PERFORMANCE WORK STATEMENT

FOR

OFF-DUTY EDUCATION PROGRAM SUPPORT SERVICES

1. DESCRIPTION OF SERVICES:

1.1. NONPERSONAL SERVICES. The contractor shall furnish all personnel equipment, facilities, transportation and supplies except as specified in section 3 of this document, as Government provided equipment, to provide U.S. Air Force voluntary off-duty education program support for the Aviano Military community and dependents as stated in this Performance Work Statement.

1.2. General Academic Advisor (GAA)

1.2.1. GAA provides academic advisement, information, and guidance plus preparation of documents associated with the services provided and administrative duties as assigned as detailed in this PWS.

Testing Specialist administers Air Force and commercial tests to include military, civilian, academic institution distance learning testing, and all other as needed.

1.2.2 All tasks shall be accomplished in accordance with Air Force Instructions and DoD regulations and all other pertinent Air Force, and local command policies and publications. Contractor must read

AFI, Education Services Program, OTS and Airman Commissioning Programs and become thoroughly familiar with the CCAF Handbook and Counselors Guide, as well as all on base schools and degree programs, preferably prior to but no later than the first week of employment. The AFIs will be made available upon request (available through on-line reference material). The handbook, guide and school catalogs are available in the ETS. The AFIs may be reviewed at http://www.e-publishing.af.mil/

1.3 Detailed Description Of Service Education Level Updates

1.3.1 Enlisted members Official transcript is required to update education level in AFAEMS as well as

MilPDS. Date Obtained, Degree Level, Method Obtained, Degree Specialty and Institution codes will be updated in both systems by the AF Counselors.

1.3.2 Officers: Provide instructions on how to contact AFIT to members.

1.3.3 Counseling Notes: Anytime an action is taken concerning a member’s record, a detailed counseling note will be placed in notes section of AFAEMS record.

1.4 Community College of the Air Force (CCAF) Advising

1.4.1 Maintain working knowledge of all CCAF active catalogs available at CCAF’s web site.

1.4.2 Maintain working knowledge of Advisors’ Handbook available on CCAF’s non-public web site.

1.4.3 Advise members of degree status using Web Progress Report (PR) available on AFAEMS.

1.4.4 Advise members of needed requirements and methods for fulfilling to include college courses and acceptable examinations.

1.4.5 Annotate Counseling Note section of AFAEMS after each advising session.

1.4.6 Submit CCAF Action Requests (968) via AFAEMS to update basic credit applications or nominate member for degree completion.

1.4.7 Schedule appointments with for members with numerous CCAF related questions.

1.4.8 Assist with preparations and implementation of graduation event.

1.4.9 Advise members on process to order CCAF transcript via AFAEMS or mail request.

1.4.10 Advise members on process to have civilian college transcripts sent to CCAF.

1.4.11 Two times a year run the advance standing list on CCAF Website and contact each student by e-mail.

1.5 Marketing

1.5.1 Ensure marketing displays in ETS reception area remain fully stocked with current, pertinent information and front office marketing screen is updated regularly.

1.5.2 Provide consolidated schedules for on base colleges’ and universities’ undergraduate and graduate courses for Terms I-V

1.5.2.1 Class schedules for on base universities will be consolidated and published one month prior to term registration dates.

1.5.2.2 Class schedules will be reviewed with ETS Chief and school representatives for accuracy prior to publication each term.

1.5.3 Update flyers and contacts for local scholarship information on Shared Network Drive and in marketing displays

1.5.3.1 Ensure points of contact and deadlines on local scholarship applications to include, but not be limited to, Aviano Officer’s and Civilian Spouse’s Club (AOCSC), Aviano Community

Enlisted Spouses (ACES), Aviano Top Three Association, Dolomiti Chapter of the NCOA, Chief’s Group, and Air Force Sergeants Association are accurate.

1.5.4 Edit and publish bi-monthly newsletter to be published six times per year following

Feb/March, April/May, June/July, Aug/Sep, Oct/Nov, Dec/Jan edition schedule

1.5.4.1 Solicit articles from ETS staff to include on base colleges/universities with a submission deadline of the 10th of the month prior to publication (i.e. 10 Jan for the Feb/March edition).

1.5.4.2 Write additional articles to be published for each addition of the newsletter.

1.5.4.3 Create newsletter product. Sample attached.

1.5.4.4 Provide newsletter draft to ETS Chief for review and approval by the 15th of the month prior to publication (i.e. 15 Jan for the Feb/March edition).

1.5.4.5 Complete corrections as required by the ETS Chief.

1.5.4.6. Publish newsletter with following issues: Feb/March, April/May, June/July, Aug/Sep, Oct/Nov, Dec/Jan.

1.5.4.7. Any tests that are not administered by the National Test Center (NTC).

1.5.5 Present education information at weekly Right Start information fair

1.5.5.1 In the absence of ESS, attend Airman and Family Readiness Center (AFRC) weekly Right

Start information fair for base newcomers and present education center information, conduct

Initial Tuition Assistance Briefing, Informed Decision, Airman Leadership School (ALS) and other unit briefings.

1.5.5.2 Will be a test administrator once per week, administering all approved examinations which are not administered by the NATIONAL TEST CENTER. Tests will be administered in accordance with instructions provided in the testing handbooks, test examiner guides and

TCO/ATCO instructions to ensure no possibility of test compromise.

1.5.6 Administrative Duties

1.5.6.1 Program for Spouses

15.6.1.1 Inform Spouses of different options available to them such as MyCAA, FAFSA, GI

BILL, Scholarships, Grants, Federal Loans and Local Scholarships.

1.5.7 Graduate Record Examination (GRE)/Graduate Management Assessment Test (GMAT)

1.5.7.1 Brief members on process for taking GRE/GMAT examinations at off base site.

1.5.7.2 Provide members with GRE/GMAT reimbursement form.

1.5.8 Teach study skills course once per quarter

1.5.8.1 Prepare and distribute all advertising for monthly study skills course.

1.5.8.2 Teach 3 hour course once per quarter using resources available via ESS.

1.5.9 Note taker for meeting minutes

1.5.9.1 Ability to succinctly take notes at ETS staff meetings.

1.5.10 Emails/Telephone Calls/Walk In Customers

1.5.10.1 Answer all incoming telephone calls in professional manner providing required assistance.

1.5.10.2 Service all walk in customers in professional manner providing required assistance

Manage emails to ETS generic address (31fss.fsde.edcenterstaff@us.af.mil); Check ETS

Outlook in Box hourly and take appropriate action on all emails.

1.6 Miscellaneous

1.6.1 To perform necessary functions access to Base Installation, Base Intranet, commercial

Internet, AFAEMS, AF Portal, Virtual MPF, MilPDS, and CDSAR is required.

1.6.2 To perform necessary functions, provider must be English speaking.

1.6.3 Working knowledge of Microsoft Word, Outlook, Excel, Access, Publisher, PowerPoint is required.

1.6.4 Ability to operate copier machine, label maker, scanner, shredder, Digital Wall Displays, and printers is required.

1.6.5 To perform necessary functions, ability to access Aviano Air Base is required.

1.6.6 To perform necessary functions, ability to obtain Common Access Card (CAC) is required.

1.6.7 Ability to transport services to needed areas; Right Start/FTAC Briefings, Education Fairs and

CCAF Graduations and other unit briefings.

1.7 WORK HOURS/DAYS: Services will be performed during normal hour of operation (see paragraph

4.1 of the PWS), Monday through Friday, throughout the year except for U.S. Federal Holidays and family days.

1.8 QUALIFICATIONS: The minimum qualification for this position a bachelor degree from an accredited college or university. Bachelor degree experience in the education field preferred. Bachelor degree and/or 15-30 semester hours in counseling; secondary education in a related discipline is preferred.

Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least 1 year is desirable. Knowledge of/experience with

AF terminology, office procedures, and education programs plus familiarity/facility with Microsoft

Word, PowerPoint, Excel and Access is desirable.

1.9 EDUCATION AND TRAINING SECTION (ETS) TECHNOLOGY SUPPORT DESCRIPTION

1.9.1 All tasks shall be accomplished in accordance with all DOD, Air Force, US Air Forces

Europe, and local base computer/technology guidelines and regulations. The Air Force

Instructions (AFIs) will be made available upon request (some are available through on-line reference material).

1.10 DETAILED DESCRIPTION OF SERVICE:

1.10.1 Provide hardware and software system administration on all personal computers, servers, fax machines, satellite receivers, switches, routers, printers and other peripherals critical to proper function of the Education and Training Section (ETS) within two hours of notification.

1.10.2 Implement any new systems (software/hardware) as required by the ETS Chief or designated staff member within one week of receipt. Set up new computers and other information systems in a timely manner to support gradual improvement of the ETS facility.

1.10.3 Provide all networking architecture recommendations and networking support to improve

ETS network as directed by the ETS Chief.

1.10.4 Establish procedures for safe guarding all critical data. Design back-up methodology to mitigate uninterrupted ETS services to customers.

1.10.5 Develop tracking system to (including all required documentation) monitor all information systems. Establish diagram of facility with associated database to track fixes and implementation of information systems.

1.10.6 Provide for safe migration of important data from one system to another. Install and maintain

ETS primary database. Conduct upgrades to database and provide training to ETS personnel.

1.10.7 Provide recommendations to ETS Chief for future planning and improvements to existing information systems structure.

1.10.8 Assist ETS Chief in research and purchase of all information systems and components required to improve existing structure.

1.10.9 Provide for proper information security on all systems. Educate personnel on proper security procedures to protect sensitive data and records.

1.10.10 Train office personnel on software required for them to efficiently execute their jobs.

1.10.11 Perform any other critical system support as requested by the ETS Chief for successful operation of the ETS technology within two hours of notification.

1.10.12 Education Services ADSL Wireless Network.

1.10.13 Perform Wireless LAN Site Surveys.

1.10.14 Install and Configure Routers, Switches, and Wireless Access Points within one week of receipt.

1.10.15 Install RF Network Identification Cards one week of receipt.

1.10.16 Configure Firewalls one week of receipt.

1.10.17 Troubleshoot connectivity within two hours of notification.

1.10.18 Perform Systems Security Maintenance.

1.10.19 Install CAT5e cable IAW IEEE standards one week of receipt.

1.10.20 Install Operating Systems (OS) one week of receipt.

1.10.21 Configure OSs one week of receipt.

1.10.22 Assists WAPS tester with TBAS trouble shooting.

1.10.23 Troubleshoot and Maintain Student and Test Control Database within two hours of notification.

1.10.24 Perform Client, Server, and Database Software Updates.

1.10.25 Defense Language Proficiency Testing (DLPT) systems. Acts as computer liaison for ETS covering PME services: SOS, ACSC, AWC and SNCO.

1.10.26 Install Data Stream Audio Hardware one week of receipt.

1.10.27 Install DLPT Client software one week of receipt.

1.10.28 Install Eastern/Asian Language Support Drivers one week of receipt.

1.10.29 Perform Client Software and Language Support Updates as required.

1.10.30 Troubleshoot LAN and WAN issues within two hours of notification.

1.10.31 Responsible for keeping AFVEC, MARQUEE and FACEBOOK AND Education Websites updated.

1.10.32 Conduct an inventory of all the obsolete equipment and properly dispose through DRMO within six (6) months.

1.11 WORK HOURS/DAYS: The ETS Technical Support personnel will work as required to maintain the current system as well as install future upgrades IAW this PWS during Normal Work Hour. For normal work hour see Par. 4.2 of the PWS. It is estimated that this service will be required 10 hours per week.

1.12 QUALIFICATIONS: The minimum qualification for this position an associate’s degree from an accredited college or university and two (4) year experience in the computer technology field.

3 GOVERNMENT PROVIDED ITEMS

3.1. The government will provide all communication (to include computer workstation with internet access) and office supplies to complete this contract.

3.2. The government will provide keys to access any facility required to accomplish the task set forth by this

Contract. All required access keys will be accounted for and returned in the same condition presented.

4 GENERAL INFORMATION

4.1 HOURS OF OPERATION, Except Federal Holidays

4.1.1. The operational hours of the Aviano ETS are Monday through Friday 0730-1630, closed on federal holidays.

4.3 SECURITY REQUIREMENTS

4.3.1 For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, DoD

Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

4.3.2 Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of

DoD personnel, contractor personnel or resources.

4.3.3 Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

4.3.4 Key Control. (IF APPLICABLE) The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.

4.3.4.1 The contractor shall immediately report to the ETS Chief any occurrences of lost or duplicated keys.

4.3.4.2 In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, the government shall replace all locks and keys for that system and the total cost deducted from the monthly payment due the contractor.

4.3.4.3 The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.

4.3.5 Lock Combinations. (IF APPLICABLE) The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the ETS Chief. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded.

4.3.6 BASE NETWORK ACCESS: Access to military base network and e-mail accounts may be necessary in the performance of duties. If required, the government shall initiate the necessary security clearance paperwork and assume the cost of the background clearance check.

4.3.7 The contractor shall ensure the following pass and identification items required for contract performance are obtained for employees and non –government owned vehicles.

a. DD Form 1172, application for Uniformed Services Identification Card, if applicable

b. AETC Form 58, Civilian Identification Card, If applicable

4.4 EMPLOYEE PLACEMENT

4.4.1 The contractor has 30 Day to fill the position with a qualified individual upon initial receipt of task order.

4.4.2 If a position becomes vacant due to either a known or unknown reason (i.e. employee resigns) contractor has 7 day to fill the vacant position with a qualified individual.

4.5 DoD CONTRACTOR PERSONNEL OFFICE NOTIFICATION: There are two categories of employees of DoD contractor employees in Italy: (1) those who are accredited as Technical

Representatives and, (2) those who are employed under locally prevailing conditions of employment and are not considered Technical Representatives:

4.5.1 TECHNICAL REPRESENTATIVES: TRs require a mission visa and soggiorno permit

(permesso di soggiorno, or soggiorno). They are exempt from Italian income taxation, labor legislation and social contributions. The following persons will not acquire TR status: a person who is an Italian national, a person ordinarily resident in the Republic of Italy, a national of any state (country) not party to the North Atlantic Treaty, or a stateless person.

4.5.2 NON-TECHNICAL REPRESENTATIVES: Persons determined not to meet the eligibility criteria of TRs as defined in paragraph 4.5.1 requires Italian working visas. In addition, they are employed under local prevailing conditions of employment and are subject to Italian income taxation, labor legislation, and social contributions; and they are not eligible for individual and family ILS outlined in paragraph 3.22.

4.5.3 ***Family members of “members of the force” (i.e., active duty military) and family members of civilian component members are authorized to be employed on USF installations without modification of their passports, visas, and soggiorno permits that otherwise reflect a family member status. Upon the sponsor’s departure from Italy, such employment terminates.

4.5.4 This requirement presumes the utilization of technical representative personnel to be employed by the contractor. United States authorities and Italian authorities are involved in the accreditation of contractor employees who are intended to fill such contract positions. To be eligible for technical representative status under DOCPER, experience. To expedite accreditation, the contractor agrees to promptly complete in accurate detail and return to the

Contracting Officer or Contracting Officer’s Representative information on the contract and contract positions for which technical representative accreditation is requested, and the individual information on each employee designated to fill a technical representative position.

Positions accredited as technical representatives will be documented by an individual letter of accreditation.

4.5.5 Contractor shall promptly notify the Contracting Officer or Contracting Officer’s

Representative if a technical representative employee once accredited as a technical representative is no longer performing duties requiring accreditation.

4.5.6 The contractor shall require all employees accredited as technical representative personnel to apply for missioner visas prior to travel to Italy. Contractors may not send personnel that have not received Italian missioner visas to fill technical representative positions. The Government shall not be responsible for the costs incurred by the contractor who sends personnel without visas or who are otherwise ineligible for entry and presence in Italy

6. CONTRACTOR FULL-TIME EQUIVALENT REPORTING.

The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for performing custodial service at Aviano Air Base via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October each calendar year.
