8) CLIN 0009 requests a unit price of “1 lot” for Unscheduled Items Pick-up and Events.

Section 1.1.3.1 of the PWS refers to the workload in Appendix A as 1 container placement. Is CLIN 0009 designed to document the cost of a single 8 yd container delivery, pickup and disposal? Or, is CLIN 0009 establishing a not-to-exceed 12-month price for any and all unscheduled pick-ups and special events regardless of number of 8 yd containers needed during a year?

Answer: Exhibit A has an estimated quantity of 30 repositions and 30 empties. This is the basis of both your quote and the CLIN Funding. It is an estimate for Government purposes and is not a guaranteed amount.

9) If CLIN 0009 is intended to be a not-to-exceed 12-month price, how many special events are there each year, and how many 8 yard containers are needed for each event? For each event, how many times will each container need to be emptied?

Answer: Last year’s event was the Air Show. We repositioned containers on the base so no additional containers were used on base. The containers were emptied once at the end of the event. Due to current conditions we anticipate the Air Show might be cancelled. So this additional service may not be used at all.

Answer: Yes

12) The unit for CLIN 0014 is “1 Lot”. Is the definition for this unit equal to one ton, allowing the unit price to be the Landfill Tipping Fee per ton?

Answer: The tipping fee is a pass through cost. The contractor must estimate the yearly total for tipping fees by checking the fees at their desired landfill.

To include 12 international waste fees per year. The amount quoted on CLIN 0014 will be the total for 1 year of all tipping fees.

13) Are we correct that the only base period CLINS to be completed and returned are CLINS:

0001, 0009, 0010, and 0014?

Answer: Yes, these are the only CLINS being quoted. CLINS 0002,0003,0004,0005,0006,0007,0008,0011,0012and 0013 are reserved and not to be quoted.

14) Was the previous contract ISWM?

Answer: No, this contract is for solid waste, the recycling is handled on base at this time.

15) Daily collection what is daily 5 or 6 days?

Answer: Daily collection is 6 days.

16) Is there a provision for landfill escalation fees?
