Statement of Work Arming and Use of Force Training Simulator

1. Description All manuals and warranty information shall be turned to Project POC when work has been complete. The contractor shall provide training on operation of the unit to the Project POC at time of completion of job.

1.1 The use of force training simulator system shall be capable of creating a minimum of

300 use of force scenarios, a minimum of 25 range targets, interactive shooting courses, and including USAF qualification targets and courses. This system shall provide high definition (1280x800 native resolution or better) shoot don’t shoot real life scenarios for responding Security Forces members. Scenarios shall include urban military operations, close quarter combat, high risk/low risk police response, vehicle pursuits, domestic violence response, unauthorized restricted area entry, protestor activity, firing range shooting, failure drills, transition drills, and night vision goggle training. Additionally, the minimum required 300 scenarios are not to include on-board aircraft scenarios, plain clothed officer situations, and no K-9 response scenarios. Finally, decision making scenarios regarding less-than-lethal weapons is required.

1.2 The system configuration shall have 300 degree projection screen capability. The display screens shall be able to interact in a 300 degree configuration and multiple incidents interacting on multiple screens at the same time. There shall be a 5.1 surround sound system capable of varying from a minimum decibel reading of 0dB and maximum of

105dB. Finally, there shall be sufficient 1080p high definition projectors to meet above requirement.

1.3 Software shall have editing capabilities so instructors can create custom scenarios.

1.4 System shall have the capability of utilizing real weapons by replacing the bolt carrier group with a weapons recoil kit for the M-4 and the M-9. The system shall come with replica M240’s and M249’s that have laser capability. There shall be interactive batons, flashlights, and Tasers.

2 Installation

2.1. Work includes providing/installing Fire Arms Training Simulator system and equipment to install a system that meets this statement of work. This includes all labor, material and equipment required to provide the proper install and set-up of additional equipment added to the system. Equipment specification shall be submitted and approved by the

Projector POC and the Civil Engineering Squadron (CES) before installation starts. The contractor shall provide all design, labor, and materials to install and ensure the system is fully operational.

2.2. The Contractor shall provide a list of all components installed per this project, as well as a list of the components removed (if any).

2.3. The testing procedures shall be provided in writing to the 100 SFS/S3T; as well as a copy of the outcome of the performed test.

3 Removal

3.1. All debris and other material resulting from work accomplished by the contractor under this statement of work shall be disposed of outside the confines of RAF Mildenhall, UK.

4 Specifications

4.1. Fire Arms Training Simulator

4.1.1. Standalone computer system with monitors, optical mouse, desk, and keyboard for full accessibility to run the simulation system.

4.1.2. Simulations program prides video scenario editing and creation capabilities integrated on the system.

4.1.3. Simulation program to provide Detection solution for a minimum of eight (8) and maximum of 16 simultaneous identified laser weapons.

4.1.4. Five (5) High Definition projector with 1280x800 native resolution and duel-detection configuration. Screen projectors shall be a minimum of 30’ width x 6’4” height and a maximum of 60’ width x 12’8” height that shall complete a 300 degree theater.

4.1.5. System shall be a 5.1 surround sound system capable of varying from a minimum decibel reading of 0dB and maximum of 105dB.

4.1.6. Ten (10) M9 Drop-In Recoil Kits – M4 Rifle with realistic recoil, built in laser and two (2) tether-less that communicates with the simulator, ten (10) recoil magazines for cartridges, supports CO2 in supplied magazines, using trainee’s duty weapon to function and provide recoil. Replace internal components of live weapon and include laser weapons.

4.1.7. Ten (10) Drop-In Recoil Kits – M4 Rifle with realistic recoil, built in laser and two (2) tether-less that communicates with the simulator, ten (10) recoil magazines for cartridges, supports CO2 in supplied magazines, using trainee’s duty weapon to function and provide recoil. Replace internal components of live weapon and include laser.

4.1.8. Ten (10) M-4 refillable magazines- Recoil magazines for CO2 cartridges.

4.1.9. Ten (10) M-9 refillable magazines- Recoil magazines for CO2 cartridges.

4.1.10. One (1) CO2 Refill Station with one (1) M4 and one (1) M9 adapter sleds, including dock, hose, gauge, tank and connections to refill two (2) different recoil kit magazine models.

4.1.11. Two (2) M240 – Replica (non-gun). Dryfire replica (inert) with integrated laser.

4.1.12. Two (2) M249 – Replica (non-gun). Dryfire replica (inert) with integrated laser.

4.1.13. Eight (8) TASER X26P with eight (8) cartridges. Non-firing weapon with real laser sight and countdown timer. Cartridges have two (2) lasers at an eight (8) degree spread.

5 Access to Government Facilities

5.1. The Government shall provide supervised access to the facility for the contractor as required in the performance of the tasks identified in this SOW to include: restroom use, security response, and fire protection. Work shall only be done during facility operating hours.

6 General Information

6.1. Working Hours and Holidays

6.1.1 Business Hours: Normal Base Operating Hours. The facilities’ normal business hours of operation are 0800-1630. The contractor may find it necessary to deviate from the normal hours of operation, to ensure timely completion of the requirement stated in this Statement of Work (SOW).

6.1.2 Recognized Holidays: The contractor is not required to provide services on UK

Holidays. National Holidays subsequently declared by Her Majesty’s

Government shall likewise be considered official holidays for the purpose of this provision. The relevant recognized holidays are included in the table below:

6.2 Quality Assurance

The government shall periodically inspect the contractor’s work during installation. Any discrepancies discovered shall be reported to the contractor for remedial action. Any remedial action shall be carried out prior to completion of installation. The government’s representative shall have the final decision on the acceptance of work carried out. The job is considered finished after a walk through has been accomplished with the project POC.
