The solicitation number for this solicitation is FA568219Q7014.

i. This is a combined synopsis/solicitation (combo) for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

quotations are being requested.

ii. Solicitation number FA568219Q7014 is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number.

iii. This solicitation document and the incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular (FAC) 2019-05 Effective 13 Aug 2019, Defense Federal Acquisition Regulation Supplement (DFARS) DPN 201900809 Effective 09 Aug 2019 and AFAC Air Force Acquisition Circular 2018-0525 Effective 25 May 2018.

iv. The following NAICS code applies to this solicitation: 611710 (Educational Support Services)

v. This is a requirement to provide Off-Duty Education Program Support Services.

vii. The provision at 52.212-1, Instructions to Offerors – Commercial items, applies to this acquisition. The following addenda are made to the provision. Paragraph (b) Submission of offers is added to read: Quotations shall contain at a minimum the following information: Company name, POC name, phone, complete mailing address and e-mail, service description, quantity, unit of issue, unit price (USD, $), shipping costs (if applicable), total price, discount terms, and delivery terms.

ADDENDUM TO 52.212-1 Instructions to Offerors

The following documents constitute the offer, failure to submit any of the below documents may be cause for rejection of the offer:

1. Price

(a) Complete the included bid schedule. In doing so, the offeror accedes to the contract terms and conditions as written in the combined synopsis/solicitation.

(b) Insert proposed unit and extended prices in the bid schedule for each Contract Line Item Number (CLIN) 0001, 0002, 1001, 1002, 2001 and 2002. All prices in response to this combiuned synopsis/solicitation will be in USD.

(c) The entire solicitation shall be returned in its entirety.

2. Qualifications/Technical Capability

Submit all required documentation as required by the Performance Work Statement (PWS).

3. Prior Experience

The offeror shall provide prior experience information on two (2), but no more than three (3) contracts. Such information shall be provided on previous and/or current contracts that are the SAME or SIMILAR to this solicitation, for Off-Duty Education Program Support Services for the Aviano Military community and dependents, within the last three (3) years (from the date set for receipt of proposals) covering a period of at least one year.

a. Basis for Contract Award

This solicitation is subject to the Simplified Acquisition procedures (SAP) of the Federal Acquisition Regulation (FAR) 13, Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at the Air Force (AF) FAR Site, http://farsite.hill.af.mil.

The Government will select the offer of the responsible vendor, whose offer represents the best value after evaluation in accordance with the factors indicated in paragraph B (EVALUATION FACTORS) below.

b. Number of Contracts to be awarded

The Government intends to award one contract for performance of services of line items listed in the schedule, on page 4 through page 6, of this solicitation, in accordance with (IAW) the Performance Work Statement (PWS) for Off-Duty Education Program Support Services, dated 7 June 2019 at Aviano Air Force Base, Italy

c. Solicitation Requirements, Terms and Conditions

Offerors are required to meet all solicitation requirements. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award.

viii. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will select the offer of the responsible vendor whose offer represents the best value after evaluation in accordance with the following factors:

B. EVALUATION FACTORS

The following evaluation factors and subfactors will be used to evaluate each offer.

Factor 1: Price Price determined to be reasonable and affordable. The offeror’s price will be evaluated for award purposes based upon the total price offered. Offerors whose price cannot be determined to be reasonable and affordable may not be considered for award. For the evaluation of the option price pursuant to FAR Clause 52.217-8, Option to Extend Services, 6 Months of the price proposed for CLINs 2001 and 2002 will be included in the total evaluated price.

Factor 2: Qualifications/Technical Capability This factor evaluates offeror’s capability to provide items that meet the Government requirements. This requirement is met when the offeror’s quote includes the above in sufficient detail to allow the Government evaluation team to ascertain without any reasonable doubt total compliance with the requirements as stated in the Performance Work Statement (PWS set forth in the item extended description.

Factor 3: Prior Experience Prior experience will be evaluated as either acceptable or unacceptable. Quotes submitted without sufficient documentation will be unacceptable.

ix. Quotes must be valid for three (3) months. (120 calendar days) from the date of closing of this RFQ.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215- 2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 20 days prior the expiration of the contract.

(iii) The Contractor shall retain the certified copy to substantiate non-payment of the IVA tax.

(a) Definitions. As used in this clause— “Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—
