FA568221Q7002 Wi-Fi Installation and Service

QUESTIONS & ANSWERS

1. Who is the incumbent contractor for the existing Wi-Fi network?

> New contract

2. Section 2, General Description, first paragraph: With regard to the requirement for minimum bandwidth per user of 2 Mbps, of the currently 30 anticipated users, what is the expected maximum number of users who might be using the Wi-Fi at any given time – both in total, per room, and per access point?

> Approximately 10-15 at any given time. However, this has been updated to just a flat 100Mbps overall

3. Section 2, General Description, summary of work, 4th bullet point: Is there a requirement for individual user IDs and passwords, or is one shared logon/password acceptable to access the Internet?

> No need for individual personnel to have individual user ID/password; however the Wing Front Office and the OG must have two (2) separate logon/password and be independent one from the other.

4. Section 2, General Description, summary of work, 4th bullet point: If individual user IDs and passwords are required, will the Government furnish those credentials, or will the contractor be required to assign those credentials?

> Would rather choose our own for each section (the Wing Front Office and the OG should use separate logon/password if possible).

5. Section 2, General Description, summary of work, 4th bullet point: Please provide specifics as to the type of “endpoint security” required – e.g., will the contractor be required to provide and install end point security software on user (personal or official) mobile devices, or is this a reference to the “firewall” referenced later in the same summary of work?

> The contractor is not responsible for installing software on personal or government owned devices.

6. Section 2, General Description, summary of work, 5th bullet point: Please explain any requirements related to the referenced “Frequency Request Sheet”.

> In the case the frequency is different from standard Hz for commercial wireless internet. The type of antennas must be stamped "CE" for approval to operate in the European community.

7. Section 2, General Description, summary of work, 7th bullet point: Are the “metrics on service usage” to be at the individual user level (if individual logon/passwords are required) or by room or by access point?

> Since not using individual logon/passwords, go with by access point so we can differentiate between the Wing Front Office and the OG sections.

8. Section 2, General Description, summary of work, 12th bullet point: Would you please provide additional detail or examples of the referenced “discrepancies, problems and/or misuse of the service/system”?

> As the contractor must provide the service and notices someone changed settings or disconnected parts of equipment the government must be notified.

9. Section 2, General Description, summary of work, 18th bullet point: Do you currently have any rough estimates as to the potential service levels involved if the system equipment is required to support higher order services?

> Only asking for a "reliable commercial wireless internet access"

10. Section 2, General Description, summary of work, 18th bullet point: If there is a requirement for higher or lower orders of services, how will the Government handle the increased or decreased costs?

> The contract awarded will be firm fixed price and any changes to the contract will be by mutual agreements within the parties and contract modification.

11. Section 4.1 states “A location should immediately begin to broadcast internet service once it has been setup.”, while Section 4.8 requires the contractor to participate in a walk through” “prior to providing internet connection and access” – does this mean that the system is to be “live” but that logon/password information is to not be disseminated until after the walk-through? If that isn’t the case, please explain.

> Yes, We are asking the contractor to ops check the system before handing it over.

12. Section 4.2 states that “Access points shall be ceiling mounted where the distance shall be not less than three (3) meters from each wall room”. Should this instead read “Access points shall be ceiling mounted where the distance shall be not less than three (3) meters from each wall in each room”.

> Prefer the APs mounted outside the required rooms, but none installed in any "SIPR Rooms" or within 3 meters of a "SIPR Room".

13. Section 4.2 Can you describe the wall composition? Cement, dry wall, steel beams…?

> see attachment 24JAN19_WR12-1269_DIMS-ANSI A Final

14. Section 4.2 Can you describe the signal tolerance outside of the area of interest?

> No signal outside the area

15. Section 4.2 Please confirm office environment dimensions.

> See attachment B.1360 Map

16. Who would be the final Approving Authority (AA) from United States Air Force Europe (USAFE) for operational permits or permissions?

> Italian Air Force and USAF Security Forces

17. With the requirement that APs be ceiling mounted and ≥ 3m from each wall room, provisions need to be made for accessible 220v power outlets or cords of sufficient length.

> Prefer the APs mounted outside the rooms, but none installed in any "SIPR Rooms" or within 3 meters of a "SIPR Room". The contractor should be responsible to provide power to the APs.

18. Are there any existing USAFE contracts with ISPs, e.g., Telecom Italia (TIM), in the Aviano area? It could be possible to amend those, if they exist, to provide internet access for this project.

> No, we are awarding brand new service.

19. Will the resource need separate housing?

> The contractor is responsible for the housing.

20. What type of clearances required for this opportunity?

> Italian Air Force and USAF Security Forces provide base access.

21. Did any prospective candidate or contract company show up for the site visit?

> Yes

22. How long is the existing contract?

> Base year plus four one year options.

23. Will we have access to the servers onsite?

> If needed the government will provide escort.

24. Will we have to be remote?

>As described in the SOW

25. Are there any existing resources there currently?

>No.

26. Is there any existing equipment on the base? If yes, what type or kind of equipment is it?

>See above
