The intent of this project is to completely replace the DSX Access Control System (ACS) with Software House in three facilities and carry out a full Software House installation to one facility system here at Aviano, AB. This will enable continual and reliable functioning of the required ACS for our secured facilities, as well as meeting networking standards and meet USAFE Access Control Systems standards.

Must have a completed ATO prior to connecting to Aviano's communications infrastructure and enclave per the attached reference

Aviano CVN Office (Parent Facility)

Description of current state: Currently installed DSX 1040 Power Distribution Panel (PDP) w/DSX1040 Series Control Panel (SCP). Controllers are DSX 1042 Controllers. 2x Mean Well SP-150-15 converters are used to convert 220VAC it to usable110VAC for DSX PDP and SCP. New Software House panels need to be configured similarly for the same power outputs.

End State Requirement: Replace DSX with Software House C-CURE 9000 ACS system.

1. Remove and dispose of installed DSX controller panel.

2. Provide and install a new Software House "L" series desktop server including a 20" monitor and all required software and licensing for control of the new iStar panel.

3. Provide and install Software house iStar ultra Series controller to accept (7) seven access points.

4. Provide and install (4) three HID PIV class readers with key pads and (3) three PIV class R40 keypad less readers, capable of reading 200 bit U.S. Government Issued Common Access Card (CAC) and 37 bit Iclass formatted cards. These readers will be replacing currently installed readers. The company will also have to provide CVN with 400 blank 37 bit Iclass cards.

5. Provide (2) Spare HID PIV class readers with key pads, capable of reading 200 bit U.S.

Government Issued Common Access Card (CAC and 37 bit Iclass formatted cards.

6. Provide (2) Spare HID PIV class flat readers, capable of reading 200 bit U.S. Government Issued Common Access Card (CAC) and 37 bit Iclass formatted cards.

7. Conduct a full system function test as well as provide test reports. This will ensure all subcomponents are correctly functioning with parent system software upgrades, and that all previously installed hardware is still within tolerances.

Description of current state: This will be a new installation for this building. None of the legacy DSX ACS system remains. Conduits for the badge readers have been installed.

220VAC is the only usable power for this facility. New Software House panels need to be configured for the same power outputs.

End State Requirement: New install of Software House C-CURE 9000 ACS system.

220VAC is the only power installed in this facility. Power supplies will need to accept this input voltage.

1. Provide and install Software house iStar Edge Series controller to accept (4) four access points. This controller will be controlled by CVN parent facility.

2. Provide and install (2) two HID PIV class reader with key pad, capable of reading 200 bit U.S. Government Issued Common Access Card (CAC and 37 bit Iclass formatted cards. These readers will be replacing currently installed readers.

3. Provide and install (1) one HID PIV class flat readers, capable of reading 200 bit U.S.

4. Provide/Install (4) new true day/night cameras, two located on the building exterior (outside MX Bay) and two located inside of the facility (in the mantrap area). Install all required cabling and power supplies for these cameras.

5. Provide/Install (2) 32" LCD monitors. One will be located in the MX office the other will be located in the MX bay. Install a video amplifier and video quad processor which will allow all four cameras to be viewed on both monitors.

6. Conduct a full system function test as well as provide test reports. This will ensure all subcomponents are correctly functioning with parent system software upgrades, and that all installed hardware is within tolerances.

- Must have 2 year warranty associated with installation.

- Current Strikers are wired for 12-24 VDC or VAC volt operations.

- ACS system output shall be setup for 24 VDC in all facilities

- As outlined by ICD 705, companies installing/servicing any Intrusion Detection Systems/Access Control Systems must to be U.S. owned companies.

- Contractors are requested to include trip expenses in the total pricing estimates.

- All quotes must remain valid until Dec 31, 2017
