1.0 SCOPE
This Statement of Work (SOW) is to establish a contract to provide equipment and internet/Wi-Fi service in BLDG 7300, BLDG 1230, and BLDG 1173. 31st Operations Group will award and fund one (1) year of service with additional four (4) years.
2.0 GENERAL DESCRIPTION
The intent of this contract is to provide reliable Wi-Fi and internet service to the 31st Operations Group enabling users to operate wireless devices within the work areas noted in the statement of work.
The contractor shall provide all design, labor, and materials to install required infrastructure/software for the commercial internet service. All equipment, installation and wiring will be provided and/or performed by the contractor, to include permits or permissions to get the access point operational at the selected areas. The solution will be installed in accordance with all commercial, United States Air Force (USAF) and Italian Air Force (ITAF) regulations and standards. Wi-Fi will be authorized to broadcast in common accessible areas only and will not duplicate the service if already provided by other means. The commercial Wi-Fi will not be connected to the base network and will not use “af.mil” domain. Provider will deliver backbone commercial network access of not less than 100 Mbps upload and download bandwidth with a minimum bandwidth standard of 2.0 Mbps per user.
Bandwidth will be increased or decreased as required to allow optimum service at the lowest permissible bandwidth. The bandwidth usage will be controlled to enable access by all customers without one customer affecting the other. The Wi-Fi system installed will permit at unlimited data usage in each building.
The following is a summary of work:
• Contractor will create and present project details with installation phases and timelines
• Contractor will provide the Government all equipment technical data sheets
• Contractor will identify main/subordinate antenna location(s) as well as other solutions and costings for future expansions/changes
• Contractor will configure the wireless network in accordance with directives and limitations given by the Government (i.e. login/password; limit of bandwidth per each user; endpoint security, block of certain websites; users not being able to see each other surfing contents etc.…).
• Contractor shall submit Frequency Request Sheet* if applicable
• Contractor will provide regular/periodical (quarterly) maintenance and special maintenance on demand. The records of these inspections will be supplied to the Contracting Officer
• Contractor will provide metrics on service usage on demand (i.e. peak hours of usage/how many users/ upload/download/) to be utilized for modification of the contract or renewal
• Contractor will provide English speaking help desk services 24/7, as well as live support personnel available during duty hours Mon-Fri (0730 to 1630 local time).
• The response time for contractor support/repair action(s) shall be no more than 2 work days for equipment failure, service outage or major breakdowns

• Minimum two year warranty agreement. Response time must be 24/7.
• Any equipment from the Huawei Corp or entity cannot be used in the solution
• Contractor will notify the Government of any discrepancies, problems, misuse of the service or system
• For additional installations the contractor has 7 calendar days to perform the site survey and provide the Government with a technical solution. Once solution is approved the installation shall occur within 15 calendar days from notification
• If needed, contractor will provide training to base personnel/POC
• Contractor shall provide all labor, materials, transportation, safety measures and supervision and will follow all base regulations and policies regarding security, safety, environmental, federal, state and local regulations, as applicable.
• There will be no Government furnished equipment provided under this contract
• The Government will provide access to buildings (communication-rooms and any other part of the building involved in the installation) as well as space for placement of contractor’s equipment and electrical power required. If additional space is required to support future Government requirements, the contractor shall coordinate with the customer to determine if space is available.
• The Contractor’s equipment shall be upgradeable or expandable to support changes in service requirements. To meet expansion requirements, the contractor’s equipment shall be modularly expandable or reducible to permit growth or to migrate to higher or lower order services.
• US Government/DOD Policy regarding wireless services may change throughout the life of the contract. These policy changes may affect this contract and therefore may require future modifications to remain in compliance with DOD policies.
• Subject to military security requirements, the U.S. Government and ITAF shall permit contractor personnel access at all times to perform system troubleshooting, repair and testing as base mission permits
• The Contractor or Customer POC will coordinate with 31 CS/SCXP if access to Comm rooms are required.
• Any discrepancies involving completion of project tasks or disagreement between the Government and the chosen contractor will be referred to both organizations’ contracting offices for review and discussion.
• The contractor is required to provide a quote for monthly internet service.
• The Government will provide a maximum of 2 fiber optic cable strands to each building and premise wiring if available. The contractor will use the least amount of fiber optic cable strands in the technical solution.
• The contractor will provide and operate a firewall and follow all commercial and government physical and network security practices in their design and operation of the solution.
The initial installation will be for the following buildings/locations:
• Building 7300 approximately 785 square meters indoor space for 36 users.
• Building 1230 approximately 785 square meters indoor space for 50 users
• Building 1173 approximately 785 square meters indoor space for 50 users.

3.0 SCHEDULE:
Contractor shall have approved drawings and submittals for all materials and software prior to any new work or installation of equipment, including accessory items. All work must comply with environmental laws and regulations, as well as with Italian law in regards to privacy, misuse and interception. The contractor shall provide a total cost for the complete working system before the contract is awarded. No changes will be allowed unless a contract modification is released and additional pricing information requested. The contractor shall prepare and deliver an integrated master schedule detailing program activity. The contractor shall baseline the project schedule/plan upon contractor and Government agreement. In addition, the contractor shall identify any changes to the schedule by providing an updated schedule. The contractor shall include justification and requests for approval for all schedule modifications.
4.0 CONTRACTOR PROFESSIONAL SERVICES RESPONSIBILITIES
4.1 General
The Contractor shall provide a commercial internet service that will enable its users to connect and access the internet sites. A location should immediately begin to broadcast internet service once it has been setup. Completed system must adhere to all Air Force and base installation practices, USAF/DoD regulations, technical letters and instructions and applicable industry standards. It has to be compliant with Italian law in regards to privacy, misuse and interception. Any work deemed not to be compliant shall be reaccomplished at the contractor’s expense. The contractor shall provide heat maps to show the reaches of each access point.
4.2 Access Points
In Bldg 7300: Rooms 4,19, 20,21, 26,35,37,39,53,54,55,56,57,58,59,61,62,& 63 (see Attachment 1: Maps) will receive Wi-Fi signal. Wi-Fi access points will be a minimum of 3 meters from nearest wall of rooms 46, 47, 48, 49, & 50.
In BLDG 1230: Rooms 8, 101, 104, 110, 111, 112, 119, 114, & Operations Desk (see Attachment 1: Maps) will receive Wi-Fi signal. Wi-Fi access points will be a minimum of 3 meters from nearest wall of rooms 8, 105, 106, 204, 205, 206, 207, 208, 211, 212, 213, & 214.
In BLDG 1173: Rooms 42-3, 43, 44, 45, 46, 47, 47-1, 47-2, 48, 54, 56, & 57 (see Attachment 1:
Maps) will receive Wi-Fi signal. Wi-Fi access points will be a minimum of 3 meters from nearest wall of rooms 42-3, 63, 64, 65, 66, 69, 70, & 71.
4.3 Bandwidth
The Contractor shall provide each building with a minimum of 100 Mbit/s Internet network service in download, a minimum of 100 Mbit/s in upload, and a minimum bandwidth standard of 2.0 Mbps per user.

4.4 Data
The contractor shall provide unlimited data usage at each building, at the rates specified in paragraph 4.3.
4.5 Maintenance Support
The Contractor shall provide maintenance on the system when a component of the system or service fails. There shall be no more than a two (2) business day response time for on-site maintenance to fix a failure during normal business hours (7:30 a.m-4:30 p.m., Monday to Friday).
4.6 Network Monitoring/Technical Support
The Contractor shall provide 24/7 English-speaking technical support for the system providing a number that appointed members can call with service issues. The Contractor shall provide a network monitoring support where they can remotely monitor the system and be able to fix technical issues remotely. The system should maintain an up-time capability in accordance with commercial standards.
5.0 PROCUREMENT
5.1 Equipment Ownership
The contractor shall purchase, with government approval, all equipment, and accessories necessary for the execution of this project according to the applicable List of Materials (LOM). The equipment will be owned by the contractor and the contractor will be responsible for the maintenance of the equipment and removal of equipment if needed or after contract expiration.
The table below will be filled and submitted together with the quote.

5.2 Equipment Warranty
Two year warranty agreement and maintenance of the equipment.
6.0 CHANGE CONTROL PROCEDURES
The Government may request changes in or additions to the work being provided here under by
7 | 8 written modification to the contractor by a warranted contracting officer. Contractor will comply, to the extent feasible, with such requested changes. Should contractor determine that such changes cause an increase or decrease in the cost of or time required for performance of the work, contractor shall advise the contracting officer thereof. The customer requested changes shall not become effective, until agreed upon and executed by contractor and contract officer. Within 15 calendar days, Contractor will begin work in response to Government’s requested changes upon receipt of the written notification, a Purchase Order, and Addendum to the SOW for additional work.
7.0 INSTALLATION
The contractor shall provide all equipment and supplies necessary to support this requirement. The Contractor shall provide a list of all components installed per this project, as well as a list of the components removed if any.
7.1. Testing and Acceptance
7.1.1. Testing
The contractor will ensure installation is operational and meets all required commercial, local and international industry standards, military instructions, standards, policies, guidelines, regulations and practices. The testing procedures will be provided in writing, as well as a copy of the outcome of the performed test.
7.1.2. Acceptance
The system shall operate with minimal failure after acceptance testing and activation of service. The contractor shall provide all support necessary during this period to resolve any issues that may arise.
As-built drawing shall be provided upon completion of the project to 31 CS representatives.
8.0 PLACE OF PERFORMANCE
The location of installation is on Aviano AB. The contractor is expected to work normal business hours, 0730 to 1630, with sufficient time to allow for entrance and exit of base security points before, during and after the normal work hours.
9.0 HOURS OF WORK
During installation, Contractor shall perform all work during normal duty hours, 0730 to 1630, Monday through Friday excluding federal holidays. After installation, reference Sections 4.5 and 4.6 of this SOW.
10.0 POINTS OF CONTACT (POC):
Point of Contacts will be provided at time of award of the contract.
11.0 ADDITIONAL REQUIREMENT:
All work area shall be kept as clean as possible during working hours. Debris will not be allowed to accumulate on work site. All debris will be deposited in an authorized container supplied by the
8 | 8 contractor.
The Contractor shall be responsible for ensuring all personnel engaged in the performance of this contract observe all host country laws concerning safety and in particular D. lgs. 81/2008 and latest reviews. Contractor shall consider in advance interference hazard through a preliminary assessment plan: the DUVRI - Documento Unico per la Valutazione Rischi da Interferenze shall be coordinated with 31 FW/CCPP Base employees safety representative (Phone 0434 30 5709), in accordance with Legislative Decree 81/08.
Contractor shall develop a site specific plan for operational safety (POS - Piano Operativo di Sicurezza) in accordance with Legislative Decree 81/08, prior to starting planned work activities.
Employees training certificates shall be included in the POS documents.
Contractor's representatives shall receive a safety briefing during the pre-performance conference from Base 31 FW/SEG Occupational Safety Office. Electronic copy of POS will be provided to 31 FS/SEG (Phone 0434 30 4817).
