Title: Retention Basin Cleaning/Material Removal at Spangdahlem AB, Germany

General Information

Work Scope:

This statement of work includes the general requirements to provide dump trucks, front-end loaders, manpower and excavators to cut, remove, and dispose vegetation and sediment buildup from the bottom and sidewalls of selected catch basins. The vegetation is mainly reed. Grass and other low growing vegetation has not to be removed. The objective is to recover lost water capacity due to vegetation growth in the area.

The Contractor shall provide all personnel, supervision, equipment, tools, materials, and other items and/or services to accomplish this contract.

The contractor has to request single permission from the County Administration Bitburg-Pruem lower nature authority for each basin to be cleaned.

IAW German nature protection law, the removal of wetland vegetation at ponds and basins is only allowed during 25 Sep - 28 Feb.

A special authorization for this work is not necessary.

Commencement of work must be coordinated with the Government Point of Contact (POC)

There will be a final inspection after completion. Documentation in form of digital photos shall be presented to the Government POC, immediately following the final inspection.

All safety items in all areas of maintenance work are the responsibility of the Prime Contractor.

Base Foreign Object Damage (FOD) rules apply to all contractor personnel and equipment.

All work must be accomplished according to German VOB and DIN regulations.

Description:

· Provide dump trucks, front-end loaders, and excavators to cut, remove, and dispose of vegetation and sediment buildup from the bottom and sidewalls of 17 catch basins totaling 2750 square meters.

· Only 2/3 of the vegetation ( reed ) is accepted to be removed while 1/3 must be left in place for removal at a 5 year later time period (restriction is given because of highly protected and endangered dragon fly species (Libellenarten) while their larva period takes up to 5 years from the larva.

· It is the contractor’s responsibility to haul all materials removed from the catch basins to the proper disposal area off base in accordance with German regulations.

· Ensure working area and haul route are free of mud and cleaned daily. Contractor will provide street sweeper to sweep and clean the haul route as needed.

· Before beginning work, contractor must notify project POC if any roots have damaged the existing HDPE (High Density Polyethylene) liner. Contractors will be held liable for any damage (not by roots) caused to the HPDE while in execution of this requirement.

· Catch and rain retention basins with HDPE liners require cleaning with manual labor only. No heavy equipment can be utilized where the liner is installed. Consequently, this manual removal may require extra hand work for the contractor meaning considerable man-hours must be calculated. Cleaning in basins with HDPE liners, while manual only, may include lifting equipment to remove debris from the basins. The basins with a HDPE liner are marked in the attached RRB list.

· Sampling and analysis service of sediments in case of hydrocarbon smell or mass hydrocarbon pollution be found visually or organoleptic which might have been absorbed in the sediments, 10 each for the contract in total, as needed for mineral oil hydrocarbon parameters C5-C10 and C11-C40 acc. to the European ISO Standard ISO 9377-2.

Applicable Regulations:

DIN 18299 General regulations for any sort of construction work

DIN 18300 Earthwork

The following United States Air Force regulations can be read on weekdays from 0700 to 1600 hrs in the Design Section (CEPM), Bldg 119, Room 215, on Spangdahlem AB.

(1) Traffic Regulations (AFI 31-204 IAW SAB 13-201 and Supplements) latest edition.

(2) Base Fire Protection Regulations (SABR 92-1) latest edition.

(3) Security Regulations (AFI 207-1 and Supplements) latest edition.

(4) Accident prevention codes of the construction trade.

All AF accident prevention regulations and AF fire protection and AFOSH standards apply.

Work Area Location:

The work areas are located in a military area. All locations are highlighted in the map which is part of the Statement of Work.

Work Hours:

Work shall be performed during the normal work hours between 0700 and 1700 hrs. Overtimes, work at night, on Saturdays, Sundays or German and US holidays require approval which must be obtained at least 48 hours in advance.

US holidays are:

1st of January 3rd Monday in January

2nd Monday in October 11th November 3rd Thursday in November and the following Friday 25th of December

If a holiday falls on a Saturday, then the previous day will be considered as the holiday or if on a Sunday then the following day will be considered as the holiday.

Work Stoppages:

Work stoppages may occur during the performance of work due to military exercises. Upon direction from the Contracting Officer, the contractor will cease vehicular traffic to and from the job site and all work will be laid down. If possible, the Contracting Officer will give the contractor 72 hours notice of all military exercises.

Damage to Property of the US Government:

The contractor shall repair to original condition at his cost of any damages to US Government property caused by him or his employees/subcontractors. Damages to any utility lines must be repaired within 12 hours. Repairs of communication cables will be performed by an approved qualified company at a cost to be reimbursed by the contractor.

Security Regulations:

The regulations of the Security Police for entry into military areas must be strictly adhered to by all employees. Employees may travel only in the immediate working area and on access and exit ways. In case of noncompliance with the regulations the employees concerned may be expelled from the military area by the security officer. Instructions by the military police shall be complied with immediately. The contractor is responsible for all personnel employed by him.

Working Area and Access Roads:

The surfaces on which the working location ( Arbeitsbereiche ) is to be mobilized and the tools to be stored shall be coordinated with Work Location Management. The work and storage areas shall be kept in an orderly condition and tidied up at the end of each work shift. In case of inevitable soiling the contractor immediately shall clean the roads for hauling material and equipment to and from the location.

Special Conditions for Working Location:

Toilet facilities are not available. The contractor may place a chemical toilet after coordination with the POC. Resulting costs shall be included in the prices.

Water and electricity are available to the contractor at no cost. Backflow preventers must be used at all connections to the water main of Spangdahlem AB. The US-Government cannot be held liable for damages caused and/or work stoppages due to power and water outages.
