General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a(n) Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisiton Circular 2005-99 , Defense Federal Regulation Public Notice 20180629 , and Air Force Federal Acquisition Circular 2018-0525.
4. Due to the overseas location of this requirement, no set-aside will be used in accordance with FAR 19.000(b).

Requirement Information
Description:
The U.S. Air Force has a requirement for a FATS to be supplied, delivered, and installed within 60 days. Attachment 1 and 2 capture the full scope of work and minimum salient characteristics.
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
Place of Delivery/Performance/Acceptance/FOB Point:
F.O.B. Destination; RAF Mildenhall, United Kingdom (exact customer address will be provided in the resulting contract).

Instructions to Offerors
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
1. Quotes in response to this solicitation must be submitted no later than 27 Aug 2018 @ 1630 EST. Quotes must be submitted via email to alexxander.rodriguez@us.af.mil and shawn.capehart@us.af.mil.
2. All price quotations shall be submitted on Attachment 3 - Quote Sheet and it must be filled in entirely; all technical submissions must be submitted on a separate document.
Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforms to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
TECHNICAL CAPABILITY - A contractor’s quotation will be considered technically acceptable if it meets the requirements in Attachment 1 - Statement of Work and Attachment 2 - United States Air Force Course of Fire. Quotations that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award.
PRICE - price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate.
(b) The government encourages contractors to supply more than one quote if there are multiple options to satisfy the requirements in the SOW and the USAF Course of Fire. Each quote will be evaluated as a standalone separate quote.

the offeror verifies by submission of their offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation.
