Section C: Justification for Soliciting from a Brand Name

IAW FAR 6.302-1(c), competition will be restricted to encompass only Harris brand radios

A. 31 CS personnel are currently trained and certified to perform routine and repair maintenance of Harris equipment used by the 555 FS and 510 FS. Harris is the training standard for all CS personnel who use and maintain this type of equipment. If another brand of radio was utilized, 31 CS would not be able to maintain the equipment fot the 555 FS and 510 FS as they are not certified to do so.

B. It is essential that the equipment that is acquired provide critical secure communication capabilities. The radios being purchase for the 555FS and 510FS must contain the Harris proprietary encryption in order to be inter-operable with the country's existing inventory of Harris radios. Unlike some encryption systems that are separate from the communication systems they are interfaced to, the encryption is embedded within Harris radios. It cannot be extracted and used as a separate capability. This fact, as well as its proprietary nature, makes export Harris encryption inaccessible to other manufacturers. Other manufacturers cannot incorporate export Harris encryption waveforms into their radio systems.

Section D: Efforts to Obtain Competition

Harris Corporation has several distributors as shown in the Market Research Report. Furthermore, this requirement will be posted to FBO in an effort to maximize competition.

Section E: Steps to Preclude Future Brand Name Awards

Squadrons' POCs will continue to survey the market to identify DoD approved vendors for the specific encryption radio and radio transit systems. Currently, the DoD has approved a new contract with Harris to continue to be the sole source for specific communication systems.
