Referral Management Assistant

Questions:

1. Reference: Instructions, Conditions and Notices to Offerors FAR Prov 52.212-1 pg 67 of 69;

Question:

Due date for questions is listed as 31 May. What is the revised due date for questions? The new close date for receiving quotes is 8 Aug 2019.

2. Is SOFA status/Logistical Support thru DOCPER authorized/available under this contract? No

3. Is there an incumbent contractor or is this a new requirement? If there is an incumbent, please provide the contractor’s name and contract number. No incumbent

4. Reference: PWS Para 1.3.7 Objectives;

Question:

Would the Government please describe the current Referral Management Center at the 52 nd

MDG

including the number of personnel and their designated roles? How many new personnel require orientation per year? Please see PWS for requirements.

5. Reference: PWS Para 1.6.4 Hours of Operation;

Questions:

• If there is a Presidentially declared Federal Holiday, will these hours be chargeable or non-chargeable? The contractor shall be compensated only for actual hours worked by the contractor’s employees. During an anticipated closure of the facilities due to Presidential Executive Orders, Command-declared training holidays,administrative leave granted the entire staff, or other closure, the contractor personnel shall not perform work and no hours will be billed to the Government.

• Is overtime authorized on this contract? No

• Would the Government please clarify the requirement for maintaining ‘an adequate workforce for the uninterrupted performance of this contract’? Does this mean a backfill is required and if so, at what point are they required to be in place (ie if the primary Referral Manager Assistant is out due to illness, when would a backfill be required or if the Referral Management Assistant is on scheduled leave, at what point is a backfill required?) Recommend no more than 5 duty days without backfill.

6. Reference: PWS Para 1.6.7 Security and Para 5.6 National Agency Checks;

• Would the government please clarify the discrepancy between Par 1.6.7 requiring NAC completion at proposal submission and Para 5.6 requiring submission of requests for a NAC nlt 14 working days from contract start date? Typically, these investigations are submitted by the Government at no additional cost to the contractor (as stated in Para 5.6). Security requirement will be re-written: 1.6.7. Contractor needs to provide Criminal History Background (CHBC) Check.

Provide a copy to the Government.

5.6. National Agency Checks: The contractor shall comply with the DoD 5200.2-R, Personal Security Program, requirements for contractor personnel operating Government workstations that have unclassified automated information systems (e-mail, MIS, Internet, CAMS, etc.)

Request for National Agency Checks (NAC), on contractor personnel hired at the beginning of the contract, shall be submitted to the Government not later than fourteen (14) working days from the contract start date. Request for NACs on contractor personnel hired subsequent to the contract start date shall be submitted to the Government not later than five (5) workdays from the employee’s first duty day. These investigations shall be submitted by the Government at no additional cost to the contractor.

• Is there a requirement for the proposed candidate to be a U.S. citizen? No

• If the employee is a Local National, would a ‘Polizeiliches fürungszeugnis’ (German criminal record certificate) suffice in lieu of a NAC? Yes

• Does the proposed candidate require an understanding of the local Host Nation health care system in order to be able to assist in making referrals to the most adequate provider/facility? No prior understanding is needed; employee will be given training and point of contact for Host Nation facilities as applicable to duties.

7. Reference Para 1.6.8 Progress Meetings;

Will meetings be held in person or telephonically? Either way is fine.

8. Reference Para 1.6.9 Initial Perf Review;

As this paragraph references a ‘completed transition’, will there be a transition period with the government/incumbent and if so, how long will it be? TRICARE Operations Patient Administration (TOPA) will ensure adequate in-processing time within the 52 Medical Group, please see Unit Specific Orientation 5.4.

9. Reference Para 1.6.11 last sentence; There are no qualifications of ‘key personnel’ listed. Could be eliminated as long as contract manager is available/responds within 24 hrs, as specified.

10. Reference Para 1.6.16 Personnel Requirements;

Questions:

• Does the Government require a resume for the proposed candidate? Yes

• Does the Government require a Letter of Commitment for the proposed candidate? No, E-mail from awarded company is fine.

• 1.6.16.6 Health Requirements requires a ‘current’ Physical examination. What is considered ‘current’?

Within the last 12 months or more recent if there is a significant change in health or ability to execute administrative functions in a full-time capacity.

• 1.6.16.8 What amount of liability insurance is required? Awarded company shall provide and maintain adequate liability insurance coverage consistent with the risks associated with the performance of all services required by this PWS

11. Reference FAR Provision 52.212-2 Evaluation Para (a) 1. Price;

• May the Offeror propose prices in Euros? If so, what exchange rate will be used? Yes, the Government rate will be used according to the current Fiscal Year (FY) of performance (i.e. base year will be FY19, while option year one will be FY20…).

• We see no reference to DFARS Clause 252.229-7001 Tax Relief. Is this contract subject to taxes and duties of Germany or are the prices exempt as outlined in the cited DFARS clause? The clause DFARS 252.229-7001 Tax Relief will be added to the solicitation.

12. Reference: Instructions, Conditions and Notices to Offerors FAR Prov 52.212-1 pg. 67 & 69.

Does the Government require a specific format(i.e.: # and subject of specific volumes, page limitations, font type , paper size, Word or PDF, etc.) for proposal submittals? Are e-mails submittals acceptable?

No.
