STATEMENT OF WORK

1.0 SCOPE

This Statement of Work (SOW) is for a contractor to provide internet service in the dayrooms of six (6) dormitories. Unaccompanied Housing will award and fund one (1) year of service with additional four (4) one (1) year option periods and six (6) months of extended service option.

2.0 GENERAL DESCRIPTION

The contractor shall provide commercial internet service to the dorm buildings 1422, 1423, 1424, 1425, 1426, 1427 at Aviano AB, Italy. Also the internet service must be provided and upgraded.

Project will provide Requesting Activity with a minimum of One Hundred (100) Mbps Internet Network Service, in both, upload and download speed.

The following is a summary of work:

A. Supply internet service to the currently installed routers in the dorm dayrooms. If the contractor would like to supply their own routers they must do so at their own expense.

Charges will be for providing internet service only.

B. The contractor is required to provide a quote for monthly internet service.

3.0 SCHEDULE:

Contractor shall have approved drawings and submittals for all materials and software prior to any new work or installation of equipment, including accessory items. All work must comply with environmental laws and regulations, as well as with Italian law in regards to privacy, misuse and interception. Total cost for a complete working system shall be defined by the contractor before contract award. No changes will be allowed unless a contract modification is released and additional pricing information requested. The contractor shall prepare and deliver an integrated master schedule detailing program activity. The contractor shall baseline the project schedule/plan upon contractor and Government agreement. In addition, the contractor shall identify any changes to the schedule by providing an updated schedule. The contractor shall include justification and requests for approval for all schedule modifications.

4.0 CONTRACTOR PROFESSIONAL SERVICES RESPONSIBILITIES

4.1 General

The Contractor shall provide a commercial internet service that will enable its users to access the internet sites, on line banking accounts, email, streaming media, and online gaming. A location should immediately begin to broadcast internet service once it has been setup. Completed system must adhere to all Air Force and base installation practices, USAF/DoD regulations, technical letters and instructions and applicable industry standards. It has to be compliant with Italian law in regards to privacy, misuse and interception. Any work deemed to be not compliant shall be re-worked at the contractor’s expense.

4.2 Cabling

If the Contractor does not utilize the pre-installed routers, cabling will be required from the switches at ground floor to routers located on second floor.

4.3 Access Points

The Contractor shall provide Internet Network Service to the wireless access points installed in the dormitories of buildings 1422, 1423, 1424, 1425, 1426, and 1427.

4.4 Bandwidth

The Contractor shall provide Aviano AB with minimum of one hundred (100) Mbps Internet network service in download, as well as, one hundred (100) Mbps in upload.

4.5 Content Filtering

The Contractor shall provide the ability to block access to certain sites such as pornography sites, torrents, and online gambling. The specific categories and sites will be provided by Aviano AB to the Contractor upon award. Designated points of contacts will have the ability to contact the Contractor to add/remove certain sites from being blocked by the content filter.

4.6 Maintenance Support

The Contractor shall provide maintenance on the system when a component of the system fails.

There shall be a 24 hour response time for on-site maintenance to fix a failed system component (during normal business hours (7:30 a.m-4:30 p.m. (Monday to Friday)). This should be included in the service contract.

4.7 Network Monitoring/Technical Support

The Contractor shall provide 24/7 technical support for the system providing a number that appointed members can call with service issues. The Contractor shall provide a network monitoring support where they can remotely monitor the system and be able to fix technical issues remotely. The system should maintain an up-time capability in accordance with commercial standards.

5.0 PROCUREMENT

5.1 Equipment Ownership

The contractor shall purchase, with government approval, all equipment, and accessories necessary for the execution of this project according to the applicable List of Materials (LOM).

The equipment will be owned by the contractor and the contractor will be responsible for the maintenance of the equipment and removal of equipment if needed.

5.2 Equipment Warranty

Warranty is not needed as the contractor will own and maintain the equipment they have installed for the life of the contract.

6.0 CHANGE CONTROL PROCEDURES

The Government may request changes in or additions to the work being provided here under by written modification to the contractor by a warranted contracting officer. Contractor will comply, to the extent feasible, with such requested changes. Should contractor determine that such changes cause an increase or decrease in the cost of or time required for performance of the work, contractor shall advise contracting thereof. The customer requested changes shall not become effective, until agreed upon and executed by contractor and contract officer. Contractor will begin work in response to Government’s requested changes upon receipt of the written notification, a Purchase Order, and Addendum to the SOW for additional work.

7.0 INSTALLATION

The contractor shall provide all equipment and supplies necessary to support this requirement.

The Contractor shall provide a list of all components installed per this project, as well as a list of the components removed if any.

7.1. Testing and Acceptance

7.1.1. Testing

The contractor will ensure installation is operational and meets all required commercial, local and international industry standards, military instructions, standards, policies, guidelines, regulations and practices. The testing procedures will be provided in writing and also a copy of the outcome of the performed test.

7.1.2. Acceptance

The expansion shall operate with minimal failure after acceptance testing and activation of service. The contractor shall provide all support necessary during this period to resolve any issues that may arise. As- built drawing shall be provided upon completion of the project to dorm representatives.

8.0 PLACE OF PERFORMANCE

The location of installation is on Aviano AB. The contractor is expected to work normal business hours, 0800 to 1700, with sufficient time to allow for entrance and exit of base security points before during and after the normal work hours.

9.0 HOURS OF WORK

The contractor shall perform all work during normal duty hours, 0800 to 1700, Monday through Friday excluding federal holidays.

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance

11.0 ADDITIONAL REQUIREMENT:

All work area shall be kept as clean as possible during working hours. Debris will not be allowed to accumulate on work site. All debris will be deposited in an authorized container supplied by the contractor.
