NOTICE TO OFFERORS: Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

Offerors must be registered and active in System for Award Management (SAM) (see https://www.sam.gov) to be eligible for award.

The solicitation number for this solicitation is FA5682-17-Q-5026. Offers must be submitted in US Dollars (US).

i. This is a combined synopsis/solicitation (combo) for commercial items prepared in accordance with the format in

Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested.

ii. Solicitation number FA5682-17-Q-5026 is issued as a request for Quote (RFQ).

iii. This solicitation document and the incorporated provisions and clauses are those in effect through the most current

Federal Acquisition Circular (FAC), Defense Federal Acquisition Regulation Supplement (DFARS) DPN, and Air

Force Acquisition Circular.

iv. The following NAICS code applies to this solicitation: 334220.

v. This is a requirement to purchase 2 RF-7800M-V211 – Transit case system and 2 Part An/PRC-117G(V)1(C) Radio

Assy type 1 Multiband manpack w/ GPS, WWB listed and described in the bid schedule.

vi. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The following addenda are made to the provision. Paragraph (b) Submission of offers is added to read: Quotations shall contain at a minimum the following information:

Company name, POC name, phone, and e-mail, product part number, product description, quantity, unit of measure, unit price (USD), shipping costs (if applicable), total price, discount terms, and delivery terms.

vii. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will select the offer of the responsible vendor whose offer represents the best value after evaluation in accordance with the following factors: (i) Price, (ii) Technical Acceptability.

viii. Award shall be made on the basis of the lowest priced quote meeting or exceeding the technical acceptability standards for non-cost factors.

ix. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The following addenda are made to this clause. Paragraph (a) Inspection/Acceptance is added to read: The contractor shall use the Wide Area Workflow web page at https://wawf.eb.mil/index.html to submit invoices for acceptance.

Paragraph (o) Warranty is added to read: The contractor shall provide all standard commercial (including manufacturer) warranties to the United States Government. The Government reserves the right to award on a CLIN by CLIN basis.
