STATEMENT OF WORK
FOR
ASPHALT MATERIAL
FOR
CONSTRUCT PERIMETER ROAD (QJKL 11-0026)
934th Airlift Wing
Minneapolis, MN

SECTION 1: OVERVIEW
DESCRIPTION OF SERVICES: The contractor to provide all labor, tools, equipment, materials, supervision and transportation necessary to provide asphalt associated construction materials to construct a Perimeter Road at the 934th Airlift Wing, Minneapolis, MN.
OVERVIEW
1. The primary purpose of this Statement of Work (SOW) is to obtain asphalt and. This SOW is ONLY for the procurement of materials (commodities), the delivery to the specified location, and the application of prime and tack coats. This SOW provides the general requirements. The Contractor shall be responsible to provide all material(s) to the specified location within the specified timeframe. Also, the contractor will be asked to accept up to 1850 tons of reclaimed asphalt pavement (RAP) as an offset for cost associated with new material (approx. 2400 tons) used for the construction project. In addition, the Contractor shall provide and apply, per MnDot standards, the required amounts of prime and tack coats to accommodate approx. 6300 square yards of new asphalt pavement.
LOCATION
2. Project site and delivery of material will be at the 934th Airlift Wing, Minneapolis, MN.
SCOPE INFORMATION
3. This SOW will include a variety of construction materials. All materials shall be new unless otherwise approved by the contracting officer (CO), free of defects and in good condition. All materials shall conform to the Specification and Plans outlined in the SOW, unless otherwise approved by the CO. The Contractor shall remove defective materials from the site at no additional cost to the Government.
ASPHALT
3.1. The Contractor shall provide asphalt and related materials to support construction, maintenance and repair of hot-mix asphalt pavement; including base course and other aggregate materials.
PROJECT DOCUMENTATION
4. Contractor shall refer to the site drawings and reference ACI 318, ACI 306R-10, ASTM standards, and
Unified Facilities Guide Specifications (UFGS), which may be found on the internet at http://www.wbdg.org/ccb/browse_org.php?o=70.
SUBMITTALS
5. Contractor shall supply submittals with technical/product data for the material to be supplied.

PROJECT PERSONNEL
6. All personnel and subcontractors employed by the Contractor in the performance of the services specified in this contract or any representative of the Contractor entering the work area shall conform and comply with all applicable facility access, security policies and procedures (provided by the Government). The Contractor’s workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
ENVIRONMENTAL
7. All waste oil and fuel spills will be cleaned up immediately and disposed of properly. Hazardous materials well be appropriately disposed of in accordance with the local applicable
EQUIPMENT
8. All vehicles and equipment shall be operated in accordance with base traffic regulations. If equipped with communications devices, equipment shall comply with all base and local frequency regulations. Cell phone use while driving is restricted to “hands free” while on base.
QUALITY CONTROL PLAN
9. Inspection and testing of materials is the responsibility of the Contractor. However, representatives of the
Contracting Officer can and will inspect materials as considered appropriate and will monitor that materials are in compliance with sow and the order. Government inspection or testing will not relieve any CQC responsibilities.
SAFETY REQUIREMENTS
10. The Contractor shall follow all applicable USACE EM385-1-1 standards; specifically, the Contractor shall ensure that Employees are supplied and use proper safety equipment (e.g., gloves, safety glasses, boots, etc.) and follow proper work procedures, which protect contractor employees and U.S. military in vicinity of job site. The Contractor shall establish a safety zone around the work area and establish a safety system with warning markers and other devices to prevent injuries to pedestrians and others who may be on the site. The Contractor shall assume any liability for any injury incurred by contractor personnel while working on site. If there are areas that have land mines near the construction site, the contractor is responsible to ensure that his personnel obey posted signs and do not wander into mine fields.
WEATHER
11. The ambient air temperature and the pavement temperature within the joint walls shall be a minimum of
40 degrees F but not less than the manufacturer’s recommended minimum temperature and rising at the time of application.

CLEANUP
12. The Contractor shall perform a jobsite cleanup after delivery and remove any debris and refuse from the site, to the satisfaction of the Contracting Officer.
WORK PERIOD
13. The Contractor shall complete all deliveries within the prescribed period identified in the order.
ACCEPTANCE
14. The COR or authorized Government representative will provide acceptance of materials.
INSTALLATION ACCESS
15. All Contractor employees or subcontractors must carry pictured identification at all times. They must show
I.D. upon request by City/State/Government personnel. The Contractor's employee must carry a copy of the contract requirements with them during the implementation of this contract. The Contractor's employees will be subject to such additional checks as may be deemed necessary to ensure that no violation of security rules has occurred.
DELIVERY
1. Delivery shall be coordinated with the Government’s on-site representative and transport vehicles shall be scheduled to arrive at the job site during normal work days and hours. This includes Monday through Friday between the hours of 7:00 a.m. and 4:30 p.m. Central Time, and excludes Federal holidays.
Alternate delivery times must be approved on a case-by-case basis by the Government representative.
1.1. Contractor shall ensure full scheduled amount is delivered as scheduled. Each truckload of material shall be approved by Government personnel to determine actual quantity delivered.
1.2. The Contractor shall ensure that prearranged deliveries are accomplished on time and with the requested quantities. The Government reserves the right to withhold payment if the quality of the material delivered is substandard and unacceptable. Any unacceptable material will be disposed of at no additional expense to the USG. The Contractor shall furnish delivery tickets for all deliveries.
SECTION 2: TECHNICAL REQUIREMENTS FOR ASPHALT
HOT MIX ASPHALT MIX DESIGN
1. Mix Design: For asphalt orders the Contractor shall submit a hot mix asphalt design that shall conform to the requirements of AASHTO M 156 and MnDOT Standards for Construction.

2. Aggregates shall consist of crushed stone, crushed gravel, screenings, natural sand, and mineral filler, as required per the SOW in individual orders. The portion of material retained on the 4.75 mm Sieve is considered coarse aggregate. The portion of material passing the 4.75 mm Sieve and retained on the 0.075 mm Sieve is considered fine aggregate. No round aggregate will be accepted the portion passing the 0.075 mm Sieve is defined as mineral filler. All aggregate test results and samples shall be approved by the COR at least 14 days prior to start of construction. Aggregate testing shall have been performed within 90 days of performing the mix design.
COURSE AGGREGATE
3. Coarse aggregate shall consist of sound, tough, durable particles, free from films of material that would prevent thorough coating and bonding with the asphalt material and free from organic matter and other deleterious substances. At least 75 percent by weight of coarse aggregate shall have at least two or more fractured faces when tested in accordance with ASTM D5821. Fractured faces shall be produced by crushing. The particle shape shall be essentially cubical and the aggregate shall not contain more than 5 percent, by weight, of flat and elongated particles (5:1 ratio of maximum to minimum) when tested in accordance with ASTM D 4791. Clay lumps and friable particles shall not exceed 0.3 percent, by weight, when tested in accordance with ASTM C 142/C 142M. Test results will be approved by the COR.
FINE AGGREGATE
4. Fine aggregate shall consist of clean, sound, tough, durable particles. The aggregate particles shall be free from coatings of clay, silt, or any objectionable material and shall contain no clay balls. The quantity of natural sand (un-crushed material) added to the aggregate blend shall not exceed 15 percent by total weight of aggregate. The individual fine aggregate sources shall have a sand equivalent value greater than 45 when tested in accordance with ASTM D 2419. The fine aggregate portion of the blended aggregate shall have an un-compacted void content greater than 45.0 percent when tested in accordance with ASTM C 1252 Method A. Clay lumps and friable particles shall not exceed 0.3 percent, by weight, when tested in accordance with ASTM C 142/C 142M. Test results will be approved by the
COR.
AGGREGATE GRADATION
5. The combined aggregate gradation shall conform to gradations specified in Table 2, when tested in accordance with ASTM C 136 and ASTM C 117, and shall not vary from the low limit on one Sieve to the high limit on the adjacent Sieve or vice versa, but grade uniformly from coarse to fine. Test results will be approved by the COR.

PRIME COAT
6. Prime coat shall consist of emulsified asphalt conforming to ASTM D 977, Type SS1h or ASTM D 2397, Type
CSS-1h. The emulsified asphalt should be diluted with no more than an equal volume of water. The base asphalt used to manufacture the emulsion shall show a negative spot when tested in accordance with AASHTO T 102 using standard naphtha.
TACK COAT
7. Tack coat shall consist of emulsified asphalt conforming to ASTM D 977, Type SS1H or ASTM D 2397, Type
CSS-1H. The emulsified asphalt should be diluted with no more than an equal volume of water. The base asphalt used to manufacture the emulsion shall show a negative spot when tested in accordance with AASHTO T 102 using standard naphtha.
ASPHALT CEMENT BINDER
8. Asphalt cement binder shall conform to ASTM D 946/D 946M Penetration Grade 60-70. Test data indicating grade certification shall be provided by the supplier at the time of delivery of each load to the mix plant. Copies of these certifications shall be approved by the COR - before start of asphalt placement.
The supplier is defined as the last source of any modification to the binder. The COR may sample and test the binder at the mix plant at any time before or during mix production. Samples for this verification testing shall be obtained by the Contractor in accordance with ASTM D140/D 140M. These samples shall be furnished to the COR for the verification testing, which shall be at no cost to the Government.
TRANSPORTING HOT-MIX ASPHALT
9. The hot-mix asphalt shall be transported from the mixing plant to the site in clean, tight vehicles. Hauling over freshly placed material will not be permitted. The Contractor shall maintain a hot mix asphalt temperature of 290ºF with a tolerance of ±10º F from the time the hot mix asphalt leaves the batch plant to the time the Contractor reaches the job site. Any material delivered to site that is outside of prescribed temperature range will be rejected and disposed of at contractor’s expense.

10. HAULING EQUIPMENT: Trucks used for hauling hot-mix asphalt shall have tight, clean, and smooth metal beds. To prevent the mixture from adhering to them, the truck beds shall be lightly coated with a minimum amount of paraffin oil, lime solution, or other approved material as approved by the COR.
Petroleum based products shall not be used as a release agent. Each truck shall have a suitable cover to protect the mixture from adverse weather. When necessary to ensure that the mixture will be delivered to the site at the specified temperature, truck beds shall be insulated or heated and covers (tarps) shall be securely fastened.
