This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in

Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation #FA5606-18-Q-2002 Issued as: Request for Quotations (RFQ)

The solicitation document and incorporated provisions and clauses are those in effect through Federal

Acquisition Circular 2005-95.

The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.

The below ADDENDA is added to FAR 52.212-1, Instructions to Offerors:

Quoted amounts need to be net prices without tax.

Quotes are required to be valid until 31 December 2017.

The Government reserves the right to award on an “All or None” basis.

All questions are to be submitted in writing by 1 December 2017, 1600 hrs., Central European

Summer Time (CEST).

Quotes are due NO LATER THAN 8 December 2017 1600 hrs., CEST.

Command-sponsored dependents of Active Duty US Forces must provide proof of command sponsorship and DEROS and must have minimum 12 months remaining on station in order to be considered for award.

A resume for all personnel submitted for this position shall be included with the quote.

The provision at FAR 52.212-2, Evaluation of Offerors – Commercial Items, applies to this acquisition in the following manner:

(a) The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

1. Price.

2. Technical Acceptability

Award will be made to the lowest priced, technical acceptable quote which is deemed responsible.

The quotes shall address the following technical factors:

1. The contractor should have a minimum of one (1) year experience in customer service.

Contractor personnel resume must be provided.

2. The contractor should have a minimum DEROS of 12 months (applies to military spouses only) as of the contract start date.

The Government will evaluate quotes as follows:

The lowest prices quote will be evaluated first for technical acceptability. If deemed acceptable, further evaluation of quotes will stop and award will be made to this contractor. If deemed unacceptable, the next lowest quote will be evaluated for technical acceptability and so on. This will continue until an acceptable quote is determined.

(b) A written notice of award will be mailed or otherwise furnished to the successful contractor on or after

1 December 2017 after evaluation is complete and a successful quote has been identified. The successful contractor must confirm by signing the SF 1449 in blocks 30a, 30b, and 30c and e-mail the document back to the Contract Specialist A1C Chaja Klein at chaja.klein@us.af.mil.

The provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial

Items, requires contractors complete the applicable portions and submit with their quote.

The below ADDENDA is added to FAR 52.212-4(c), Contract Terms and Conditions—

(c) Changes. Changes in the terms and conditions of this contract may only be by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.
