PERFORMANCE WORK STATEMENT (PWS)
for
Heavy Machinery, Equipment Repair and Maintenance services at the 721st Aerial Port Squadron (APS)

1.0. DESCRIPTION OF SERVICES
1.1. OVERVIEW OF SERVICES. Non-personal services in support of the 721 Aerial Port Squadron (APS). The contractor shall provide all personnel, material (distilled water for batteries and lubricants), equipment, tools and services necessary to perform maintenance services for the electrical, mechanical and hydraulic assemblies of the 31 electrical vehicles listed under paragraph 2.1.5. Equipment Inventory, and associated charging stations. All services shall be conducted by qualified, trained and certified personnel. Within 1 business day of award, the contractor shall provide the training certification (s) of the personnel performing the maintenance service to the contracting officer and 721 APS Point of Contact (POC). These services are considered to be non-mission essential as defined by DODI 1100.22.
2.0. SPECIFIC REQUIREMENTS
2.1. SERVICES.
2.1.1. The contractor shall furnish a 3-month schedule for inspection dates, type of equipment, type of inspection, location, duration and anticipated equipment downtimes to the 721APS POC one week in advance of the quarterly cycle (1Jan, 1Apr, 1Jul, 1Oct). The contractor may be referred to the end-customer POC in order to coordinate at least 5 workdays in advance the dates/times of the schedule. The contractor shall accept regular requests, delays and short notice requests for rescheduling.
2.1.2. The contractor shall submit a Maintenance Report no later than 5 work days after the work is completed to the 721 APS POC. The Maintenance Report shall outline following information:
- Equipment type and location
- ‘Equipment is safe for use’ or the ‘necessity to place out of commission’
- In case of ‘out of commission‘ specific recommendations for repair
2.1.3. Best commercial practices and guidelines established by the equipment manufacturer shall be utilized. All materials (distilled water for batteries, lubricants) used to perform under this contract shall be new and shall have the same or better quality as recommended by the vehicle manufacturer.
2.1.4. Mechanical and electrical maintenance service:
The contractor shall perform maintenance services monthly. All maintenance shall be performed in accordance with manufacturer’s specification.
The maintenance work schedule includes but is not limited to:
- Lubrication of the equipment and filling up additives according to the service manual (i.e.
fork adjustment components and chains lubrication; battery water and hydraulic fluid refill, etc.).
- Testing of safety devices (i.e. lighting and grounding straps replacement; etc.).
- Equipment performance checks.
- Function tests.
- Inspections and other checks for monitoring of operational condition.
- Adjustments.

3.0. GENERAL INFORMATION
3.1. ENGLISH LANGUAGE REQUIREMENTS. The contractor’s personnel shall be able to read, write and speak English at a level necessary to fully perform all required duties and tasks of their position.
3.2. PLACE OF PERFORMANCE/HOURS OF OPERATION. The services shall be performed at the 721APS facilities (building 3332, 3334, 2730), Ramstein Air Base, Germany.
All services shall be performed during normal work hours between 07:00 and 16:00 hours, Monday through Friday except German and US holidays.
Base Closures: Work scheduled but not accomplished because of unexpected base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
4.0. DELIVERABLES OVERVIEW

5.0. GOVERNMENT PROVIDED FACILITIES AND SERVICES
5.1. AVAILABLE FACILITIES. The contractor’s employees may use designated official break rooms as well as sanitary facilities within Building 3334.
6.0. OTHER REQUIREMENTS.
6.1. CONFORMANCE WITH ENVIRONMENTAL MANAGEMENT SYSTEMS. The
contractor shall perform work under this contract consistent with the relevant environmental policies and objectives, which are identified in the installation Environmental Management System (EMS). The contractor shall perform work in a manner that conserves water, energy and other resources to the maximum extent feasible, and ensure minimum production of waste as possible, giving preference to recycling and reutilization opportunities. Furthermore, the contractor shall give preference to less toxic materials whenever available and still reliable for their work. In the event an environmental nonconformance or noncompliance of host nation and USAF environmental laws and regulations associated with the contracted services is identified, the contractor shall take corrective and/or preventative actions. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the EMS Coordinator. In addition, the contractor shall ensure that their employees are aware of the environmental management system on base and how these requirements affect their work performed under this contract. All on-site contractor personnel shall receive the installation EMS awareness level information.
6.2. CONFORMANCE WITH ENVIRONMENTAL REQUIREMENTS. The contractor shall perform all work in accordance with applicable German and US Air Force environmental laws, regulations and operating standards, including but not limited to the Final Governing Standards (FGS) for Germany. The contractor shall be immediately capable of understanding and addressing environmental laws and regulations as they pertain to work performed under this contract.
The FGS for Germany and other important environmental laws & requirements applicable for all contractors working on base will be provided upon request.
