ELMR Site Manager Questions and Answers #1
1. Question: What is the submission criteria? Email? Hard Copy? or either way is acceptable? If it’s an email which email-id you want us follow while response? Please confirm.
Answer: Please see Block 28 on Page 1 of the solicitation which states that you are to provide the original documents and 2 copies to this office.
2. Question: Regarding Solicitation FA6643-15-R-0019, due 7/22, could you please remove the Small Business Set-Aside designation?
We are a small business and we plan to work on this project in conjunction with Motorola.
Since there are items proprietary to Motorola we cannot guarantee that we can do 51% of the work all the time. Nor any other small businesses can guarantee that; therefore, we're asking for the SBSA to be removed. We'll be able to respond to an unrestricted solicitation. If awarded Government will still be able to claim Small Business credit.
As long as this is a SB set aside we cannot bid even though we are SDB & EDWOSB. Thank you so much.
Answer: The Government conducted market research in accordance with (IAW) FAR Part 10 and it was determined that there is a reasonable expectation of receiving offers from two or more qualified small businesses. As a result of the market research the decision was made to set this requirement aside for small business IAW FAR 19.502-2. The Government will not remove the small business set-aside from this requirement.
3. Question: Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
Answer: This is a new requirement. There is no contract history to provide.
4. Question: According to the Solicitation document the Proposals are due at 4 PM on July 27, however on FBO it says the response due date is 11:59 PM ET on July 22, 2015. Can you confirm which date/time is correct.
Answer: The correct date is 22 July 2015 at 4 pm EDT. An amendment to the solicitation will be posted to FedBizOps. Additionally, the response time on FedBizOps will be corrected.
