Facilities Maintenance Performance Work Statement (PWS)

For Air Conditioning and Air Ventilation System at Hangar

C5 Bldg 3330 Ramstein Air Base, Germany

1. Description of Services/General Information:

1.1. The Contractor shall provide all personnel, tools, materials, supervision and other items necessary to perform preventative maintenance services to Air Handling Units that are installed in Hangar C5, building 3330 to ensure their full operational status for the 721st AMXS at Ramstein Air Base.

2. General Requirements:

2.1. The Contractor shall accomplish all work in this Performance Work Statement (PWS) in accordance with (IAW) manufacturers’ recommendations, national codes (German Industrial

Norms){DIN} standards or European Norms {EN} if available and a DIN standard does not exist, (National Fire Protection Association (NFPA) 12, 25, 72, Verband der Elektrotechnik (VDE), applicable federal, or host nation rules and regulations, applicable environmental rules and regulations, energy programs, applicable building and safety codes, and Federal Republic

Germany (FRG) final governing standards (FGS) unless otherwise specified herein or the

Department of Defense Military Handbook 1008. The Contractor shall use most current version of all standards as they become available. Work not meeting these specifications shall be corrected by the Contractor at no expense to the Government. If a standard is not listed in the PWS, the

Contractor shall restore the item to a clean and operable condition or replace it as necessary.

Damage to Government property by the Contractor shall be reported to the Government and promptly repaired or replaced by the Contractor at their expense. The Contractor shall provide the maintenance services located in APPENDIX A.

2.2. Maintenance Services. The contractor shall provide monthly, quarterly, and annual preventive maintenance on the Heating Ventilation and Air Conditioning (HVAC) systems within the C5 Hangar to ensure reliable and continuous safe operation.

2.3. The Contractor shall submit a report of the work performed at the end of each month to the 721st

AMXS Facility Manager. The Government will evaluate the Contractor’s work performance by appointing a contracting officer’s representative (COR) to ensure services are received and completed in a timely manner.

2.4. The services provided shall be in accordance with fire regulations and Government labor-safety regulations. The Contractor shall contact the Base Fire Department and get a welding permission before any welding, brazing, cutting or grinding action is taken. Any of the listed actions must be coordinated in advance with affected work area managers and through the 721st

AMXS Facility Manager. The contractor shall follow all required safety procedures.

2.5. Facilities will be occupied during the performance of service by the Contractor. The Contractor shall ensure accessibility is provided to the public at any given time. Area closures if required shall be arranged through the responsible building manager.

2.6 Conformance with Environmental Management Systems. The Contractor shall perform work under this PWS consistent with the relevant environmental policies and objectives identified in the installation Environmental Management System (EMS) applicable for this contract. The Contractor shall perform work in a manner that conserves water, energy and other resources to the maximum extent

Attachment 1 feasible and ensure minimum production of waste as possible, giving preference to recycling and reutilization opportunities. Furthermore, the Contractor shall give preference to less toxic materials whenever available and still reliable for their work. In the event an environmental nonconformance or noncompliance of host nation and United States Air Force (USAF) environmental laws and regulations associated with the contracted services is identified, the contractor shall take corrective and/or preventative actions. In the case of a noncompliance, the Contractor shall respond and take corrective action immediately. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the EMS Coordinator. In addition, the Contractor shall ensure that their employees are aware of the environmental management system on base and how these requirements affect their work performed under this PWS.

All on-site contractor personnel shall receive the installation EMS awareness level information.

The contractor shall perform all work in accordance with applicable German and US Air Force environmental laws, regulations and operating standards, including but not limited to the Final Governing

Standards (FGS) for Germany. The contractor shall be immediately capable of understanding and addressing environmental laws and regulations as they pertain to work performed under this PWS.

The Contractor shall always choose most environmentally friendly expendable items needed for this service, preferably with "blauer Engel" symbol.

2.8. Contractor Manpower Reporting. The Contractor shall report ALL Contractor labor hours

(including subcontractor labor hours) for performance of services provided under this contract for the Air

Force via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported at any time during the FY, all data shall be reported not later than 31 October of each calendar year. The Contractor may direct questions to the Enterprise Contractor Manpower

Reporting (ECMRA) help desk.

2.8.1. Uses And Safeguarding Of Information. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

2.8.2. User Manuals. Data for the Air Force service requirements shall be input at the Air Force

ECMRA link. However, user manuals for Government personnel and contractors are available at the

Army ECMRA link at http://www.ecmra.mil.

3. Usage of Government Property:

3.1. The U.S. Government provides electricity and water hookups for use during the performance of the contract.

3.2. The Contractor shall dispose all waste and scrap material accumulated at no additional cost to the U. S. Government and in accordance with all applicable laws. Sanitary installations and break rooms can be used if necessary.

4. Hours of operation:

4.1. All maintenance and unscheduled repairs shall be performed during normal work hours between

07:00 and 16:00 hours, Monday through Friday. All unscheduled repairs shall be performed as coordinated with the individual building manager. Contractor shall be given access to all installations during regular work hours.

5. Repairs:

5.1. The Contractor shall report any necessary repairs identified during preventative maintenance to the Government. All necessary repairs shall be reported in writing (e-mail is acceptable) within 72 hours of discovery to the 721st AMXS Facility Manager for further action. For repairs not able to be completed by the Government, the contractor shall be notified and shall perform work identified under clause 252.217-7028, Over and Above Work. If parts not associated with monthly, quarterly or annual maintenance intervals are required, a priced labor estimate and bill of materials must be submitted to the Contracting Officer’s Representative (COR) for further processing under the Over and Above Work CLIN. Over and above work is to be used for services within the overall scope of the contract, but not included in the scope baseline.

6. Parts and Material. For this contract, there will be parts that are for related to the prescribed maintenance intervals and parts that might fall under Over and Above Work. The Contractor shall provide a written cost estimate IAW Paragraph 5, if requested by the COR or CO. The Contractor shall only complete repairs after receiving written authorization from the CO. The contractor will be reimbursed for the cost of all parts replaced during maintenance.

For specially ordered or manufactured parts, a copy of the manufacturer/wholesaler's invoice shall be attached to the applicable invoice as proof of the amount paid. Reimbursement is limited to the actual cost incurred.

7. Project Requirements:

7.1 Scope of Work – Air Ventilation and Air Conditioning Equipment Maintenance:

Contractor shall provide all materials, supervision, labor, tools and equipment to perform preventive maintenance and perform repairs the HVAC systems within the facility.

If any discrepancies are found with the Air Handling Units that are not covered under this scope of work, as mentioned in Paragraphs 5 and 6, Over and Above Work procedures will be put into effect and the contractor shall provide the following:

1. Detailed report noting the discrepancy found.

2. Bill of Materials (BOM) to include component name, quantity, part #, and price for any repair material required and material lead time.

3. Price quote for repair labor with supporting documentation from suppliers. Contractors shall submit their labor hour rate in response to the solicitation for incorporation into the Over and Above

Work CLIN.

7.2 Safety and Special Instructions:

1. Follow site safety procedures and supervisor’s instructions.

2. Schedule outage with operating personnel.

3. Use extreme caution when climbing access ladders.

4. Perform applicable lockout/tag out steps of site safety procedures

5. Lockout and disconnect the main power before tightening the main supply lugs in order to avoid the hazard of electrical shock, which could result in serious personal injury or death.

6. Record and report equipment damage or deficiencies.

7. Review and follow the manufacturer’s O&M instructions.

8. Record results in the equipment history log within 5 days of completion.

9. Allow only qualified personnel to do maintenance work on this equipment.

10. Check manufacturer’s specifications for the maximum number of plugged tubes.
