Justification (Simplified Acquisition)

FOUO - FOR OFFICIAL USE ONLY

20 Apr 2017 FOUO - FOR OFFICIAL USE ONLY Page 1 of 1

Section A: General Contract Information

Contracting Activity: 31 CONS/LGCC

Project/Program Name: 31 FW Access Control System

Purchase Request/Identification Number: F3NF347212A001

Estimated Contract Cost (including Options): $

Section B: Description of the Supplies/Services Required

Section C: Justification for Soliciting from a Brand Name

Currently Software House is being installed in the new Mission Training Center that 31FW/CVN will manage. If we were to install a management system other than Software House, we would be unable to properly control access to all of our facilities. This project was controlled by Navfac/ Boeing and is out of our control. Since the buildings we manage are not adjacent/next to each other, they will need to communicate via Aviano's intranet pipeline. If we were to use any other access control system, there would be a severe compatibility issue trying to link the building's control systems together and this would impede CVN's ability to properly control access to these structures. After thorough research we have determined that Software House is the program that will be able to meet all of our needs. Software House ACS is currently used in other buildings and the installation of a different software will signifigantly compromise CVN activity, impeding CVN to properly access the buildings.

Section D: Efforts to Obtain Competition

Section E: Steps to Preclude Future Brand Name Awards The requiring activity will conduct market surveys to determine potential future sources fully compatible with the system in place to preclude the necessity for future sole source or brand name acquisitions of the same supplies.

Section F: Contracting Officer's Determination I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a s e is reasonably available.
