND STANDARDS:
F.1 Prior to accomplishment of any field work, contractor personnel must attend a pre-construction meeting on base. At this pre-construction meeting, the contractor shall receive a briefing by various offices on base to include Safety, Security, Fire Department, etc. The contractor and its agents shall coordinate with the 914 Security Police to obtain the necessary clearances for proposed work.
F.2 The Contractor shall warranty the newly grassed areas and planted trees for 1 year after project completion. The Contractor will have access to water on base at no cost. The Contractor shall supply a backflow prevention device to access water via fire hydrant and coordinate with the base Fire Department on a daily basis when water is needed.
G. PERFORMANCE PERIOD:
G.1 The Government proposes the following performance period: 1 October 2019 – 30 June 2020
