PWS
PERFORMANCE WORK STATEMENT
FOR
AIR FORCE RESERVE COMMAND
ENTERPRISEWIDE LAND MOBILE RADIO SYSTEM
LONG-TERM SYSTEM MANAGER SERVICES
May 2015
1.0 INTRODUCTION
1.1 Background. Air Force Reserve Command (AFRC) requires a system manager to provide support for the AFRC Enterprise LMR (ELMR) system, hereafter referred to as “the system.” The system utilizes Motorola Project25 (P25) trunking standard equipment, features and functions, Advanced Encryption Standard (AES) encryption, Over-the-Air Rekeying (OTAR), and Over-the-
Air Programming (OTAP).
1.2 Organization. The AFRC organization with primary responsibility for this requirement is HQ
AFRC Directorate of Communications (A6), Plans & Programs Division.
1.3 Scope. The general scope of the requirement is system administration, troubleshooting, optimization and sustainment of the AFRC ELMR system. The Contractor shall respond to all outages during the hours of 8 a.m. and 5 p.m., Monday – Friday (local time), excluding holidays
(defined in PWS paragraph 7.2). System management duties are defined in paragraph 3.1.
1.4 Period of Performance. Performance shall commence at date of award for a one-year basic period with four annual option periods.
1.5 Place of Performance. The Contractor personnel shall perform primarily from Dobbins ARB, GA. with occasional trips, if needed, to the following sites listed below.

1.6 Personnel Qualification. The Contractor shall provide personnel certified to perform System Administration, Maintenance and Service tasks on the major components of the equipment/systems integrated into AFRC’s ELMR System. The system manager will have a minimum of 3 years’ experience in the Trunked LMR maintenance field with specific experience in field support of the following:
1. ASTRO 25 technology
2. Project 25 technology
3. AES
4. OTAR
5. Dispatch console systems
6. Project 25 subscriber radios
7. System fleetmapping
8. Computer skills in all applicable databases and products
2.0 REFERENCE DOCUMENTS

2.2 Guidance Documents. The following documents are provided as reference in the performance of the requirements set forth in the PWS. None
3.0 SPECIFIC TASKS
3.1. Duties/Functions.
The System Manager, at a minimum, is ultimately responsible for and may perform or coordinate the following duties/functions during the contract period:
1. Assist in coordinating service activities and ensure compliance of system service provided under contract.
2. Ensure outages/maintenance issues unable to be resolved at system manager level are escalated to Motorola System Support Center (SSC) within three hours.
3. Document action items pertaining to the maintenance and management of the system.
4. Determine the appropriate course of action when a system anomaly or problem that affects the normal operation of the system is reported or detected.
5. Inform points of contact of the progress and an estimated period for issue resolution.
6. Remain involved until the issue is resolved and points of contact have been notified of the outcome.
7. Oversee site maintenance requirements
8. Oversee infrastructure preventive maintenance activities.
9. Manage infrastructure emergency repair efforts and escalation procedures.
10. Ensure that accurate maintenance records and service history statistics are kept for the system.
11. Review service information and quality reports generated by the system service database.
12. Consult with AFRC/A6XP in the development and implementation of Standard
Operating Procedures which covers the policies and procedures associated with the use of the system.
13. Conduct regular monthly meetings with AFRC technical supervisors and/or user groups to review system and service support performance and address technology and/or operations issues that surface. Meetings will also give the System Manager an opportunity to inform AFRC points of contact of any changes to their system or its operation.
14. Provide AFRC/A6XP with updated service information, training and engineering assistance, and computer resources.
15. Evaluate, incorporate, and update all system training content and materials as required by new applications and as departments are added.
16. Work with AFRC Joint Frequency Management Office resources to evaluate, monitor, and assist in frequency management to ensure AFRC has frequency resources available to meet current and long term requirements.
17. Notify appropriate AFRC personnel regarding complex system issues.
18. Provide system activity, performance, and quality reports from the system service databases as applicable for the system.
19. Oversee the implementation of all system upgrades performed to insure total continuity and minimal system impact.
20. Maintain and coordinate action plans for system software and radio programming, as well as technology planning and system use.
21. Review all Motorola software, hardware, and firmware upgrade announcements and programming templates for their applicability to the AFRC LMR system. If it is determined that the upgrade or the programming template can enhance or expand the operation or performance of the AFRC system, the Technical Assistant will bring the upgrade to the attention of the appropriate AFRC points of contact.
22. Periodically meet with AFRC points of contact to discuss the developments pertinent to AFRC.
23. Participate and facilitate with test plans, verify procedures, and document results for
AFRC if any product reviews or tests occur.
24. Evaluate the current state of operations, equipment capabilities, system usage and changes under consideration.
25. Facilitate the adoption of revised support service processes.
26. Provide any input requested by AFRC to allow the Military to respond to community, political, and strategic impact decisions.
27. Participate in joint strategic and operational planning sessions annually between
AFRC and Motorola staff.
28. Provide equipment failure trends.
29. Coordinate third-party vendor activities, suppliers, and site oversight.
30. Assist with disaster planning and response efforts related to the radio system.
31. Assist AFRC to plan for its system operations and procedures while responding to disasters. During disasters or other emergency situations, assist in the deployment of equipment and work within AFRC emergency procedures.
32. Provide monitoring of system alarms and identify appropriate courses of action/maintenance needed to dismiss alarm.
33. Perform all subscriber programming, coordinate efforts to add/delete radios from network infrastructure.
34. Perform Quarterly Rekeys to all subscriber radios.
35. Provide end user training on Subscriber Use, Network Management Terminal, Playback, MCC7500 Consoles, OTAR/OTAP Client use.
36. Provide monthly status reports to include description of tasks completed and or significant events. Report will also identify any problems or delays with recommended solutions.
37. Create/Manage user accounts and talkgroups

4.0 QUALITY ASSURANCE
4.1 General. The Government will review the Contractor’s performance under this contract as specified in the Quality Assurance Surveillance Plan (QASP). The QASP provides a structure for
Government surveillance of the Contractor’s performance to ensure it meets the performance standards set forth below. Surveillance methods may include periodic surveillance of the
Contractor’s performance, periodic reports and briefings provided to all levels of leadership. The
QASP establishes roles and responsibilities of the Multi-Functional Team (MFT), procedures for assessment/inspection, and process for continuous oversight. The Contractor is responsible for implementing and providing performance that meets, at a minimum, the performance standards set forth below using its Quality Control Plan.
4.2 Contractor’s Quality Control Plan. The Contractor shall prepare a Quality Control Plan
(QCP) that includes, at a minimum, the performance standards identified in the table at PWS
Paragraph 4.3 and a the Contractor’s approach to managing Quality Control, including proactive identification and mitigation of cost, schedule and quality issues, while ensuring the work products are technically sound. The Contractor shall provide the QCP in accordance with PWS paragraph
5.1.1.
4.3 Performance Standards Table. The table below identifies the performance standards that will be measured by the Government. The Contractor shall have these elements as part of their Quality
Control Program and may have others, as necessary, to meet Contractor quality standards.

5.0 DELIVERABLES AND REPORTING
All deliverables shall be submitted to the AFRC/A7KA CO and AFRC/A6XP COR, unless otherwise stated below. The following deliverables shall be submitted in a professional manner and marked with the prime contractor's letterhead. All deliverables shall be submitted by e-mail or on
CD-ROM, whichever is more appropriate, as determined by the HQ AFRC/A6XP COR. The
Government uses Microsoft Office products and pdf format.
5.1 Technical Deliverables & Reporting.
5.1.1 Quality Control Plan. The Contractor shall submit a QCP within ten days after contract award in accordance with PWS paragraph 4.2 to the AFRC/A7KA CO, AFRC/A6XP COR and
AFRC/A7KO Quality Assurance Program Coordinator (QAPC) for review and comment. The
Contractor’s format is acceptable. The Contractor shall incorporate the Government comments and submit a final QCP for approval within ten (10) days after receipt of comments. The AFRC/A7KA
CO will incorporate the Government approved QCP as an Attachment to Section J of the basic contract.
5.2 Management Deliverables & Reporting.
5.2.1 Monthly Status Report: The Contractor shall prepare and provide a Monthly Status
Report (MSR) and deliver it with the monthly invoice. The MSR documents the status of Contractor effort towards achieving contract objectives. The Contractor’s format for the MSR is acceptable.
The MSR content shall include a Summary, Future Plans, and Deliverables Status sections. The sections shall contain, at a minimum, the following information.
5.2.1.1 Summary. The summary shall include a brief statement of the overall project status, covering summary results of service calls during the period, identification of major problems/deficiencies with impact, and solutions or recommended solutions; including training opportunities provided. The date prepared, contractor name, contract number, name of the person(s) who prepared the report and telephone numbers/email addresses shall be included.
5.2.1.2 Service Call Log Details. Service calls’ logs shall include the following information for each service call:
a. Unit/Location
b. Date/Time contractor was notified and service call initiated
c. Name of Government personnel who contacted the Contractor
d. Brief description of the issue, include whether catastrophic, major, or minor failure
e. Date/Time that the Contractor’s technician responded
f. Response method, i.e. remote login or technician dispatched
g. Brief description of actions taken to resolve the failure
h. Date/Time issue was resolved/service call closed
i. Date/Time customer was notified of resolution
j. Name of Government personnel who were notified of resolution
k. List of all open service calls from prior reporting periods with status detailing actions taken during this reporting period and resolution planned, if still open.
l. Corresponding SSC ticket number if applicable.
5.2.1.3 Deliverables Status. The status of each data deliverable as required by PWS paragraphs 5.1.1, 5.2.1 through 5.2.3. Provide a table that identifies the Description, PWS paragraph reference, Status, and Due Date. If late, provide a narrative explanation and proposed revised delivery date.
5.2.2 Mission-Essential Contractor Services Plan. The Mission-Essential Contractor
Services Plan shall address services determined by the Government as mission-essential functions during a crisis situation as defined in DFARS part 237.76 – Continuation of Essential Contractor
Services and PWS paragraph 12.0. The plan shall address, at a minimum, the items detailed in
DFARS clause 252.237-7024(b)(2) and consistency with the applicable portions of the AFRC
Contingency Continuity Plan (CCP). The Contractor shall submit the plan with the offer in accordance with DFARS 252.237-7024, Notice of Continuation of Essential Contractor Services. The
Government will review the plan for adequacy and provide comments, as needed. The Contracting
Officer is the final approval authority for the Mission-Essential Contractor Services Plan. Once approved, the plan shall be incorporated into the basic contract, Section J, as an attachment.
5.2.3 Contractor Manpower Reporting. The Contractor shall report ALL contractor labor hours, including subcontractor(s) labor hours required for performance of services provided under this contract for support of Air Force Reserve Command requirements via a secure data collection site. The Contractor shall fill-in all required data fields at http://www.ecmra.mil in the Air Force section of the website. The annual reporting period is 1 October through 30 September. Inputs may be reported anytime during the FY. The Contractor shall have all annual manpower data reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
5.2.4 Performance Reporting. (Applies over $1M)The Contractor performance will be monitored by the government and reported in annual Contractor Performance Assessment Report
(CPARs) in accordance with DoD Guide in Collection and Use Past Performance Information. The performance objectives and thresholds are set forth in PWS Section 4.3.
5.3 Administrative Deliverables & Reporting.
5.3.1 Management of Records. All records, files, documents and work papers provided by the
Government or generated in support of this requirement are Government property and shall be marked, maintained, and disposed of per AFMAN 33-363, Management of Records.
6.0 GOVERNMENT FACILITIES, PROPERTY & INFORMATION
6.1 Installation Support. The Government will provide access to the installations as required to complete assigned duties.
6.2 Government Furnished Equipment/Facilities. The Government will furnish the Contractor office space to include a desk, computer, telephone and network access required to perform ELMR
System Management duties. The Contractor shall comply with FAR 52.245-1 and/or 52.245-2 as set forth in Section I of the basic contract as well as FAR Part 45 and its Defense FAR Supplement.
6.3 Government Furnished Information. The Government will provide the Contractor with access to the following information upon request from the AFRC/A6XP COR.

7.0 GENERAL INFORMATION
7.1 Normal Work Hours. The Government’s core hours of operations are 24/7/365 for the
Command Post and/or Fire Stations at each site where the equipment is located. The Government reserves the right to change the core hours at any time. The Contractor shall support all Unit
Training Assemblies (UTAs), i.e. first weekend of the month, unless otherwise notified by the
AFRC/A6XP COR.
7.2 Federal Holidays. The Contractor shall not have staff present at the government installation facilities on federal holidays. The federal holidays observed are as follows: New Year’s Day, Martin
Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus
Day, Veterans Day, Thanksgiving Day and Christmas Day.
7.3 Overtime. Not applicable to this requirement.
7.4 Travel. The Contractor may be required to fulfill the requirements of this PWS via travel. The
Contractor shall coordinate pre-approval for planned travel with the AFRC/A6XP COR prior to commencement of travel. The Contractor shall provide the purpose of the travel, location and estimated cost. The Contractor travel payment is limited to reasonable and allowable costs to the extent that they do not exceed on a daily basis the maximum per diem rates in effect at the time of travel as set forth in the Government’s Joint Travel Regulation, Volume 2 and allowable per FAR
31.205-46, Travel Costs.
7.5 On-Base Disaster Responsiveness Requirements. The Contractor shall adhere to all directives of the military installation regarding natural and man-made disasters in performance of on-base contract requirements. The Contractor may use the media announcements until such time as the AFRC/A7KA CO contacts the contractor with formal direction. The Contractor shall provide the AFRC/A7KA CO and AFRC/A6XP COR with the name and telephone number of the designated Contractor Representative(s) to allow for timely notification by the AFRC. The
Contractor shall provide this information at the Post Award Conference and updated as required by the Contractor.
7.6 Force Protection Condition (FPCON) Relocation & Telework. Due to the nature of the majority of the requirements, the Contractor shall not provide for telework without direction from the CO. In the event of a FPCON Relocation, the Contractor shall relocate temporarily to a location designated by AFRC/A6 and continue working on a short-term basis. In the event conditions exceed one week in duration, the contract will be temporarily suspended via written direction from the CO.
7.7 Training Requirements. Not applicable to this requirement.
7.8 Non-personal Services. The Government will neither supervise contractor personnel nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor personnel. It shall be the responsibility of the Contractor to manage its personnel and to guard against any actions that are of the nature of personal services, or give the perception of personal services. The Contractor shall notify the AFRC/A7KA CO immediately if any task requires action by the Contractor personnel that constitutes, or are perceived to constitute personal services. These services shall not be used to perform work of a policy/decision making or management nature, i.e.
inherently governmental functions. All decisions relative to the AFRC Advanced Console System
Sustainment program supported by the Contractor shall be the sole responsibility of the
Government.
7.9 Contractor Identification. The Contractor personnel shall wear corporate identification at all times while in government facilities so as to distinguish themselves from Government employees.
Contractor personnel may attend meetings, answer phones, and work in other situations where their status is not obvious to third parties; therefore, the Contractor personnel shall always identify themselves as Contractor support to avoid potential misrepresentation as Government personnel or to avoid situations arising where sensitive topics might be better discussed solely amongst government personnel. Electronic mail signature blocks shall identify their company affiliation.
Where practicable, Contractor personnel occupying collocated space with their Government program customer shall identify their work space with their name and company affiliation.
5.16 Section 508 of the Rehabilitation Act of 1973. The Contractor shall meet the requirements of the Access Board’s regulations at 36 CFR Part 1194, particularly 1194.22, which implements
Section 508 of the Rehabilitation Act of 1973, as amended. Section 508 (as amended) of the
Rehabilitation Act of 1973 (20 U.S.C. 794d) established comprehensive requirements to ensure: (1)
Federal employees with disabilities are able to use information technology to do their jobs, and (2) members of the public with disabilities who are seeking information from Federal sources will be able to use information technology to access the information on an equal footing with people who do not have disabilities.
8.0 SECURITY
8.1. Overview. The Contractor shall comply with all security regulations and directives identified herein and other security requirements as shown elsewhere in this contract.
8.2 Information Security.
8.2.1 Unclassified Information Security. The Contractor shall handle and safeguard Controlled
Unclassified Information in accordance with DoD Manual 5200.1-M, Volume 4 entitled, DoD
Information Security Program: Controlled Unclassified Information (CUI).
8.2.2 Information Protection Program. Not applicable to this requirement.
8.3 Physical Security.
8.3.1 Installation Perimeter Access Control. The requirements for installation perimeter access are detailed in Air Force Federal Acquisition Regulation Supplement (AFFARS) clause
5352.242-9000 entitled, Contractor Access to Air Force Installations, in Section I, Contract Clauses, of the basic contract.
8.3.2 Resource Protection and Integrated Defense. The Contractor shall safeguard all government property in accordance with AFI 31-101, Integrated Defense, and any forms provided for Contractor use. The Contractor shall immediately report all thefts, vandalism, or destruction of property and equipment (Government or Contractor owned) to the Contracting Officer
Representative (COR) of this contract.
8.4 Personnel Security. Not applicable to this requirement.
8.5 Network Security. Not applicable to this requirement.
9.0 SAFETY.
9.1 Health & Safety Program. The Contractor is responsible for the safety and health of their personnel and protection of the public on Government work sites (DODI 6055.1, Paragraph E5.1).
The Contractor shall maintain a health and safety program that meets OSHA standards. If the
AFRC/A7KA CO notifies the Contractor of a potential OSHA violation, the Contractor is obligated to comply with the applicable OSHA regulations.
9.2 Incident or Mishap Procedures. The Contractor shall immediately call 911. The Contractor shall within one (1) hour notify the AFRC/A7KA CO, AFRC/A6XP COR, 94th CS/SCX and
Government Safety Manager of all mishaps or incidents at or exceeding $2000 (material + labor) for damage to government property. This notification requirement shall also include physiological mishaps/incidents. A written or email copy of the mishap/incident notification shall be sent within three (3) calendar days to the AFRC/A7KA CO (with copy to AFRC/A6XP COR) who will forward to the Government Safety Manager. For information not available at the time of initial notification, the Contractor shall provide the remaining information not later than twenty (20) calendar days after the mishap, unless extended by the AFRC/A7KA CO. Mishap notifications shall contain, as a minimum, the following information:
(A) Contract, contract number, name and title of person(s) reporting
(B) Date, time and exact location of accident/incident
(C) Brief narrative of accident/incident (events leading up to the accident/incident)
(D) Cause of accident/incident (if known)
(E) Estimated cost of accident/incident (material + labor to repair/replace)
(F) Nomenclature of equipment and personnel involved in the accident/incident
(G) Corrective actions (taken or proposed)
(H) Other pertinent information
The Contractor shall, in the event of an accidental incident/mishap, take reasonable action to establish control of the incident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the incident/mishap investigative authority.
9.3 Fire Emergencies. The Contractor personnel shall dial 911 to report fire related emergencies when operating on a Government installation.
9.4 Department of Labor Inspection of Contractor Operations. The Contractor is subject to
DoL inspections and enforcement by OSHA health and safety officials while performing work on a
Government installation. The OSHA health and safety officials may access workplaces on
Government installations at any time, scheduled or unscheduled, during regular work hours. The
OSHA health and safety officials must meet security requirements to enter restricted or classified areas. The Contractor shall notify the AFRC/A7KA CO and AFRC/A6XP COR upon notification of a visit.
10.0 POST AWARD MEETING. The Contractor shall attend a one (1) day post award meeting convened and hosted by the AFRC/A6XP COR. The post award conference will be held within thirty (30) days of contract award. The location will be a mutually agreed upon site to be determined after award. The Functional Commander, AFRC/A7KA CO and AFRC/A6XP COR will participate with Contractor Representatives. The meeting will provide an orientation and overview of the contract scope, terms and conditions. The meeting will detail the roles and responsibilities of
AFRC team members, QASP, performance evaluations, and contract closeout.
11.0 ORGANIZATIONAL CONFLICTS OF INTEREST (OCI). Not applicable to this requirement.
12.0 CONTINUATION OF SERVICES. The Functional Commander has determined that this requirement is “Essential Contractor Services” in support of a Mission-Essential function as defined in DFARS 252.237-7023 and IAW DOD Instruction 1100.22, Policies & Procedures for Determining
Workforce Mix, Enclosure 4. Further, the performance of these services may be considered mission-essential functions during time of crisis. If a crisis is declared by the Secretary of Defense, the CO or COR will verbally advise the Contractor of the revised requirements, followed by written direction. When a crisis is declared, all services identified in this PWS are considered mission-essential functions during the crisis. The Contractor shall continue providing on-call service to the requesting organization 24-hours a day until the crisis is over. The Contractor shall ensure enough skilled personnel are available during a crisis for any operational emergency. The Mission
Essential contract services required in the event of a crisis are to ensure all AFR Advanced
Console systems remain operational, as within the Contractor’s control. Contractor personnel for on-call or remote access to AFR Advanced Console systems include the Siemens technicians and others as determined by the A7KA CO, AFRC/A6XP COR and Contractor’s program manager based on the declared crisis. A Mission-Essential Contractor Services Plan shall be developed and provided to the AFRC/A6-A6XP COR in accordance with PWS paragraph 5.2.2.
13.0 GOVERNMENT POINTS OF CONTACT
13.1 Contracting Officer Representatives. The Contracting Officer will designate primary and alternate CORs in accordance with DFARS 252.201-7000 for this contract. The CORs will provide the Contractor personnel access to all available Government-furnished information, facilities, material, equipment, services, etc. as required, for this requirement. The CORs also provide assistance to the AFRC/A7KA CO with technical monitoring of the requirement and administration of the contract.
13.2 Points of Contact. A list of the government team members for contract surveillance including the Contracting Officer and Contracting Officer Representatives with applicable contact information is included in the COR Designation memorandum.
