Performance Work Statement

COMMUNITY SUPPORT CENTER COORDINATOR

KLEINE BROGEL, BELGIUM

Oct 2017

1. GENERAL: This is a non-personnel services contract to provide Community Support Center support as Community Support Center Coordinator. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform as Community Support Center Coordinator as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract.

1.2. Background: The purpose of the Community Support Center is to reduce some of the stress associated with permanent change of station and temporary duty assignments by providing information, programs, and activities for single military members, married military members and their families.

1.3. Objectives: The contractor shall operate the Kleine Brogel local community support center (CSC) and library, Bldg 250, also known as the Family Support Center (FSC).

1.4. Scope: Services include providing services at the community center or at other designated locations.

For example, outreach may be accomplished at base picnics, the community center, the dining facility or other official functions. Services will be performed in support of the military community cultural adaptation efforts for all valid ID cardholders.

1.4.1. The contractor shall follow the established procedures in AFI 36-3009 (Family Support Center Program), AFI 3011 (Air Force Relocation Assistance Program RAP) Family Services Policies and Non-appropriated Fund (NAF) guidelines.

1.4.2. The contractor shall provide Cultural Adaptation outings once a quarter and a minimum of one social event per month. The purpose of the outings and social events is to assist newcomers and other community residents to culturally adapt to the local duty station environment through exposure to community personnel, language, shopping, public transportation systems, and other experiences arranged by the Contractor. The contractor will also conduct special programs such as summer reading program, storytelling hours, and activities in conjunction with all USAF programs, such as: children's book week, national library week, black history month, Hispanic-American month, etc.

1.4.2.1. All proposals shall be submitted by the contractor to the Mission Support Flight Commander or Flight Chief one month prior to the event. The proposal should include the type of event, place, date and cost for approval from the MSF Commander.

1.4.2.2. The contractor shall ensure that activities are publicized by sending out emails to Family Members, Active Duty Members and the First Sergeant. Flyers shall be posted at the Resale Store, Post Office, Community Support Center, the Dining Facility and the Kleine Brogel Facebook page.

1.4.2.3. After each event the contractor shall submit customer and event evaluation reports.

1.4.3. The contractor shall ensure local community information is available (maps, booklets, flyers, etc.).

Contractor shall contact local tourist and city centers to gather literature and information. Literature will cover aspects of daily life, travel, and cultural adaptation.

1.4.4. The contractor shall market and publicize programs by creating event flyers to display with the monthly recreation calendar. Assist with publicity of programs to reach all facets of the military community. Prepare displays, notices for bulletin boards, and lists of new materials. The calendar should be published and disseminated to customers NLT the 1st of every month.

1.4.5. The contractor shall be responsible for the Kleine Brogel Loan Locker. Contractor will maintain accountability of items in storage and those that have been loaned out. Items available for loan will be advertised in the Community Support Center and other available networks (i.e. Kleine Brogel Facebook, Share point, etc.). Additionally, contractor will prepare and distribute overdue notices.

1.4.6. The contractor shall conduct a rolling inventory of the library collection. A minimum of one-fifth of the collection must be inventoried annually in accordance with AFI 34-150, section 3.10.2. USAFE requires library customer usage metrics to be completed monthly and annually. The GSU statistics spreadsheet will be provided by the government to the contractor upon the execution of this contract.

1.4.7. The contractor shall maintain accountable books, leased books, videos, DVDs, CDs, cassettes, audio books, software, and periodicals as required by the USAFE Library Service Center.

1.4.8. The contractor shall maintain inventory levels of reading material in the reading room. Any excess inventories must be reported to the MSF Commander or Flight Chief prior to disposal.

1.4.9. The contractor shall check in and out books and other library materials and maintain related files.

Prepare and distribute overdue and reserve notices and advise customers or reserves. Maintain circulation statistics on USAFE Form 631. Shelve returned materials in accordance with the prescribed Dewey Decimal System.

1.4.10. The contractor shall provide reader services to all authorized customers. The contractor shall assist customers in using the book catalogs, CD-ROM resources, computer software applications and general reference works.

1.4.11. The contractor shall forward interlibrary loan requests for materials not available in the library to Ramstein AB Library, FL 5612, Unit 6230 Box 60, APO AE 09094. Call, e-mail, or fax requests for in-depth reference searches to the USAFE Library Service Center.

1.4.12. The contractor shall provide library tours/orientations for groups of varying ages and interests as required.

1.4.13. Existing collections. The USAFE Library Service Center will furnish library collections of accountable books, including adult, juvenile, leased books, videos, CDs, DVDs, software, audio books, and periodicals as identified in the shelf list. An inventory of the existing collections must be performed by the contractor no later than five calendar days after the start of the contract. The contractor and a government representative shall conduct a joint inventory of the existing collections and the contractor shall sign a receipt for all materials as identified in the shelf list. In the event of disagreement between the contractor and the government representative on library collection inventory, the disagreement shall be treated as a dispute. Upon termination of this contract, USAFE Library Service Center will determine the disposition of the collection.

1.4.14. All work shall be accomplished in a professional manner. Work that does not conform to the specification contained herein will be justification for rejection. Correction of any deficiency shall be at no cost to the Government.

1.4.5. The contractor shall not bring children with them to work.

1.5. Period of Performance: Period of performance is 8 January 2018 to 7 January 2019. The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years.

The Period of Performance reads as follows:

Base Year 8 January 2018 to 7 January 2019 Option Year I 8 January 2019 to 7 January 2020 Option Year II 8 January 2020 to 7 January 2021

1.6. General Information

1.6.1. Quality Assurance: The government shall inspect the contractor’s performance under this contract via customer feedback and/or comment cards.

1.6.2. Recognized Holidays: The contractor is not required to perform services on holidays.

1.6.3. Hours of Operation: The contractor is responsible for conducting business, between the hours of 0800 and 1500 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.

1.6.3.1. In the event of an absence, the contractor must inform the MSF Commander or Flight Chief 24 hours in advance of anticipated absences up to two (2) days except for in emergency situations. Any absences longer than three (3) days must be coordinated at least one (1) week in advance. In case of absences longer than one (1) week, contractor shall utilize a trained substitute to man the office.

1.6.4. Place of Performance: The work to be performed under this contract will be performed at Bldg 250, the Community Support Center. On occasion, work will be performed at base picnics, the dining facility and the club.

1.6.5. PHYSICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.5.1. Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Facility Checkout Binder. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.

1.6.6. Qualifications and Experience Requirement: The contractor should have a minimum of one (1) year experience in customer service. The contractor is responsible for possessing and maintaining an International Driver’s Permit during the execution of this contract. Contractor shall display comprehensive knowledge of the military lifestyle and structure. Contractor shall have basic administrative skills (word processing, establishing and effectively working budgets, completing and processing forms, and compiling statistical reports). Contractor shall read, speak, write, and understand English sufficiently to clearly communicate with and instruct clients and colleagues. Contractor shall have a basic knowledge and understanding of library terminology and content. The contractor should have a minimum DEROS of 12 months (applies to military spouses only) as of the contract start date.
