Single Source Justification (Simplified Acquisition)

Section B: Description of the Supplies/Services Required

The materials being purchased are highly specialized local area network (LAN) components. All of the equipment will ensure that the baseline network is maintained for continued proper integration and operation within the current architecture configuration approved by the Base IT Infrastructure (BITI) Program office and Medical Systems Infrastructure Modernization (MSIM) Program office.

These items are required to replace like OEM equipment on site, in accordance with the approved Installation Design Plan (IDP) in the Electronics Deployment Task List and Survey Design Reports. Under the "One Base, One Network" construct, the local Communications Squadron directs which network electronic components must be installed in the local Military Treatment Facility (MTF) due to lack of support staff and ability to support multiple platforms. In this case, all LAN components to be installed on Incirlik AB must be Cisco.

Section C: Justification for Soliciting from a Single Source

The specific brand name Cisco products have been tested by the United States Army Technology Integration Center (USATIC) in Fort Huachuca Arizona and have been placed on the Defense Information Systems Agency (DISA) Uniform Capabilities Approved Products List (DISA UC APL = https://aplits.disa.mil/processAPList.action). The BITI Program office requires that all technology products operating on the AF network (AFNET) be certified by this process. Failure to utilize the Cisco manufacturer products will result in negating and invalidation of the base ATO and could result in shutdown of the medical group network. This scenario would greatly inhibit patient care and would endanger the lives of active duty service members and their families. Furthermore, other vendor materials are not compatible due to form factor or function and in the very few instances where they will fit, we run the risk of voiding the Cisco warranty by utilizing other vendor components. Specifically, Cisco reports the following, "When a customer reports a product fault or defect and Cisco believes the fault or defect can be traced to the use of third-party memory products, cables, GBIC's, filters, or other non-Cisco components by a customer or reseller, then, at Cisco's discretion, Cisco may withhold support under warranty or a Cisco support program such as SMARTnetT service."

The overall impact to the 39 MDG mission would be greatly hindered, requiring additional time in excess of 90 days. Delays will greatly impact site schedules and increasing deployment extensions, which will in turn delay material procurement and system integrations at multiple locations.

Section D: Efforts to Obtain Competition

Market research has shown that while there are other brands of similar hardware in the marketplace that can perform the same functions as the Cisco brand products, the other brands are not compatible with the established communication infrastructure at 39th MDG. At this time other brands of hardware cannot be modified in order to meet the government's

Single Source Justification (Simplified Acquisition) needs. The government identified four (4) competing Turkish vendors that can provide the brand name products and there is a reasonable expectation that more would be able to provide a competitive quote. The government will solicit other Turkish vendors via the FedBizOps website to allow for increased competition.

Section E: Steps to Preclude Future Single Source Awards

The requiring activity will continue to purchase highly specialized LAN components as directed by DoD, USAF, BITI and MSIM program policies and procedures. Other vendor products that are approved for operating on the AFNET and are fiscally advantageous for the Government will be considered for future acquisitions of the same products.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
