1. Q: Pertaining to the work hours and schedule, is this position considered part time or full time? I understand that the schedule is a block schedule, but how many hours would it be per week?
A: The Statement of work (SOW) states, that it is estimated that 6 units will be required per week and each unit consists of a 4 hour block. So the anticipated number of hours per week will be 24 and the number of days will be 3 per week. The position is considered full time, since the number of units are estimated.
2. Q: Additionally, I was confused on the pay chart. Could you elaborate? What would the hourly pay consist of?
A: To quote an hourly rate is not required, a price for 1 Unit (Unit = 4 hours) and the total Amount (Unit Price * quantity), is to be stated in the schedule.
3. Q: My next question to clarify what I meant, do I offer the amount per hour as a bid to the company and the company will decide whether or not to accept my offer?(i.e. I bid $13 an hour). Is that a correct understanding?
A: A price for 1 Unit (Unit=4 hours) and the total Amount is to be stated in the pricing schedule. The award will be made based on interviews conducted with quoters meeting the qualification requirements described in the SOW and may not be made based on the lowest quoted price. The Government reserves the right to conduct interviews with the highest ranking quoters only.
4. Q: For the following requirement, can this be gained in a specified period at the beginning of the contract?
“Must be proficient with U.S. Air Force mandatory and voluntary off-duty education program to include Career Development Course (CDC) End of Course exams, the Defense Activity for Non-Traditional Education Support (DANTES), Air Force Professional Military Education (PME) testing programs, Air Education & Training Command Distributed Learning Service (AETC ADLS) testing programs, Defense Language Proficiency Testing (DLPT), Defense Language Aptitude Battery (DLAB), Air War College (AWC), Federal Aviation Administration (FAA) Certifications, Job Site Training (JST) exams such as Enterprise Network Operations, Cyberspace Warfighting and Officer Deployed and Tactical Communications, Financial Management Concepts and Principles, HAZMAT Preparer and Inspector, Intermediate Logistics Readiness Officer, Logistics Readiness SCNO, Master Resiliency Trainer, Radiation Safety Mgr, Tropical Weather, Vehicle Management, Weight and Balance, Weather Flight Detachment Officer”
A: No, the quoter must possess the stated proficiencies prior to beginning of the contract.
5. Q: For the following, what would constitute “knowledgeable”?
“Must also be knowledgeable in using the following programs: Air University Course Development Student Administration and Registrar (CDSAR), Air Force Automated Education Management System (AFAEMS), Defense Manpower Data Center (DMDC), DANTES Portal, Air University Student Information System (AUSIS).”
A: Knowledgeable means a clear understanding of many different facts about the programs, well-informed and experienced in using the programs.
6. Q: Also, because this is a contracting position, would I pay German taxes?
A: Logistical support and tax exemption will not be provided for this position. It is the quoter's responsibility to research any tax related questions.
7. Q: Lastly, I have my bachelor’s degree, would you still need college transcripts or a copy of my degree?
A: Yes
